미래사회 환경변화 요인에 따른 지방 소방재정 확보 방안에 관한 연구

Abstract

우리나라는 최근 도시화․산업화의 고도화에 따라 건축물도 고층화와 밀 집화를 이루고 인구유입의 기하급수적 증가를 불러왔으며, 이와 함께 가스 및 전기등의 위험물의 사용도 더불어 점점 증가하는 추세이다. 그에 따라 화재를 포함한 각종 사고․재난 발생 건수는 늘어나고 피해 규모도 대규모화되면서 그 유형도 다양해지고 있다. 또한 자연환경의 변화로 발생되는 재난․재해도 그 규모가 대형화 되고 있을 뿐만 아니라 발생 양상마저 예측하기 힘든 상황이다. 이로 인하여 국민의 사회 안전욕구 증대와 삶의 질 향상에 따라 소방수요와 역할이 급격히 확대되어 사회적 책임이 강화되고 있으며 이에 대한 책무를 국가 및 공공조직에 요구하고 있는 실정에 있다. 국민에게 양질의 소방 서비스를 제공하기 위해서는 충분한 소방재정 확보가 필요하다. 본 연구는 미래사회 환경변화에 따라 소방수요에 영향을 미치는 변화요인은 무엇이고 그 요인이 소방재정에 영향을 미치는 시기와 정도를 분석하여 소방 수요발생시 선제적 대응 대비 할 수 있는 소방재정 확보 방안을 강구하는데 그 목적이 있다. 이러한 연구 목적을 위해 본 연구과정은 첫째, 현재의 우리나라 소방재정의 실태와 문제점을 인식하고 1996년부터 2008년까지의 시간변수를 고려한 추세연장법에 의해 2020까지 미래 소방재정 수요를 예측 분석하였다. 둘째, 미래 환경변화의 속도가 가속화됨에 따라 미래의 잠재적 소방수요 요인에 대응하고 선제적인 미래 준비를 위하여 사회 환경 변화 요인과 소방 환경변화 요인 측면에서 국내․외 기관, 학계에서 발표한 최신 미래 전망 및 중장기 계획 관련 자료 등 종합 메타 분석하여 한국사회가 직면할 메가트랜드를 도출하고 도출된 변화요인의 미래 사회 소방수요에 영향을 미칠 주요 변화요인 15개를 선정하였다. 그 변화요인은 ① 인구구조의 변화, ② 양극화, ③ 유비쿼터스 사회 가속화, ④ 다문화 사회, ⑤ 도시화, ⑥ 안전한 삶 추구, ⑦ 융합기술 통합체계 실현, ⑧ 지식정보화 사회의 급진전, ⑨ 기후변화(호우, 폭염, 태풍, 지진, 지진해일, 전염병), 녹색성장, 신 재생에너지(클린에너지) 전환, 뉴 테러리즘, 수요자 중심 패러다임 변화, 소방수요 증가, 재난재해 증가이다. 셋째, 도출된 미래 소방 환경변화 주요 요인이 소방수요에 미치는 영향정도와 소방수요가 중점적으로 발생되는 시기 및 소방재정 소요 규모를 알아보기 위하여 제주특별자치도 소방공무원을 대상으로 설문조사를 실시하였다. 설문조사 결과 모든 변화요인이 소방수요에 영향을 미치는 것으로 인식되었고 가장 큰 영향을 끼치는 변화요인은 기후 변화이고, 소방수요가 중점적으로 주요하게 발생되는 시기에 대해서는 신 재생에너지(클린에너지) 전환, ⑨ 기후변화(지진해일, 전염병, 지진), ⑦ 융합기술 통합체계 실현, ① 인구구조의 변화, 녹색성장, 뉴 테러리즘은 중기(5년 이상) 이상 변화요인으로 인식되고 있고, 그 이외 변화요인에 대해서는 단기(5년 이하)간에 소방 수요가 발생 할 것으로 인식하고 있으며 미래 소방재정 소요 규모면에서는 기후변화를 가장 큰 변화 요인으로 인식하고 있다. 이와 같은 설문조사 결과를 바탕으로 미래 환경변화 요인의 소방서비스 영향정도와 소방재정 소요 규모에 따라 시기별로 소방재정 확보 방안도 달리 강구되어야 한다. 미래사회 단기간에 소방수요가 발생할 변화요인의 대부분은 소방수요 전개 속도가 점증적으로 증가 발생하는 요인이고 호우, 태풍, 폭염과 같은 기후변화 요인은 소방재정 영향력 규모가 크므로 소방자체 재정구조 기반강화에 역점을 두어 지역자원시설세 제도 정비, 재난관리기금의 광역자치단체로 통합 운용, 새로운 소방수요 대비한 소방서비스의 유료화 하는 방안을 제시하였고 중․장기간에 발생할 지진, 지진해일, 전염병과 같은 변화 요인은 소방수요 전개 속도가 갑작스럽게 발생하여 소방재정에 긴 영향을 주게 되므로 이에 대비하여 소방 수요발생시 선제적 대응을 위하여 지방 소방세 신설과 소방 보험세 징수전환을 통한 소방재원 확충이 필요하다. 다만 이의 실천적 노력을 위해서는 각개 각층이 다양한 주체들이 의견 수렴 절차를 거쳐 제반 여건의 성숙과 더불어 고찰해야 하며 재원의 증대는 국민 조세부담으로 귀착되기 때문에 정치적 지지의 확보 노력과 더불어 협력적 비용을 고려해서 소방재정을 확보하여야 할 것이다.

In order to provide the general public with the best firefighting public services, there needs to be a sufficient firefighing financial resources. In this paper, the changing elements that affect firefighting demand according to the environmental changes in the future society was identified, and by analyzing the time and degree of how they affect the firefighting finances, some methods were suggested on how to secure the firefighting resources which can prepare for the crises prior to their occurrence. For that particular purpose, this research paper designated some mega trends that would affect the firefighting demand on Korean society by meta analyzing the integration of the latest future perspective announced by both domestic and foreign academic institutions to prepare beforehand for the potential firefighting demand in the future along with the acceleration of the environmental changes. In order to find out the scale of the firefighting finances as well as its occurrence centering around the designated future firefighting environmental changes and their elements and the degree of influence on the firefighing demand, a survey was carried out. As a result, all changes were recognized as having influences on the firefighting demand and as such, the methods to secure the firefighting methods depending on seasons, the scale of the firefighting finances, and the degree of the firefighting services depending on the future environmental services must be considered differently. Most of the changes that will occurr in the firefighting demand in the future society in the short term is the change related to the gradual increase in the development of the demand, while weather changes such as downpours, typhoons, and heatwaves have a large scale influence on the firefighting finances, whereby emphasis was put on the strengthening the firefighting finacial foundation. Methods such as modifying the current regional resources system tax, integrated running as a metropolitan city of the disaster relief fund, and a new method to apply usage fees compared to the exact firefighting demand. As for long term foreseen disasters such as earthquakes, tidal waves, and epidemics, the speed in which the firefighting forces should respond would become that much expedited suddenly, leading to a long term effect on the firefighting finances so in order to prepare for this event, there needs to be a securement of a new firefighting personnel through an establishment of regional firefighting taxes, and insurance fee collection. However, in order to carry out the above items practically, various departments and people from different fields should go through the suggestions carefully with much deliberation leading to a more mature conclusion. In addition, the increase in personnel would go back to the general public's responsibility as taxes which is why there should be efforts made in obtaining political support along with cooperative efforts in finally securing the firefighting finances.
