제주특별자치도의 U-City 구현을 위한 서비스 방안 연구

Abstract

This study is about identifying the appropriate ubiquitous services in the Jeju Island based on the national ubiquitous service strategy and the prioritization of these applicable services. Jeju Special Self-Governing Province is a unique province in that it's an isolated island and Korea's only special self-governing province. So with that in mind and Jeju's goal of becoming a global city, this study aims to systematically implement the U-city services which the island has in plan for the future. The four areas were set as the scope of this study by referring to past studies and reports from the National Information Society Agency and Korea Institute of Construction & Transportation Technology and Planning etc and by considering various environmental situations and regional peculiarities of Jeju Island. Firstly, the general U-City concept and main IT technologies and applied service models were analyzed. The U-City concept reported by various Korean study reports were reviewed, through which the corresponding technological factors and applied service models were analyzed. Secondly, the U-City implementation initiatives in Korea and abroad were analyzed. The U-City projects that are being carried out by Korea's central government, provincial governments and Korea Land & Housing Corporation and also those projects that are underway in USA and Japan etc were analyzed and the lessons learnt were reviewed. Thirdly, the cases of implementation of the test service for U-City in Jeju Special Self-Governing Province were analyzed. The service projects to implement U-City in Jeju Island including the projects in tourism, the 1stpurificationprojectetcwerealsoanalyzed. Fourthly, the plans to implement services for efficient U-City implementation for Jeju Special Self-Governing Province were studied. The previous studies about u-City implementation services were reviewed and the U-City service model appropriate for Jeju was drawn by revising the traditional Jeju Special Self-Governing Province's foundational projects, strategic core future projects and SWOT analysis. And through brainstorming, the appropriate service types were elected. Then based on the surveys run for the specialists from the industry and the academics, the prioritization for U-City services was also made. Although national studies about U-City implementation strategy are being carried out, there had never been any studies aimed to draw strategies for specific regions. Therefore in this study, the service model's prototype to implement an appropriate model for U-City in Jeju Special Self-Governing Province was drawn. In the future, additional studies that details specifically in variable factors such as social, geographical and policies when drawing up region specific services should make more efficient and effective U-City implementation possible. Such efforts will improve the quality of life for the residents and contribute to industrial progress.
