A Study on the Competency Strength of Managerial-ranks Female Public Servants in Jeju Special Self-Governing Province
Abstract
This study aims to seek for solution to strengthen competencies of managerial-ranks female public servants in Jeju Special Self-Governing Province. This conducted survey on public servants who are less than 6th grade about the importance of competency and current levels. In addition, competency is classified into three categories which are general competency, managerial competency, and leadership competency.
The results of this research are as follows. First of all, most of those surveyed perceived that all of competencies such as general competency, managerial competency, and leadership competency are important. More specifically, it's important that 'effective communication abilities' in general competency-cluster, 'understanding of the organization and task' in managerial competency-cluster, and 'suggestion about purposes and directions' in leadership competency-cluster.
However it's analyzed that the competency levels of managerial-ranks female public servants is less than the cognizant level of the importance of competency. This is significantly different in the analysis of leadership competency-cluster.
Using regression analysis, the result of the question such as which kind of individual variables and organization variables impact on the importance of the competency of managerial-ranks female public servants is as follows. There are the highest level of education and perceived levels of gender equality that have a decisive effect on general competency-cluster and managerial competency-cluster. In addition, the highest level of education, perceived levels of gender equality and the outcome of his/her department have a decisive effect on leadership competency-cluster. Especially, perceived levels of gender equality is the most pervasive influence on all of competency-clusters.
The result of the question such as which kind of individual variables and organization variables impact on the level of the competency of managerial-ranks female public servants is as follows. There are the length of work, perceived levels of gender equality in the organization, and performance analysis that have a decisive effect on general competency-cluster. It's analyzed that gender, the length of work, and performance analysis have a decisive effect on managerial competency-cluster. In addition, performance analysis has a decisive effect on leadership competency-cluster. Especially, performance analysis is the only one variable that influences on all of competency-clusters.
According to the study results, the following things are needed to strengthen the competency of managerial-ranks female public servants. First of all, they need to make efforts to reduce the gap between the perceived importance and current levels of their competencies. Second, appropriate curriculum will be launched to improvement of the levels of managerial-ranks female public servants. Third, it's necessary to provide equal access to be assigned to diverse positions. Forth, it's necessary to support the network of human resources within the organization. Finally, the vitalization of a formal mentoring program is needed.
