Research on the value of geological heritage : Focusing on the geological site of Suwolbong Peak
Abstract
세계지질공원은 국제적으로 중요한 지질학적 유산으로 이루어진 지역이다. 지질공원들은 과거 지구역사의 기록들을 가지고 있으며 현재의 지구환경 변화에 대한 교육장으로서 중요할 뿐만 아니라 재생 가능한 에너지를 활용하기 위해 가장 좋은 연습장이기도 하다.
제주도지질공원은 2010년 10월에 세계지질공원으로 인증을 받았다. 제주도지질공원은 한라산과 성산일출봉, 만장굴, 서귀포 패류화석층, 천지연폭포, 중문 대포해안 주상절리대, 산방산, 용머리 응회환, 수월봉 등 9개소를 대표명소로 하여 제주도 전체를 지질공원지역으로 하였고, 이후 우도, 비양도, 선흘 곶자왈 등 3개소가 대표명소군에 추가되었다.
지질학적으로 다양한 특징을 가진 여러 지역 중 수성화산체의 대표적 연구지인 수월봉은 다른 지역에 비해 많이 알려지지 않았으나 매우 높은 지질유산 가치를 가지고 있음에 따라 일부 학자들의 연구지로서의 역할을 해 왔다. 최근에 세계지질공원의 대표명소로 알려지기 시작하면서 방문객들이 점점 증가하고 있으나 대부분 경관적으로만 활용이 되고 있는 실정이다. 따라서 수월봉 지질명소의 가치들을 재확인하고 서로 융합하여 다양한 프로그램을 개발하고, 지질유산을 보존하면서 교육활동과 지질관광의 활성화를 통해 지역주민의 소득과 연계시킬 수 있는 방안을 모색할 필요가 있다.
수월봉 지질명소 반경 3km 이내에는 다양한 가치들이 산재해 있는데, 천연기념물로 지정되어 보존되고 있는 수월봉과 차귀도, 당산봉은 지질학적 가치와 생태적 가치가 뛰어난 지역이고, 수월봉 앞에 펼쳐진 평야에서 초기 신석기시대 유
물산포지가 발견된 선사유적지는 고고학적으로 훌륭한 가치를 가지고 있으며, 수월봉 앞바다에서 활동하고 있는 해녀들과 도요지(가마터), 제주옹기 체험장 등은 문화적 가치가 충분하다. 또한 수월봉과 당산봉, 차귀도에 서식하는 다양한 동․식물들은 생태적 가치를 확인시켜 주고 있으며, 수월봉 해안으로 연속적으로 노출된 화산쇄설층과 수월봉에서 바라보는 저녁노을 그리고 고산평야는 경관적 가치를 자랑한다. 이러한 가치들에 대한 분석을 통해 지질유산 활용에 대한 문제점을 도출하고 해결방안을 모색한다면 제주도지질공원의 위상을 한 차원 더 높이는 계기가 될 것으로 판단된다.
수월봉 지질명소의 지질유산 가치와 지질공원 운영에 대한 활성화 방안을 모색하기 위하여 유럽의 유명한 지질공원 두 곳과 아시아 지질공원 네 곳의 사례를 검토 연구하였다. 유럽의 지질공원인 불칸아이펠 지질공원(독일)과 잉글리시 리비에라 지질공원(영국)은 선진지역답게 지질유산들을 잘 보전하면서 지질관광으로 적절히 활용하고 있으며, 지속적인 교육 프로그램의 개발로 교육적 활동도 활성화되고 있다. 또한 다양한 문화적 자원들도 지질유산과 연계하여 방문객들의 관심을 유도하고 있다. 아시아 지질공원들 중 랑카위 지질공원(말레이시아)과 운젠 화산지역 지질공원(일본)은 지질관광과 교육활동으로 인해 지질공원의 선진지로 성장하고 있다고 판단되고 있으나, 단하산 지질공원(중국)과 동반 카르스트 지질공원(베트남)은 세계지질공원으로 지정되어 있지만 지질관광 프로그램이나 교육활동 프로그램들이 충분하지 못한 것으로 판단된다.
수월봉 지질명소는 외국의 지질공원들과 비교할 때 지질학적, 생태적, 고고학적, 문화적, 경관적 가치 측면에서 우수한 지역이라고 판단된다. 지질공원 대표명소로서의 성장 가능성 분석 결과를 보면 과거 농업과 어업이 주요 경제 활동이었던 것에 비해 지질공원 대표명소로 지정된 이후인 2011년부터 지질관광을 통한 관광산업도 주요 경제활동의 한 축으로 자리를 잡아가고 있다. 방문객도 해마다 증가하고 있으며 거주 인구도 증가하고 있다. 수월봉 지질명소를 방문하는 방문객 수를 정확히 파악하는 것은 어려움이 있다. 이것은 수월봉 지질명소 방문이 현재 무료일 뿐만 아니라 수월봉 인근 대부분이 개인 소유이며 농토로 사용하고 있어 통제하기가 쉽지 않기 때문이다. 그러나 향후 수월봉 지질유산을 보존하고 활용하기 위해서는 사유지 매입 등을 통해 통제를 해야 할 것이다. 또한 수준 높은 지질관광과 교육활동을 위해 우수한 프로그램들을 지속적으로 개발해야 하며, 주차장 조성, 전시관 건립, 기념품 및 특산품 판매장 설치 등 탐방 인프라를 구축해야 할 것으로 판단되고, 최근 제주를 방문하는 중화권 관광객이 급증하고 있음에 따라 중화권 관광객을 대상으로 하는 지질관광 프로그램도 개발할 필요가 있다.
수월봉 지질명소에서는 매년 수월봉 트레일 행사가 개최되고 있다. 이 행사는 지역주민과 행정기관, 언론이 역할을 분담하여 체계적으로 운영된다. 지역주민들이 참여하여 행사를 기획하고 진행을 하며, 행정기관에서는 행정적, 재정적으로 충분한 지원을 하고, 언론에서는 주기적인 홍보를 통해 많은 탐방객들의 관심을 유도하고 있다. 이 행사로 인해 해마다 방문객이 증가하고 있으며 차귀도 방문객의 증가율만 추정해 보면 매년 약 10~15% 정도 증가하고 있어 지역경제 활성화에도 도움이 되는 것으로 판단된다.
수월봉 지질명소를 지질관광과 교육 현장으로 활성화시키기 위해서는 화산쇄설층에 대한 과거와 현재 상태를 기록 보존하여 탐방객들의 관심을 유도하는 방안을 검토해 볼 만하다. 증가하는 방문객들을 위한 주차장을 조성하는 것이 필요하고, 야외탐방을 하기 전에 사전교육을 받거나 또는 좋지 않은 날씨로 인해 야외탐방이 어려울 경우 찾을 수 있는 전시관이나 박물관 시설이 필요할 것으로 판단된다. 지역경제에 기여하기 위해서는 수월봉 인근에서 생산되는 농산물이나 수산물 등의 특산품과 기념품을 판매하는 판매장도 있어야 할 것으로 판단된다.
수월봉 지질명소를 중심으로 매년 개최되는 수월봉 트레일 행사를 활용하여 지질탐방 코스를 개발하고 교육 프로그램들을 지속적으로 개발하여야 하며 특히지질명소를 보존하고 관리하기 위한 지질명소 관리위원회 구성은 시급히 이루어져야 할 것으로 판단된다. 해설사를 지속적으로 양성함으로써 방문객들에게 양질의 서비스를 제공하고 자원봉사 차원을 넘어 전문적인 해설사를 양성하여 일자리 창출에 기여해야 할 것이다. 수월봉 정상에서 매년 봉행되는 영산제를 활용하여 정기적으로 재현행사를 개최하는 방안도 검토할 만한 사항으로 생각된다.
수월봉 지질명소는 지질공원의 선진 모델로 성장할 가능성을 충분히 갖추고 있다. 수월봉 지질명소가 가지고 있는 많은 가치들을 인식하고 지질유산을 보존하면서 활용한다면 지질공원의 모델로서 평가받을 수 있을 것으로 판단된다.
A global Geopark is a place with geological heritage of international
significance. Geopark contains records of the earth's history, play
an important role in educating about the earth's current changing environment,
and are ideal places to utilize renewable energy sources.
The Jeju Island Geopark became part of the Global Geoparks
Network in October 2010. The entire island of Jeju is a geopark, including
original nine representative geosites: Mt. Hallasan, Manjanggul
Lava Tube, Seongsan Ilchulbong Tuff Cone, Seogwipo Formation,
Cheonjiyeon Falls, Jungmun Daepo Columnar-jointed Lava, Mt.
Sanbangsan Lava Dome, Yongmeori Tuff Ring, and Suweolbong Tuff Ring. Later three more geosites were added: Udo Island, Biyangdo Islet
and Seonheul Gotjawal Forest.
Among many sites with geologically varying characteristics,
Suwolbong Peak as a representative research site for studying phreatomagmatic
eruptions has great valuable geological heritage. Scientists
have visited the area for study even though it has been relatively not
well known. However, its recent fame as a Geopark site has led to an
increase in the number of visitors, mostly for its scenic view. Therefore
it is necessary to explore ways to develop various programs to harmonize
that with its value as a geological attraction and help increase income
for the local residents, through developing education and geo-tourism
yet while conserving the geological heritage.
Within a three-kilometer radius from Suwolbong Peak there are many
places embodying various types of value: Suwolbong Peak itself and
Chagwido Islet, both designated as natural monuments; Dangsanbong
Peak, of high geological and ecological importance; the plain in front of
Suwolbong Peak, of archaeological value scattered with early Neolithic
relics; haenyeo woman divers working underwater off the coast of
Suwolbong Peak; and a kiln site with the cultural merit of serving as a
place for hands-on pottery experience. A wide variety of flora and fauna
in Suwolbong Peak, Dangsanbong Peak and Chagwiodo Islet also
contribute their ecological value. The line of pyroclastic deposits along
the Suwolbong Peak coast, the glow of a sunset, the plain seen from
the peak, it all boasts some breath taking scenic views. Through analyzing these values, challenges in utilizing the geological heritage can be
identified and responses found, which will help boost the status of the
Jeju Island Geopark to the next level.
In order to find ways to utilize the value of geological heritage of
Suwolbong Peak and rationalize its operation, we studied cases of two
European geoparks and four Asian geoparks. The Vulcan-eifel Geopark
in Germany and the English Riviera Geopark in England have well preserved
their geological heritage, taking advantage of the sites for
geo-tourism, and have well-developed educational programs to provide a
more active learning experience for visitors. Combining other various
cultural resources with the sites' geological heritage has helped attract
more visitors. Among Asian Geoparks, the Langkawi Geopark in
Malaysia and the Unzen Geopark in Japan have grown into best cases
with geo-tourism and education. However, the Danxia Mountain Geopark
in China and the Dong Van Karst Geopark in Vietnam seemed lacking
in geo-tourism and education programs even though they are members
of the Global Geopark Network.
Suwolbong Peak is as excellent a geosite as these geoparks in terms
of geological, ecological, archaeological, cultural and scenic value. The
analysis data on geosite growth potential shows that the tourism industry
has been playing an increasingly important role in the economy around
Suwolbong Peak since its designation as a geosite in 2011, compared
with other economic activities such as agriculture and fishing. The numbers
of visitors and residents has been on the rise each year. Currently it is difficult to know how many people visit this geosite because entrance
is free of charge and most of the area in the vicinity of
Suwolbong Peak is privately owned and being used for farming. That
makes control the geosite overall rather difficult. Therefore, in the future,
for the more efficient conservation and utilization private land
areas should be purchased by the government and controlled properly.
Better programs for education and geo-tourism should continue to be
developed and visitor infrastructure should be built such as parking lots,
an exhibition center, shops to sell souvenirs and local specialties. A
geo-tourism program for Chinese tourists would be a good idea since
the number of Chinese visitors to Jeju has recently been growing
rapidly.
The Suwolbong Trail event is held every year in the Suwolbong geosite
with the local community, the administration and the media playing
their appropriate roles: local residents organize and operate the event,
the administration supports them administratively and financially, and the
media try to catch the attention of visitors through publicity. This event
has helped increase the number of visitors to this site every year. The
number of visitors to Chagwido Islet is estimated to be increasing by
ten to fifteen percent every year, contributing to augment the local
economy there.
In order to further utilize the Suwolbong geosite for the geo-tourism
and education, recording and preserving the past and current situation of
the pyroclastic deposits is one way to draw the attention of visitors.
More parking areas should be established to deal with more visitors. An
exhibition center or a museum will be needed so that visitors can learn
in conjunction with their outdoor activities, or enjoy themselves in case
of inclement weather. To help contribute to the local economy, shops
will also be needed for selling souvenirs and local specialties such as
agricultural products and seafood.
The Suwolbong Trail can be used to develop other geosite tour routes
and educational programs. In particular, a committee for managing the
geosite should be established as soon as possible so that the site can be
well managed and maintained. Geosite interpreters, professioinals not just
volunteers, should be trained to provide visitors with quality service,
which will help create jobs. The yeongsanje, a shaman ritual to avoid
misfortune and bring good luck, is carried out every year on the summit
of Suwolbong. This could be reenacted on a regular basis.
The Suwolbong geosite has enough potential to become an advanced
model for geoparks. If the value of the Suwolbong geosite and its geological
heritage can be well preserved, it can come to be recognized as
such a model.
