국제결혼 이주여성을 위한 평생교육프로그램 운영 개선방안 조사연구

Abstract

이 연구의 목적은 제주특별자치도 평생교육기관의 국제결혼 이주여성을 위한 평생교육프로그램 운영 실태를 파악하여 개선․보완할 점을 찾아 프로그램의 운영이 지속적이고 체계적으로 이루어지기 위한 연구이다. 이러한 연구의 목적을 해결하기 위하여 국제결혼 이주여성과 평생교육프로그램 운영자가 국제결혼 이주여성을 위한 평생교육프로그램의 운영에 대해 어떻게 인식하고 있는가?, 국제결혼 이주여성과 평생교육프로그램 운영자가 인식하고 있는 평생교육프로그램 운영의 문제점은 무엇인가?, 국제결혼 이주여성과 평생교육프로그램 운영자가 인식하는 효율적인 평생교육프로그램 운영방안은 무엇인가?, 국제결혼 이주여성과 평생교육프로그램 운영자가 인식하는 평생교육프로그램의(운영, 문제점, 효율적인 운영방안에 대한 의견을 반영한) 개선방안은 무엇인가? 하는 연구내용을 설정하였다. 이러한 연구목적을 달성하기 위하여 평생교육진흥원에 등록되어 있는 제주특별자치도 평생교육기관 5개 기관 중 4개 기관(다문화가족지원센터, 서귀포 학생 문화원, 국제가정문화원, 서귀포종합사회복지관)에 다니는 국제결혼 이주여성을 대상으로 국적, 나이, 직업, 거주기간에 관계없이 설문 조사를 실시하였으며, 평생교육프로그램 운영자는 프로그램 운영자용 설문지를 기초로 하여 심층 면담 조사를 실시하였다. 설문지 배부와 회수는 한국어, 중국어, 일본어, 영어, 베트남어 5개 국어로 작성․번역하여 2009년 4월 20일부터 4월 30일까지 직접 기관 별로 방문하여 배부하고 회수하였다. 회수된 설문지 중 불성실하게 응답한 14부를 제외하고 SPSS14.0 for windows 프로그램을 이용하여 통계처리 하였고, 응답자의 차이를 검증하기 위한 유의도() 검증을 사용하였다. 이 연구결과를 정리하면 국제결혼 이주여성들 대부분 평생교육 프로그램의 필요성을 느끼고 있으며 다양한 분야에 도움이 된다고 응답하였다. 한국어교육에 주 2회, 평일 오전 시간대에 가장 많이 참여하고 있었고 남편이나 주변사람을 통해 참여한 계기가 많았다. 평생교육프로그램에 대한 만족도 조사 결과 대체적으로 프로그램 운영에 긍정적인 인식을 갖고 있었으며, 직원들의 도움 정도나 참가자들 간의 친근감과 교육시간에 대해서는 다소 부정적인 의견이었다. 프로그램을 운영할 경우 각 기관에서는 국제결혼 이주여성의 의견을 반영하여 수요자 중심으로 운영하기 위해 노력하고 있고, 교육방법에 대해서는 강사의 강의 중심 교육을 가장 많이 선호하였다. 평생교육프로그램 활성화 방안에 대해서는 정부․지자체의 경제적 지원 강화에 대한 의견이 가장 많았다. 연구의 결과를 토대로 국제결혼 이주여성을 위한 평생교육프로그램의 효율적인 운영방안을 제시하면 직업훈련 및 취업지원을 해야 하며, 국제결혼 이주여성을 위한 사업 추진체계가 조직적으로 체계적으로 이루어져야 한다. 그리고 국제결혼 이주여성을 한국 사회에 동화시키기 위한 프로그램보다 그들의 모국을 이해할 수 있는 프로그램이 마련되어야 한다. 또한, 국제결혼 이주여성을 위해 제공하는 프로그램은 일회성 행사가 아닌 체계화된 교육프로그램으로 자리 잡을 수 있도록 해야 하며, 체계적인 교육을 국가 수준의 표준 교재 개발 보급이 이루어져야 한다. 각 지방자치단체와 평생교육기관이 공동으로 교육프로그램을 개발하여 각 지자체 특색에 맞게 교육하는 것도 필요하다. 가장 시급한 것은 한국의 국민의식을 개선하기 위한 다문화 이해 평생교육프로그램이 필요하다. 이러한 연구결과를 기초로 하여 평생교육프로그램 문제점을 보완․개선하여 국제결혼 이주여성들이 체계적이고 구체적인 프로그램을 통해 한국사회를 이해하고 적응하는데 도움을 받을 수 있어야 한다.

The purpose of this study is to examine the operation of the life-long education program for internationally married female immigrants in the life-long education institute in Jeju Special Self-governing Province, and suggest measures to improve and complement the operation, so that the program can be more systematically operated. In order to achieve such a purpose, this study set and intends to answer the following questions: How do the internationally married female immigrants and the administrators of the life-long education program perceive about the operation of the program for the female immigrants respectively?; What do the female immigrants and the program administrators perceive are problems of the operation respectively?; What operational measures do the internationally married female immigrants and the program administrators perceive are efficient respectively?; What do the Internationally married female immigrants and the program administrators think are the measures ― that reflect the operation, problems, and efficient operation measures ― to improve the life-long education program respectively? In order to achieve the study purpose, a survey was conducted among the internationally married female immigrants who study in four out of the five registered Jeju Special Self-governing Province life-long education institutes; The four institutes are Multi-Culture Family Support Center, Seogwipo Student Culture Center, International Family Culture Center, and Seogwipo Total Social Welfare Center. Among the administrators of the life-long education program, in-depth interview research was conducted on the basis of a questionnaire for administrators. The questionnaires were developed and translated into five different languages such as Korea, Chinese, Japanese, English, and Vietnamese. They were distributed and collected back from April 20th to 30th in 2009 by our direct visit to each institute. Among the returned questionnaires, fourteen questionnaires that were not answered reliably were excluded, and the rest were statistically analyzed by SPSS 14.0 for Windows. In order to verify the difference between respondents, cross tabulation analysis and were conducted. As a result of the analysis, it was found that most internationally married female immigrants answered that they needed the life-long education program, and it would be helpful to various areas. The most people were attending Korean Language class twice a week, and in the weekdays' morning. Many came to attend the class via their husbands or acquaintances. As for their satisfaction level about the life-long education program, the survey result showed that overall they had positive recognition about the program operation, and had somewhat negative views about help level of the staff, friendliness among the attendants, and its education time. In case of operating a program, each institute were endeavoring to operate it with focus on the users by reflecting views of the internationally married female immigrants. In terms of education methods, they most preferred lecture-centered education of lecturers. As for the measures to activate the life-long education program, the most emphasized reinforcement of economic support of the central government and the local municipal government. On the basis of the study results, as for efficient operation measures of the life-long education program for the internationally married female immigrants, the following can be suggested: job training, employment support, and organizational and systematic implementation of projects for the internationally married female immigrants. Also, programs for the female immigrants to understand their mother country are needed more than programs to assimilate them to the Korean society. Besides, the programs provided for the internationally married female immigrants should settle as systematic eduction programs not as one-time events, and for systematic education, national level standard text books should be developed and provided. It is also necessary that the local municipal organizations and the life-long education institutes develop education programs in cooperation to meet the educational need varied by regional characteristics. The most urgently needed is a life-long education program to improve Korean people's consciousness about multi-cultural understanding.
