제주사회 카지노 담론의 전개과정과 성격

Abstract

이 논문은 제주사회 카지노 담론의 전개과정과 그 성격을 분석하는 것이다. 정치경 제학과 담론 분석, 카지노 담론에 대한 정치경제학적 배경, 지역사회 선행연구 검토를 이론적 배경으로 시작한다. 연구의 내용은 제주사회 카지노 담론의 전개과정에 나타난 헤게모니정치를 분석하고, 이를 통해 드러난 제주사회 카지노 담론의 성격을 도박 및 카지노 도입에 대한 제주사회의 인식과 비교하는 것이다. 비교의 목적은 공론화를 통 한 민주주의정치의 가능성을 탐색하려는 것이다. 제주에서 카지노 담론은 내국인 출입 허용 문제를 둘러싸고 전개되었다. 제주도정은 기업주의 도시전략의 일환으로 내국인 카지노 도입을 추진하였고, 카지노업계 및 관광 협회, 투자 자본이 가세된 성장연합에 의한 여론 조성과 공론화 기획이 담론의 대부분 이다. 성장연합의 헤게모니적 실천은 적극적이었지만 대항헤게모니를 구성할 반성장 연합은 구성되지 못하였고 헤게모니적 실천은 거의 이루어지지 않았다. 제주도정은 몇 차례의 여론조사 결과를 도민공감대의 근거로 제시했었으나, 2010년도 타당성조사 용역 결과에 포함된 여론조사에서 반대 비율이 높게 나오자 용역 결과 자체를 공개하 지 않았다. 용역 결과에 대한 토론이 이루어져야 할 공청회도 열리지 않았다. 연구자는 여론조사 결과의 찬반 비율에 의존하여 정책을 결정하는 것이 민주주의정 치 자체를 포기하는 것이라고 생각한다. 본론을 구성하는 마지막 부분인 '공론화 과정 과 민주주의정치'에서 사회적 합의를 위한 민주주의정치를 가능하게 할 하나의 대안이 제안된다. 민주주의정치를 공론장에서 실현시키기 위해서는 여론조사 결과가 토론의 단계별 의제로 재구성되어야 한다는 것이 그것이다.

This thesis will analyze the development process and characteristics of casino discourse in Jeju. This thesis is based upon Political Economics, discourse analysis, political economic background to casino discourse, and review of precedent local community research as theoretical resources. This thesis analyzes hegemonic politics appearing in the development process of casino discourses of Jeju society and compares the characteristics of the discourses to social research about Jejuian awareness on gambling and the introduction of casino. The comparison is aimed to search the possibility of democratic politics with public discussion. The casino discourse in Jeju centers on permission for korean citizens. Jeju Provincial government pushed for korean citizen-allowed casino instruction on entrepreneualism of urban government. The discourse covers public opinion created by local growth coalition, which is composed of the casino industry, the tourism association, and investment capital. Hegemonic action of local growth coalition is aggressive but, there is no anti-growth coalition to resist them and hegemonic action of growth coalition were rarely made. Jeju Provincial government showed the results of several survey of public opinion as a social consensus, but because of a high proportion of the disagreement within the survey included in the feasibility study service result in 2010, the Jeju Provincial government didn't reveal the service result. In addition, Jeju Provincial government didn't hold a public hearing for discussion. I think that it is ignorance of democratic politics to decide a policy depending on the proportion of pros and cons of the survey. This thesis suggests an alternative that can realize democratic politics to form social consensus. It is that the survey result of public opinion should be reorganized to the staging agenda of discussion in order to achieve democratic politics in public arena.
