제주도 생활폐기물의 민간위탁 관리방안에 관한 연구

Abstract

It is suggested that the contracting out management for public service is one of the most efficient and flexible arrangement to promote the local government productivity, but the lack of appropriate tools and mechansism of the contracting out management makes the local governmental contracting out management inefficient. The objective of this study is to understand its problems through the analysis of its cases that are put in force in domestic and foreign local governments, then to give political suggestions to increase the efficiency of its business that is to be inforced in Jeju Province in near future after examining with priority given to actual management condition of municipal solid waste of Jeju Province. From this study, it has been found that the contracting out in local governments have the problems of i) a lack of estimation criteria of its object business, ii) a lack of competition in a tender process, and iii) a lack of a contract based on an outcome. To solve these problems and to satisfy its goal, the following should be conducted: i) a provision of estimation criteria of its object business; ii) the enlargement of the role of the contracting out committee; iii) a decision of a rational business fund; iv) the conclusion of a contract based on an outcome; v) an improvement of a contract system; vi) a strengthening of observation and supervision for its object business; vii) a regular survey of degree of satisfaction and an institutionalization of external estimation system; viii) a construction of cooperation system between local government and educational institution; ix) a uplift of resident consciousness and a strengthening of public information for the enlargement of resident participation, etc.
