Abstract

All these days, there are not factors of the division of North and South Korea, ability corresponding to wild area crime, connection to investigation authority and so on. With establishment and sudden introduction of Jeju special self-governing province on July 1st, 2006, self-governing police system of postponed induction time got chances which raising link between local administration and public security administration. In order to enforce expansively self-governing police system in whole country, until now「Bill on the self-governing police system government」 and 「Bill on the self-governing police standard parliamentary member」are not passed by national assembly. Prior to expansive Enforcement of municipal police system in all country, enforcement of municipal police system in special self-governing province possesses intensely tentative character in order to derives self-governing police system model suited to our country's situation. So by my finding chapter 2 the meaning of police, chapter 3 self-governing police's promotion and main countries' cases, chapter 4 Jeju special self-governing province and self-governing police system, chapter 5 operating realities of self-governing police system in Jeju as well as development scheme, this thesis can make it double effects going with enforcement of self-governing police system and tried to give model solution as pacesetting model of whole country operation. With the results that First, considering minority of self-governing police, operation construction need to be improved by choice and concentrated strategy. Second, beginning with the local political power, it's necessary to ensure the political neutrality of the head of the self-governing police in order to do the activity of the self-governing police freely. Third, whether the self-governing police system is successful or not, as it is in the financial security, doesn't depend on the central government but Jeju Special Self-governing Province ought to demand its versatile budget security plan Fourth, In order to ensure the unity of administrative act, by way of the division of work load, making the self-governing police group to manage the human resources of the department which conduct all kinds of business related to regulation and supervision within Jeju Special Self-governing Province, so the regulation in regard to human resources is urgent. Fifth, it is thought that within the area which the self-governing police act drinking or unlicensed supervision authority must also be given. Finally,「Bill on the self-governing police system government」, that is to say, the self-governing police system Korean-type and Jeju are almost similar in all the sides and their problems arising are substantially the same. So the problems about the operation of the self-governing police system of Jeju have to be improved and 「Bill on the self-governing police system government」also has to be amended. Usually, police is a symbol of advanced democratic society. British police Bobby, Japanese police "Mr Hello" and USA police make law anthropomorphic and are intimate friends to law-abiding citizen, if they violate of law, they will be dealt with fairly and strictly. As we all know, they make the citizen carve a seal. The self-governing police of Jeju is also called as a pleasant nickname by visitors who visit Jeju citizens and Jeju and sincerely hopes to become advanced police model for the world.
