The Analysis of Specialized Industries and the Search of New-Growth Engine Industries in Jeju Special Self-Governing Province
Abstract
Both globalization and localization have become frequent topics in the 21st century. It is essential for improving the life quality of local residents to reinvigorating local economy. Therefore, each local government has aimed at reinvigorate its own local economy especially since June in 1995 when a local autonomous system came into force. The government has practiced diverse policies to revitalize local economy since the participatory government in particular adopted the balanced regional development as one of the core agendas of its national policy. Those policies include a five-year plan for the balanced development of nation, the decentralization of administrative and financial rights and plans to move from state-initiative organizations to provincial cities.
In order to stimulate local economy, local industries should be necessarily fostered, which means that local areas should attract and nurture industries suitable for them in consideration of their economic peculiarities and locational conditions. However, local governments' strategies and visions to bring up their industries are so similar to one another that they do not reveal any distinctions because they did seldom reflect differentiations shown in the available natural and financial resources and existing industries of each local self-governing body.
In this respect, local governments should establish their own unique industry policies suitable for their areas. In other words, those policies should include finding and fostering industries distinct from those in other areas, which require lower production cost with easy access to resources and manpower fit for the industries. In order to do this, it is essential to select industries suitable for a specific area in view of the characteristics of local industry structure and foster them intensively.
It is true that thanks to the dramatic development of the primary and tertiary industries, the Jeju economy has grown since the 1970s, but there are only a few analytical tools to help grasp its local economy structure systematically. The existing formulation of Input-Output for Jeju was not satisfactory enough to reflect its social and economic features because Jeju is an island far from the mainland and has different industry characteristics not found in the mainland.
In light of this fact, after Jeju's steadily worsening economy and industry structure are examined, this study aims to find Jeju's specialized or strategic industries on the basis of quantitative analysis and suggest alternative industries as a new-growth engine to reinvigorate the Jeju economy.
To begin with, the quantitative analysis method, which is appropriate for selecting Jeju's specialized industries among existing industries, shows that Jeju's specialized or strategic industries are the agricultural and fishing industries, lodging and food industries and the public administration service industry. It turns out that both the primary and tertiary industries, the agricultural and fishing industries, and lodging and food industries, are classified into Jeju's specialized industries.
Even though these industries are the pivotal ones in the Jeju area, it is frustrating that they have not played a good role with lack of well-organized policies to develop them further.
Steps to reform them are as follows; First, the agricultural and fishing industries should be changed into the environmental-friendly ones from the existing industries having aimed at expanding their productivity, and their differentiated and specialized businesses using Jeju's native resources should be continuously nurtured. Secondly, in addition to establishing tourism infrastructure for complex resort facilities, the cruise tourism industry, the digital culture industry, the convention industry and the sports tourism industry should be fostered to develop the tourism industry.
And, this study examined measures to advance the existing industries, and suggested new industries with growth potential suitable for this area. The nurture of new industries in Jeju is required because Jeju has a lot of biological resources to be developed into brand-new products. Those new industries embrace Jeju-native black beef cattle, Jeju's green tea, sea water pouring out of lava, wind power energy, the black ceramic ware, the subtropical fruit-growing and the Samdasoo(drinking water) industry.
Finally, this study made an qualitative analysis of the development plans of strategic industries designated by both the central and provincial governments in consideration of the beauty and biology industry supported by advanced biotechnology and the digital culture contents industry closely connected to the IT industry. And, Jeju special self-governing province's four plus one core industries which consist of the medical industry and the education industry are regarded as new growth engines to lead Jeju's economic development.
To foster those alternative industries as new growth engines, the following feasible strategies can be recommended.
First, strategies to make distinguished and branded products unique to Jeju should be suggested. How to make appropriate use of local resources will determine the destiny of the strategies, as proven in the case of Jeju Samdasoo which was launched in 1998. The product was ranked first in the Korean market share of fresh portable water six months after it was released and has continued to expand its market share in Korea. It is desirable to develop Jeju's unique unified brand for the diverse products of Jeju such as Samdasoo green tea, Samdasoo orange and Samdasoo carrot using the brand of Samdasoo which has already had a high popularity among Koreans thanks to the portable water product selling well with the brand of Samdasoo.
Second, differentiated or local industries consist of such complicated, multilevel and poorly-organized distribution processes that they require a lot of distribution cost. To solve this problem, it is hoped that more cooperative stores, public yards to collect products and permanent stores to display and sell their products will be built.
Third, it will depend on how to foster Jeju special self-governing province's four strategic industries and its four plus one core industries that Jeju will make a significant breakthrough in its economy. Therefore, now it is the time for us to make a cautious, concrete and practicable master plan to bring up those industries in Jeju.
Fourth, it is necessary for fostering strategic industries to lure private investment capital into the Jeju province. A lot of investments have not been made in Jeju with limited regional capital and discouraged foreign capital inducement, though the need for foreign investment capital was verbally emphasized. Importantly, efforts must be made to induce Korean and foreign companies, whose business is related to Jeju's strategic industries, to have their headquarters or main business offices in Jeju. In addition to administrative and financial support, much careful consideration should be given to help them do business in the most comfortable circumstances.
Fifth, cooperative networks among industries, colleges, research institutes, provincial governments and people, which have been made since the inauguration of the Jeju self-governing province, should be utilized to the maximum and efficiently in order to attain regional innovation and strengthen regional potential. In particular, the Jeju self-governing province, which started afresh on July 1, 2006, has secured a lot of autonomous rights to develop the Jeju island further. Ultimately, they are the systematic guarantees to upgrade the life quality of Jeju residents and require a strategy to exercise those rights well. It is essential to make the grand unification of all Jeju people in carrying out the strategy successfully to help the Jeju government make the most use of its potential.
