제주 지역 초·중등 학생 오케스트라 발전 방향 연구

Abstract

이 연구는 새롭고 빠르게 변화하는 음악과 교육 과정 속에서 제주특별자치도내의 학생 오케스트라가 겪고 있는 문제점들과 요인을 알아보고 학생 오케스트라가 장기적으로 발전 할 수 있는 방안들을 모색하였다. 제 7차 개정 교육과정 이후부터 음악과 교육과정이 변화하는 과정을 살펴보았고, 이로 인해 제주특별자치도내의 초·중등학교 학생 오케스트라에게 영향을 끼치고 있는 부분들을 학교 자체 지원 학생 오케스트라와 교육부 지원 학생 오케스트라로 세분화하여 실질적 운영 현황을 분석해 보았다. 제주특별자치도내의 학교 자체 지원 학생 오케스트라와 교육부 지원 학생 오케스트라 31개교를 대상으로 설문조사와 인터뷰를 실시한 결과 아래와 같은 내용들을 확인하였다. 첫째, 초·중등학교별 수업 운영 형태에 따라 학생 오케스트라 수업 시수 확보에 어려움이 있는 것으로 나타났다. 둘째, 담당 교사의 전공과 지도 년수 차이에 따라 전문적인 담당 교사의 적절한 임용 배치가 용이하지 않다는 점도 확인되었다. 셋째, 제주특별자치도 전 지역으로 시행되는 자유학기제 운영이 학생 오케스트라 수업 시수 확보의 새로운 변화를 겪고 있으며, 이에 대한 실질적 대응이 미흡한 부분을 확인할 수 있었다. 본 연구자는 2014년 현재 제주특별자치도내의 학교 현장에 새롭게 적용되고 있는 교육과정과 학교 현장의 실태 분석을 통해 학생 오케스트라가 발전할 수 있는 방안을 아래와 같이 제시하고자 한다. 첫째, 학생 오케스트라 수업 운영에 대한 개선을 위해서는 초·중등학교가 통일성 있는 오케스트라 수업 편성이 보장되어야 한다. 이는 지역 교육청과 학교가 협력할 수 있는 구체적인 교육 정책의 개선이 필요하며, 학교 현장의 구성원들과 함께 소통하여 지역별, 학제별로 실질적 적용이 가능한 계획을 수립해야 한다. 둘째, 학생 오케스트라를 담당하는 교사에 대한 자격 구분을 명확히 하여 학생 오케스트라를 전문적으로 전공하고, 지도 경력이 높은 교사들을 학생 오케스트라가 운영되고 있는 학교로 우선 발령 및 배치할 수 있는 교육 행정 운영 정책이 시행되어야 한다. 그러나 학제별 특성으로 인하여 초등학교에서 관현악 전공 했던 교사를 찾기는 매우 어렵다. 이에 대한 방안으로 학생 오케스트라를 지도할 수 있는 관현악 전공 강사를 채용하거나 전문 예술인들과 대학 등의 연계를 통해 운영 기반을 구축해 나아가야 한다. 학생 오케스트라 운영 업무를 초임 교사에게 떠넘기는 식의 업무로 치부하지 않고, 학교 구성원 및 학부모들과 소통할 수 있는 10년 이상의 초등 교원들에게 전문적으로 맡길 수 있는 초등학교 예술 부장직을 부여하고 지도 연수 교육 및 운영 방안을 지속적으로 마련해 나아간다면 초등학교 학생 오케스트라도 더욱 발전할 것이다. 셋째, 자유학기제 적용에 따른 학생 오케스트라 수업 시수 변화 방향을 새롭게 시행되는 자유학기제의 선택형 적용 모형을 통해 학생 오케스트라 수업 시수의 폭넓은 확보가 가능하다. 이 결과에 비추어 볼 때, 새롭게 변화하는 교육과정에 맞게 다양한 교육 행정적 정책의 뒷받침과 정부, 지역교육청, 학교, 교사, 학부모들의 인식 구조의 개선 또한 기본적으로 수반되어야 하며, 과거를 돌아보고 새로운 지식 습득과 꾸준한 변화를 위한 노력이 기울어져야 할 것이다.

The study investigates the problems and causes that school orchestras in Jeju have in course of musical education to change quickly and new, and tries to find device that could improve school orchestra in the long term. Since 7th revised course of study changes of musical education is examined, and what elementary and middle school orchestras are influenced by the changes and substantial operating situations are analyzed with orchestras supported by own schools and orchestras supported by the education ministry. A questionnaire and interview were performed to 31 school orchestras supported by won schools and supported by the education ministry, and as a result, followings are found. First, according to the class operating ways of each elementary and middle schools, it is difficult to get the number of orchestra classes. Second, according to major and teaching time of the orchestra class teachers, it is not easy the appoint a expert class teacher. Third, free semester system which is operated in Jeju affect the new changes to secure the number of orchestra classes, and the substantial countermeasure does not give entire satisfaction. From a course of study which newly apply the scene of schools in Jeju in 2014 and the condition analysis of the scene of schools, device which school orchestras could improve is suggested here. First, to improve the operation ways of school orchestras, in elementary school and middle school , equal orchestra class composition should be assured. That needs the improvement of a concrete education policy which local education office and schools cooperate, and a practicable plan that could be applied by local groups and educational systems in communications with school constituent members. Second, they should establish clear cut lines of school orchestra class teacher's qualifications, and operating policy which teachers who major in orchestration and have a long teaching history should be deployed in schools having orchestra, and that kind of education adminstration operating policy should be put in force. However because of the difference of an educational system, it is very difficult to look for a teacher who major in orchestral music in elementary school. As a countermeasure of the matter, they should adopt a teacher who major in orchestral music and can direct school orchestras, or they should establish the foundation of school orchestras from connections with professional musicians and colleges of music. If school operations are not leaved to a beginner teacher, if a chief of elementary school music part is presented to over 10 years teaching elementary school teachers who can communicate with school members and parents of students, and if teaching study training and operation devices are provided, elementary school orchestras could be improved more. Third, from operational application models of new free semester system, numbers of school orchestra class could be secured with the changes of orchestra class numbers because of free semester system. As a result, to a newly changed course of study, a support of the divers educational administration policy and a reformation of the administration, local education office, schools, teachers and parents of students also should be accompanied fundamentally.
