기후변화 대응과 사회적 갈등에 관한 연구

Abstract

Environmental problems were caused by the world's economic growth and industrialization. The most point of reason is Climate Change. Signs of climate change like floods, droughts, and super typhoons appear around the world, but most of nations are trying to manage to cope. About climate change, community of nations recognize environmental problem that is based on impact of Global Warming by excessive emissions of greenhouse gases from the economic growth. So the community have signed 'United Nations Framework Convention on Climate Change', and demand to reduce the greenhouse gases. In this study, It used content analysis and SWOT analysis about social impact by climate change, global countermeasure, and national countermeasure. In this basis, Comparing with countermeasure of climate change in Jeju, it found direction of countermeasure. In Jeju Special Self-Governing Province, a Korean fir in Mt. Halla which retain a variety of vegetation is reduced and even annual mean temperature is rising about 1.5℃. The climate change expect to influences several parts like human health sector, land use sector, population sector, and energy sector economically and socially. Jeju Special Self-Governing Province have signed on 'response to climate change in the pilot cities' with the Ministry of Environment in July 11, 2007. However Jeju has not only concept of reducing greenhouse gases for considering climate change, but also Jeju has not coped with local social impact of Jeju. In this study, current view that occur social conflict from climate change in Jeju, it answer the question that is 'How do you need to respond about social conflict?' from countermeasure for climate change and processing for the countermeasure. First the answer to this question is as follows: Jeju Special Self-Governing Province does not only establish and propel mitigated countermeasure of greenhouse gases, but also has to approach both establishing and propelling countermeasure include adaption. So the way that organizes system of countermeasure about climate change has to process from legal, institutional , and political sectors. Accordingly, Jeju Special Self-Governing Province will be constituted 'committee on climate change measures'(tentative title). Based on 'committee on climate change measures'(tentative title), Jeju Special Self-Governing Province will be made preparations for climate change issue and special regard will be paid to ta regional trait. Consequently, Jeju Special Self-Governing Province will be progressed research or policies about climate change effect and adaptation. In addition, these policies will be minimize cost and prevented about climate change negative effect. (ex. 'conflict of nansan wind power development complex') But, we have to think that climate change is opportunity as regards sustainable development. Climate change can not be fully resolved by the power of human. Thus, Jeju Special Self-Governing Province have to constitute an mitigation policy and a adaptation policy regard to climate change. When these policy will have established and executed, Jeju Special Self-Governing Province will have reduced climate change threat and social conflicts, and included sustainable development of Jeju.
