A Study on Improvement for Custom Welfare System
Abstract
It is most important to improve the quality in the public sector in order to raise the public servants' efficiency, responsibility and countermeasure. They are being emphasized in the rapidly changing administration circumstance. Therefore, the necessity, which the public servants show their professional job competence and creative ability and then inspire themselves with working desire, is rising. The role of the public servants is important because they plan and execute the policy of the government.

As the principle of equality and distribution is spread through our nation, the concern of raising the quality of life for the public servants is being increased. And their welfare desire is not only diversified but also advanced. This trend is influenced especially by the five-day week, the flexible duty, the increase of woman work power, the public servants' group activity, the diversity of working hours and working method, and so on.
Considering the facts mentioned above, the effective management of welfare system appeared important as a policy agenda, so as to improve the public servants' motivation and life quality.

In accordance with this change of surrounding circumstance, the government came to a head by changing an optional welfare system centered both a user and a provider into a custom welfare system.
This study aims to survey and analyze the realities of a custom welfare system in Jeju Special Self-Governing Provincial Office of Education(JSGE) and to analyze the satisfactory level and the factor-effects by a questionnaire survey and finally to present both the basis data related with the management of custom welfare system and the improving plans hereafter.

In the first chapter the aims, the scope, and the method of this study were presented as an introduction.
In the second chapter this study surveyed the concept, theories, and kinds of an optional welfare system, and inquired the realities, the comparative analysis, and the preceeding studies of a custom welfare system in both our nation and JSGE.

In the third chapter the analytical models of this study and the ways of the questionnaire survey were given. And the researcher selected the independent variables which have influenced on satisfaction of a custom welfare system and described the analytical procedure and sample design.

In the fourth chapter this study analyzed the results of the questionnaire surveyed to public servants now serving in JSGE. The analysis is focused on the satisfactory level and the factor-effects by the way of a corelation analysis and a regression analysis.
In the fifth chapter the results were summarized and presented, and the theoretical and real implications were discussed, and the improving plans were suggested.

Considering the characteristic of the custom welfare system and the preceeding studies, the dependent variable is the public servants' satisfactory level of custom welfare system. And the independent variables consist of the reasonable point-allocation, appropriateness of individual items, convenience of use, importance of welfare system and individual characteristic. According to this study, the satisfactory level of custom welfare system appears to be high. The more public servant is older, and his working years is much, the less his satisfactory level is. This is different from the result of the preceeding studies and other areas. The servants answered that the point-allocation being provided was short of. Therefore the government should draw up the improving plan for the appropriateness and increase of welfare payment.

This study aims to survey and analyze the realities of a custom welfare system in JSGE and to analyze satisfactory level and factor-effects by a questionnaire and finally to present both basis data related with the management of custom welfare system and improving plan in the future. This study has the meaning that it finds out the several controversials of custom welfare system in public sector through the nation, and that it contributes to giving alternative policy agenda to us.
