한국의 재외동포 공공외교 활성화 방안

Abstract

The purpose of this study is to explore the possibility of public diplomacy in which overseas Koreans are the subject and to find ways to activate public diplomacy of overseas Koreans in Korea. Overseas Koreans are physically and psychologically located between their home country and their country of residence, so they have multicultural sensitivity and multilingual capabilities, which can contribute to increasing communication and diversity not only in their home country, but also in their country of residence and in the global society. However, Korea's public diplomacy and overseas Koreans' policies and research have not been developed in the direction of expanding overseas Koreans’ influence by exerting their autonomy and subjectivity because overseas Koreans are assumed to belong to their home country and have targeted overseas Koreans through government-led one-way identity cultivation projects and financial support projects. Therefore, firstly, this study proposes a new concept of 'Overseas Koreans Public Diplomacy', in which overseas Koreans are positioned as independent diplomatic subjects and take initiative as the subject of public diplomacy based on the experience of positive interaction with the country. As a model of public diplomacy of overseas Koreans, Ho and McConnell’s ‘Diplomacy by Diasporas’ was restructured from the public diplomacy perspective and categorized into 'Advocacy', 'Mediation', and 'Contribution'. Second, in order to seek a policy implementation system that can effectively promote interaction between the state and overseas Koreans while minimizing diplomatic friction with other countries, cases of Israel, Ireland, and India are compared and analyzed. These three countries have actively utilized private governance in promoting core projects related to diasporas and have established positive relationships with diasporas, giving Korea a lot of significance.|본 연구의 목적은 재외동포가 주체가 되는 공공외교의 가능성을 탐색하고, 한국의 재외동포 공공외교를 활성화시킬 수 있는 방안을 모색하는데 있다. 재외동포는 물리적, 심리적으로 모국과 거주국의 사이에 위치해 다문화적 감수성, 다언어적 역량을 갖추고 있어 모국뿐 아니라 거주국, 글로벌사회에서 소통과 다양성 증대에 기여할 수 있는 역량을 갖추고 있다. 그러나 그간 한국의 공공외교와 재외동포 정책 및 연구는 재외동포를 은연중에 모국에 소속돼있는 것으로 가정하고, 관 주도의 일방향적인 정체성 함양사업·재정지원사업 등으로 재외동포를 대상화하여 재외동포가 자율성과 주체성을 발휘해 그 영향력을 확장시키는 방향으로는 발전시키지는 못했다. 이에 본 연구는 첫째, 재외동포를 독립적인 외교주체로 세우고, 국가와의 재외동포 간 긍정적인 상호작용의 경험을 바탕으로 재외동포가 공공외교의 주체로 나서는 ‘재외동포 공공외교’ 개념을 새롭게 제안한다. 재외동포 공공외교의 모델로는 호와 맥코넬의 디아스포라에 의한 외교를 공공외교적 관점에서 재구조화하여 ‘옹호’, ‘중재’, ‘기여’로 유형화하였다, 둘째, 타국과의 외교적 마찰을 최소화하면서도 국가와 재외동포 간 상호작용을 효과적으로 추진할 수 있는 정책 추진체계를 모색하기 위해 이스라엘, 아일랜드, 인도의 사례를 비교분석한다. 이 세 나라는 재외동포 관련 핵심사업을 추진하는데 있어 민간 거버넌스를 적극 활용하며 재외동포와 긍정적인 관계를 구축해온 나라들로 한국에 많은 함의점을 준다.
