Abstract

The volcanic island and lava tubes in Jeju are the best natural phenomena and have natural-aesthetic importances. Also, it has geological, geomorphological, and physical-geographical importance in the history of the earth. Accordingly, it is recognized as the World Natural Heritage. Because the nature of Jeju is recognized as world cultural properties, we must prepare the proper management programs. In this point, it is necessary that we arrange the synthetic approaches between a tourism and environment. As its solution, we need to introduce the Eco-tourism. This study is progressed to search the practical method of Jeju World Natural Heritage, especially Mt. Halla for Eco-tourism. First of all, I examined the concept of World Natural Heritage and Eco-tourism, the instance of World Natural Heritage into the Eco-tourism, the World Natural Heritage and Jeju World Natural Heritage, and the present condition of Mt. Halla. And then, I also researched the object of management for Jeju World Natural Heritage, the method for preservation, the program for Eco-tourism products, the publicity activities, and the plan of authentication programs through the survey to the experts such as a related scholar, public officials in charge, a group for tour and environment, and expounder for the nature and ecology. On the basis of the survey, I presented various plans - the practical method in company with a preservation, the expansion of infrastructure for Eco-tourism, the connection with community, the publicity campaign, and the authentication programs. In brief, it is as follows. Firstly, the practical use of Jeju World Natural Heritage is possible when it is preserved. In other words, its value is in the originality. In this view, first of all, the device for its preservation must be arranged. Also, as the method, the monitoring check the natural resources and the rules for the Eco-tourism have to be established. Secondly, we have to examine thoroughly the problem for preservation connecting the Jeju World Natural Heritage and the UNESCO Biosphere Reserve. In the course of registration, the fact that Jeju island is the UNESCO Biosphere Reserve became the merit. As well, in the report of IUCN take charge of valuation, there is an advice for this connection. Thirdly, the effort to develop guidebooks and a tourism souvenir is needed. In the case of information bureau, it must offer the opportunity of experience and information rather than display-centered. Fourthly, the authentication program by way of showing an example must be introduced for more active practical use and the certificated expounders must be trained. For that, the organization which can coordinate the community, civic groups, academic world, and administration. Namely, the formation of tentatively named "The Society of Jeju Eco-tourism" or "the Foundation of Jeju World Natural Heritage" must be examined. Fifthly, the device which can lead the voluntary participation of a local resident have to be prepared in order that Eco-tourism can influence the development of local economy. For that, the institutional device which can offer the economic benefit to community is needed. There are various ways. For example, the system that the local resident can use the logo of World Natural Heritage for their products have to be designed. Also, we have to find the method for connection between the Jeju World Natural Heritage and the "The Excellent Natural Ecology Village" selected by the Ministry of Environment or the project of "Special Self-governing Village" promoted by Jeju Special Self-governing Province.
