濟州 靑少年 音樂活動의 實態와 그 代案

Abstract

근래 들어 청소년들의 문화예술 활동에 대한 관심이 부쩍 커지고 있다. 청소년 음악의 수준은 바로 한 나라의 문화예술의 정도를 가늠해 볼 수 있는 척도가 된다고 해도 과언이 아닐 것이다. 음악의 기본적 바탕이 견실해야 문화가 안정적으로 발전할 수 있다. 그렇기 때문에 청소년들의 음악활동 기회는 많아져야 한다. 실제로 예술계와 문화 정책당국도 긴 안목에서 청소년들에 대한 음악교육의 필요성에 눈떠가고 있다. 이는 제주도내 고교 교악대와 청소년 음악단체를 단순히 지역의 음악단체가 아닌 국내 최고의, 더 나아가 국제적으로 인정을 받는 수준으로 육성시킬 필요성을 모두가 공감하고 있다. 글로벌 시대에 청소년 음악계도 그 위상과 비전을 갖도록 모든 노력을 다해야 할 것이다. 음악 역시 하루에 이뤄지지 않는 만큼 청소년 시절부터 꾸준한 교육과 훈련이 필요하다. 여기에는 그런 환경을 조성해 주는 사회적 관심이 매우 중요하다. 그리 하였을 때 제주지역 청소년들이 최고의 음악가로 성장, 발전할 수 있을 것이다. 제주지역도 과거 달리 청소년들이 공연예술을 접할 기회를 많이 만들어 주고 있다. 그러나 이번 연구조사에서 나타난 제주지역 청소년의 음악수준이나 교육적, 사회적 여건은 너무도 열악하고 지원이 부족한 상태이다. 이렇게 열악한 상황에서도 청소년들의 음악활동을 할 수 있는 것은 우리 눈에 안 보이는 자그마한 노력들이 있기에 가능한 것이며 행정·교육·문화·예술당국은 21세기를 이끌어 갈 청소년들의 문화예술교육에 깊은 관심을 가지고 현재의 상황에 대하여 반성하여야 할 것이다. 내구 수명이 다 된 낡고 오래된 악기를 가지고 늦은 밤까지 연주를 하거나 공연을 준비하는 청소년들이 있었고, 대학 진학을 앞두고 음악활동을 반대하는 부모님들이 있었다. 또 현재 음악활동을 열심히 하면서도 장래에는 음악가를 꿈꾸지 않거나 음악에 대해 비전을 갖지 못하는 청소년들의 부정적인 시각은 이번 설문조사에서 잘 드러나 있었다. 충분한 지원과 준비 없는 청소년 음악활동은 예술에 대한 정형화된 암기식 지식과 표준화 된 기술습득이라는 비판을 면치 못할 것이다. 청소년 교육에 있어서 음악활동은 이제 달라져야 한다. 청소년들의 음악예술 활동은 학교와 가정, 지역문화사회와 긴밀한 연계 속에 장기적인 정책과 지원 강구 방안이 요구되고 있다. 현재 청소년 문화시설이 부족하고, 제주특별자치도가 지원하는 도립청소년교향악단과 도립청소년관악단이 없다는 현실은 그만큼 청소년 음악예술에 대해 지역 사회가 관심을 갖지 않는 다는 점을 보여주고 있다. 또한 입시교육에 초점이 맞춰진 교육과정 때문에 제주지역 청소년들의 음악활동과 창조적 예술행위가 폄하되고 심지어 학교와 가정에서도 그들의 활동을 제한하기도 한다. 이번 연구를 통해 청소년들이 우리 사회의 구성으로서 필요한 문화적 감수성과 창의력을 지닐 수 있도록 음악활동 및 문화향유의 기회를 증대시키기 위해 행정 및 교육당국과 지역사회는 연계와 협력·지원을 통해 적극 나서야 할 커다란 과제를 안고 있음을 시사하고 있다.

At recent times, interest about culture art activity of teenagerses is growing completely. Even though standard of teenagers music becomes measure that can aim degree of culture art of Country justly, saying too much may not be. Though basic nature of music solid, culture can develop stably. Therefore, there should be been a lot of music activity opportunitys of teenagerses. Actually, world of art and the culture policy authorities are awoking in necessity of musical education about teenagerses in crawling inside measurement. In global age, teenagers musical circles may have to finish all efforts so that have the status and vision.
