제주특별자치도의 주민참여예산제도 도입에 따른 의식분석과 발전방안에 관한 연구

Abstract

Residents' participatory budget initiative is the one that residents as tax-payers take an initiative in every process of budgetary operations. It is regarded as an essential institutional device which makes the residents' direct involvement in budgetary processes possible and autonomy and financial democracy will be realized in the end. The residents' participatory budget initiative was institutionalized along with the inauguration of Roh's government, and there have been several models for this initiative in several province up to date reflecting different realities of each government and also raising how to develop an optimal model among them. This study is intended 1) to compare and analyse the various models of residents' participatory budget initiative which are in effect in local governments and further to introduce the orientation of an optimal model suitable for local governments and, 2) survey the opinions from citizens and self-government officials and to advance a way to develop the selected model as the optimal. The result of study shows first, that the cases of the initiative break down into four groups which are passive resident-government partnership, active resident-government partnership, passive resident-government governance, and active resident-government governance. Among them, active resident-government governance is recommended as the prior model for Jeju Self-Government. This model asks residents to share the budget-making authority with local governments within the given scope and locus, bringing out consultation and co-decision making between them. Second, the constituents' knowledge about the residents' participatory budget initiative is insufficient to lead this device to a success. In addition, they worry about the malfunctioning of it while having a positive expectation from it. Several prior studies on this initiative show that it has been founded effective. It is required that many needs and restrictions for the successive performance of this initiative be carefully examined and the systematic effort to meet the needs and to solve the problems be made.
