A Study on the Characteristics of Farmland Rent Determination
Abstract
Globalization of the world trade market is inevitable for reorganization of the internal market system. Even if Korea has limited area and natural resources, Korea is now one of the important trade countries. In addition, Korea has been developed remarkably in economical growth and driven up industrialization which caused significant development as ranked 10th country in trade from traditional Agri-Society.
The process of industrialization had made changes of Korean economic system rapidly. Agricultural sector also has been contributed to growth through shift of labors, the entry of educated children to the industrial field and supply of safe agricultural products.
As a result of growth, the agricultural portion in GDP has been sharply declined, and social problems have been happened such as a phenomenon of the aging society by low influx of young generation in agricultural society.
In this study, the characteristics of farmland rent determination in the farmland rent market were analyzed at the point of effective usage of farmland. The purpose of the study is to analyze the characteristics of farmland rent determination related to a non-farmer who owned farmland. This study which is about characteristic on farmland lease program by farmland bank is expected to have academic value since there have not been existing researches on non-farmer-lessor until recent. Non-farmer-landlords studies can influence on development of the farmland rent market positively. The research was progressed as follows.
First of all, theoretical study was conducted about the characteristics of farmland rent determination. Korean farmland system and laws were examined through studies and literatures and the usage of farmland the change progress of possession regulation were investigated to find economical problems of the farmland system. Furthermore, system related to farmland and limitations of policies, background of the farmland bank and its functions and businesses were reviewed.
The analysis of the characteristics of farmland rent determination for non-farmer-owned farmland were conducted to determine characteristics of landlords and tenants, and farmland with business resources for a year pointing to the rental business in the farmland bank.
Especially, the analysis of non-farmer-owned farmland was performed mainly in Asan area in detail. The analysis of the characteristics of farmland rent determination and variables of lease decision was researched based on the results of management of the farmland bank for a year. Questionnaire survey was conducted and analyzed targeting rice paddy farmers who participated in the business.
According to the results of evidence, essential points of non-farmer-lessor in the farmland rent market were described as followed,
First, landlords who purchased farmland before 1996 when the farmland law come into effect charged more expensive rental fee than landlords who obtained the farmland after 1996.
Second, landlords who were older than 60 asked more fee than landlords who were younger than 60.
Third, non-farmer stayed in rural charged higher price than non-farmer non-stayed in rural.
Fourth, the bigger farmland and a rice field caused the more expensive rental fee.
Fifth, Junbuk province is the most expensive city to rent compared to any other provinces.
It is expected that researches about the characteristics of farmland rent determination help the market to be healthy developed and contribute to agriculture system and growth.
