COVID-19 팬데믹과 중국 공공보건 외교의 대응

Abstract

The global outbreak of the novel coronavirus in early 2020 not only posed a great threatto human health, but also had a significant impact on the relationship between countriesaround the world. As the first outbreak country, China is facing huge challenges andinternational pressures. This study aims to explore the impact of China’s novelcoronavirus epidemic on the international community and China’s response measuresunder public health diplomacy. This study aims to explore China’s role in public healthdiplomacy and analyze its response to the epidemic. This is of great significance for adeeper understanding of global public health cooperation and the internationalcommunity’s perception of China. This study uses literature review and analysismethods to collect and analyze a large number of relevant domestic and foreignliteratures, and analyzes China’s response measures and the role of public healthdiplomacy in the epidemic from the perspectives of policy, practice and internationalresponse.This study analyzes China's response to the COVID-19 epidemic and the role of public health diplomacy. I is found that the positive measures and internationalresponses implemented by the Chinese government have a profound impact on thecooperative relationship after the epidemic prevention and recovery. China's responsible,transparent and adaptable attitude in responding to the epidemic and its determination toglobal public health cooperation can help improve the international community'sunderstanding and trust in China, and provide reference and inspiration for internationalcooperation in future public health events. This study deeply explores the impact ofChina's COVID-19 epidemic on the international community and China's response underpublic health diplomacy. Although China's measures and responses have been criticizedat home and abroad, its responsible, transparent and adaptable attitude has enhanced theinternational community's understanding and trust in China. In the future, as globalpublic health issues become increasingly prominent, China's public health diplomacy willbecome more important.I is expected that China will further strengthen its support forglobal public health cooperation, accumulate more experience and enlightenment in theprocess of responding to the epidemic, and provide more reference and enlightenment forglobal public health cooperation.|2020년 초에 발생한 신종 코로나바이러스로 인한 전염병의 세계적인 유행은 인류의 건강에 큰 위협이 되었을 뿐만 아니라 세계 각국의 외교 관계에도 큰 영향을 끼쳤다. 중국은 코로나바이러스로 인한 전염병의 첫 번째 발생국으로서 대응을 위한도전과 국제적 압력에 직면해 있다. 본 연구는 공공보건 외교에서 중국의 코로나19가 국제사회에 미치는 영향 및 중국의 대응책을 탐색하는 것을 목적으로 한다. 이를 위해 공공보건 외교에서 중국의 역할을 조사하고 전염병에 대한 반응을 분석하였다. 특히 글로벌 공공보건 협력과 중국에 대한 국제사회의 인식을 분석하기 위하여 국내외의 중국발 코로나19에 대한 인식 차이를 분석하였다. 연구 방법으로 문헌검토 및 분석 방법을 채택하여 국내외 관련 문헌을 대량 수집하고 분석하였으며,정책 실천 및 국제 대응 측면에서 전염병 대응 조치와 공공보건 외교의 역할에 대해서 다각도로서 분석했다. 본 연구에서 신종 코로나바이러스 감염증 발생 시 중국의 대응과 공공보건 외교의 역할을 분석한 결과, 중국 정부가 시행한 적극적인 조치와 국제적 대응이 전염병 예방과 통제, 회복 후 협력관계에서 중국과 아프리카국가와 동남아시아 국가의 의료협력이 더 긴밀하게 관계를 맺었다는 것으로 발견했다. 전염병 대응에서 중국이 보여준 책임 있는 태도와 중국식 투명하며 적극적인대응, 글로벌 공공보건 협력에 대한 의지는 중국에 대한 국제사회의 인식과 신뢰를높이는 데 도움이 될 뿐만 아니라 미래의 공공보건 문제에 대한 국제사회 협력의사례와 시사점을 제공할 것이다. 본 연구는 공공보건 외교에서 중국의 코로나19가국제사회에 주는 부정적 이미지에 대한 중국의 대응책을 심도 있게 탐구하였다. 향후 글로벌 공공보건 문제가 부각하여 중국의 공공보건 외교의 중요성은 더욱 커질것이다. 이에 중국은 글로벌 공공보건 협력에 대한 지원을 더욱 강화할 것이며, 전염병 대응 과정에서 축적된 경험과 시사점을 제공하면서 외교 역량을 더욱 강화해나갈 것으로 예상된다.
