임 맥그린치 신부의 지역사회복지 활동에 관한 연구

Abstract

본 논문은 맥그린치 신부가 제주지역사회에서 펼친 사회복지활동을 지역사회복지의 이론적 관점에서 분석하여 그 실천적 의의를 고찰함으로써 지역사회복지 활성화의 실천적 방향을 제시해 보고자 한 연구이다. 주요연구 방법으로는 문헌연구와 심층인터뷰를 통한 구술생애사 연구방법을 병행하였다. 공간적 범위는 제주도 한림지역이며 1950년대부터 1970년대까지를 주된 시간적 범위로 하였다. 맥그린치 신부의 지역사회복지 활동을 지역사회복지 실천 모델에 적용했을 때 나타나는 유형은 다음과 같다. 첫째, Rothman 모델을 적용했을 때 지역사회개발 모델과 사회계획 및 정책모델이 상호 중복되고 혼합된 형태로 나타났다. 둘째, Taylor & Roberts 모델을 적용했을 때 Rothman 모델의 지역사회개발모델과 비슷한 유형인 지역사회개발모델이 적용되었다. 셋째, Weil & Gamble 모델을 적용했을 때 지리적 지역사회조직 모델과 지역사회의 사회·경제개발 모델이 혼합된 형태로 나타났다. 지역사회복지실천 모델 관점에서 맥그린치 신부의 지역사회복지 활동은 지역사회복지 실천가의 다양한 역할을 지역사회개발가, 지역사회사업가, 자원연계형 사례관리자 등 3가지로 유형화 할 수 있다. 이를 구체적으로 살펴보면, 지역사회개발가로서 지역주민들의 문제해결능력이 향상될 수 있도록 여건을 만들어 주었으며, 지역개발 이익분배가 지역성장과 함께 이루어져야 하며, 그들의 환경 속에서 지속적인 지원을 할 수 있도록 하였다. 지역사회사업가로서는 지역 주민과 지역사회의 사회적 기능 향상을 위해 사회복지의 가치·원리·기술을 역동적으로 활용할 수 있게 하였으며 자원연계형 사례관리자로 지역사회 중심의 보호와 연속적 서비스 제공을 위해 효과적인 연계와 조정을 하였으며, 개별 기관중심의 사례관리의 틀에서 벗어나 협력기관들의 공동개입과 역할분담을 하게 하였다.

This study aims is analyzing activities of Father Mcglinchey in Jeju and exploring the practical significance and to present a practical direction to facilitate from a theoretical perspective of Community Welfare Its major approach includes literature review and in-depth interview for oral life history. and the strategic place in this study is Hallim, Jejudo Island and the time period is between the 1950s and the 1970s. Following results are the types entirely derived from Community Welfare activities of Father Mcglinchey for practical Community Welfare models. First, the application of Rothman Model resulted in overlapped and blended aspects of community development models and social planning and policy models. Second, based on Taylor & Roberts Model, a Community development model similar to the one under Rothman Model was applied. Third, the application of Weil & Gamble Model resulted in a mixture of neighborhood and community organizing model and community social and economic development model. Therefore, from the perspective of Community Welfare practice model, it is significant to classify the activities of Father Mcglinchey into various roles of Community Welfare activities into three types, Community Welfare developer, Community Welfare entrepreneur, and resource-connecting case manager. The process of Community Welfare activities of Father Mcglinchey contained international cooperation among various countries including Ireland. Those countries may have had diverse purposes of international aid and the roles of Father Mcglinchey as a mediator to connect these countries shall provide many important implications. Therefore, it will be necessary for the Republic of Korea to derive Jeju-like Community Welfare practice models when aiding other developing countries based on the experiences of Father Mcglinchey.
