Abstract

The local government system of Korea adopts organization segregation principal on the purpose of keeping check and balance, between a legislative organization and an executive organization. This system fundamentally expects the occurrence of the opposition and the discord between the organization. Also the practical faculty (function) the local assembly has super intendence and criticism against the executive organization, so when the relationship between a local assembly and the executive organization maintains strained situation to some extent, it is the genuine faculty of organization segregation principle. If there is an intimate circumstance occurrence between two organization, it is on the contracy, reverse faculty. But in the case that the opposition grow more intense, and continue in a long time, the local self government's fundamental idea itself Which is the realization of democracy politic by the participation of the citizen based on restrain and balance, organization segregation`s fundamental principal and the promotion of the regional development will be destroyed. The dissertation is studied and compare current local self government system problems and the limit of management, so as to provide against about these problem`s realities by basing on the second assembly at a self-governing body in po-hang, gropes about development plan in advance. In conclusion, a local assembly and a self governing body chairman keep the realization of mutual cooperation, above all contrive the citizen`s welfare promotion which is the administration`s ultimate object when a local assembly man who as on behalf of the citizen and a self governing body`s chairman are "to seek true public interests instead of own interests", The local self government`s flower will bloom brightly and the participation of mature citizen will be completed our self-governmen system.
