제주국제고등학교 설립에 대한 교사 및 학부모의 인식에 관한 연구

Abstract

본 연구는 제주특별자치도 및 제주국제자유도시를 성공적으로 추진하기 위한 국제화된 전문 인력을 양성하기 위해 설립을 추진하고 있는 제주국제고등학교에 대한 교사 및 학부모의 인식을 조사한 것이다. 더불어 국내외 국제고등학교 설립․운영 사례와 국내 및 도내 외국인 유학생 현황을 고찰하고 제주국제고등학교 설립․운영 및 외국인 유학생 유치․홍보 문제를 파악하여, 제주지역 교육발전에 대한 중요한 시사점을 제시하고자 하였다. 이러한 목적을 달성하기 위해 본 연구에서는 제주특별자치도 내에 소재하고 있는 초․중등학교 교사와 학부모를 대상으로 총 900부의 설문지를 배부하여 697부를 회수하였으며, 그 중 답변이 불성실하다고 판단된 3부를 제외한 694부를 분석대상으로 활용하였다. 본 연구를 위해 수집된 자료는 SPSS 10.0 version 프로그램을 이용하여 빈도분석(frequency analysis)을 실시하였다. 제주국제고등학교 설립에 대한 교사 및 학부모의 인식에 관한 연구 결과는 다음과 같다. 첫째, 제주국제고등학교 설립에 대한 인식을 살펴보면, 교사와 학부모 사이에 선발 학생의 국적, 내외국인 학생 선발 비율은 차이가 없는 것으로 나타난 반면, 진학목표 대학 및 사용 언어, 가장 필요한 국제화 항목, 내국인 학생 위주의 문제점, 내국인 학생 위주의 장점, 내국인 학생 포함 이유 등에 대해서는 차이가 있는 것으로 나타났다. 둘째, 제주국제고등학교 운영에 대한 인식을 살펴보면, 교사와 학부모 사이에 학교 운영 방향에 대해 차이가 없는 반면, 외국인 부재 시 운영 방안, 학교를 설립할 때 가장 중요하게 인식해야 할 사항에 대해서는 차이가 있는 것으로 나타났다. 셋째, 제주국제고등학교 유치․홍보에 대한 인식을 살펴보면, 교사와 학부모 사이에 외국인 유치 홍보 방안에 대해 차이가 없는 반면, 외국인 유치 우선 과제, 외국인 유치 장애요인, 외국인 홍보 주체, 홍보활동 우선순위 등에 대해서는 차이가 있는 것으로 나타났다. 넷째, 제주국제고등학교 발전에 대한 인식을 살펴보면, 교사와 학부모 사이에 도내 학생 배려 방안에 대해 차이가 없는 반면, 향후 초․중학교 설립 방안, 성공여부 관점, 제주 교육발전 기여 등에 대해서는 차이가 있는 것으로 나타났다.

The purpose of the study is to know how teachers and parents aware in establishing Jeju international high school, which will train a lot of professionals internationally in order to promote Jeju Special Self-Governing Province and Jeju Free International City successfully. By examining the establishment and management of domestic and foreign international high schools as well as the present situation of foreign students who are living in Korea and Jeju, the study examines the establishment and management of Jeju international high school and how we are going to induce and attract foreign students and consequently makes suggestions for improving the development of Jeju education. For the purpose of the study, the researcher distributed the total of 900 questionnaires to the teachers and the parents from elementary, middle and high schools in Jeju Special Self-Governing Province and collected 697 questionnaires from them. The researcher used the data from 694 questionnaires except 3 copies, which were of no use because of insincere answers to the questionnaires and analyzed the data using both frequency analysis through SPSS 10.0 for Window program. The followings are the result and some points of the study. First, when the awareness of teachers and parents in establishing Jeju international high school is concerned, there is no difference in the nationality of selected students and the percentage for selecting both foreign and domestic students. But there is a gap on these: the university which students want to go to and the languages which they will speak, the item of internationalization which is most necessary, the problems and benefits of korean students-centeredness, and the reason for involving korean students. Second, when the awareness of managing Jeju international high school is concerned, while there is no difference between teachers and parents in how the school is operated, there is difference in how it is operated without foreign students, and the most important issue in managing Jeju international high school. Third, when the awareness of luring and promoting Jeju international high school is concerned, teachers and parents have no difference on its luring and promoting plan, however they have much difference on these matters such as the urgent problem for attracting foreign students, the obstacle to attracting foreign students, the priority order of public relations, and who will attract foreign students. Fourth, when the awareness of developing Jeju international high school is concerned, while there is no difference between teachers and parents in how it will show consideration for students from Jeju Island, there is difference in these matters such as the plan for establishing the next elementary and middle school, the viewpoint on its success or failure, and its contribution to the development of Jeju Education.
