제주국제공항 민영화의 공공성과 효율성 연구

Abstract
Right after the inauguration, president Lee Myung-bak spoke of the proposal for the advancement of public enterprise very concretely. The privatization of Jeju International airport's being included under the plan. This has been revealed an shape, the residents in Jeju have been becoming more and more anxious. It was announcing that as the second Implementation Plan for public organs was announced, the privatization targeting KOREA AIRPORTS CORPORATION (KAC).
It signifies that part of 14 domestic airports is going to be sold the management rights to private sectors. In relating to this, including almost performing a partial privatization of Inecheon International Airport, there's a trend uproaring a backlash in other local airports as well as Jeju International airports. Particularly, In case of Jeju, it has been depending nearly 90% on aviation as a means of outbound transportation, the extent and strength of the repulsion is being stronger than others. In this context, former governor expressed his negative views on that, considering these conditions.
Like the Inecheon International airports, Jeju International airports was not the clear object of privazation. But, high ranking officials in central governments, such as a minister of Planing and Finance, were taking into consideration very seriously about for the purpose of the improvement of local tourism. Under such circumstances, there's circulating a atmospheres about the foremost target for the privazation initiated by a central government was Cheongju Airports, Jeju's next. Anyway, There is high possibility of Jeju being contained the privatization.
In confrontation with this, the organizations, such as labor unions, local authorities, were being prepared for inknown measures, to inform local peoples of injustice of it. And also, keeping on eye on the central governments policy randomly, without being discussed previously. With a uniformed voice, composing of joint committes, there's been doing a strong criticism unprecedently.
Considering these situations, this thesis is to review the background, process, and the pros and cons of privatizations. And we try to continue to find out the melting points of it, take out the solutions. For a concise study of this, the scope is to focus on Jeju International Airport, extending a comparative case study of foreign airports.
In order to do this, this thesis is divided into 6 chapters. Following chapter 1 raising problematique and review on literatures, chapter 2 will know a theoretical understanding about defintion, type, perspective and world trend of privatization. Chapter 3 is to deal with the realties of Jeju International Airports, proposal of central government's privatization, and issues. Chapter will analyze a critical view of privatization, case studies of USA, Britain, Japan, China, and the implications. We will continue to search for a alternative solution. This thesis will end Chapter 6.
