보조금 지원정책의 만족도 결정요인에 관한 연구

Abstract

본 연구는 양돈농가 보조금 지원정책의 만족도 결정요인에 대한 양돈농가를 대상으로 실증분석을 실시하였다. 이와 관련하여 보조금 지원정책의 실행과정에서 지원정책의 만족도를 높이기 위한 방안의 하나로 사업내용 선정과정, 제도운영 등 양돈농가의 의사반영 여부에 초점을 두고 분석하였다. 이와 같은 연구목적을 달성하기 위하여 정부 또는 지방자치단체에서 보조금을 지원하고 있는 양돈농가를 대상으로 설문조사 및 실증분석을 실시하였으며, 실증분석 결과를 정리하면 다음과 같다 첫째, 보조금 지원정책에 관련하여 독립변수를 보조금 지원내용, 보조금사업 선정과정, 보조금제도운영 등으로 세분화하였고, 이러한 독립변수들은 보조금 지원사업에 대한 양돈농가의 만족도 또는 소득증대에 긍정적(+) 영향을 미치는 것으로 나타났다. 그러나 보조금 지원내용 또는 보조금 제도운영에 있어서는 양돈농가의 만족도와 소득증대에 유의한 영향을 미치지 않는 것으로 나타났다. 둘째, 보조금 지원사업에 대한 양돈농가의 만족도는 소득증대에 긍정적(+)인 영향을 미치지는 것으로 나타났고, 게다가 사업의 특성(사업규모, 사업유형, 소유형태)은 보조금 지원정책의 만족도와 소득증대에 유의한 영향을 미치지 않는 것으로 나타났다. 셋째, 보조금 지원정책과 관련하여 사업의 특성 즉 사업의 규모, 사업의 유형에 따라 보조금 지원내용과 선정과정, 그리고 제도운영 등에 있어서 대상자 선정의 투명성 확보와 양돈농가의 의견이 반영된 사업이 선정되길 원하고 있으며, 양돈농가의 의견이 반영된 사업들은 소득증대에도 긍정적인 영향을 미치는 것으로 나타났다. 즉, 향후 보조금 지원사업에 대한 양돈농가의 만족도가 증가할수록 소득증대에도 긍정적인 영향을 미칠 것으로 인식하고 있다. 보조금 지원정책이 양돈농가의 실질적 소득증대로 연결되기 위한 방안의 하나로 보조금 지원정책에 있어서 양돈농가의 의사반영이 매우 중요하며, 보조금 지원사업의 취지와 만족도를 높이기 위해서도 각각의 양돈농가의 의견이 적극 반영된 능동형 맞춤 지원정책이 집행되어야 한다는 것을 시사하고 있다다. 따라서 정부나 지방자치단체에서 시행하는 보조금 지원사업을 결정하는 과정에서 관주도적인 형태에서 벗어나 수혜대상자의 의견반영이 선행되어야 할 것이다.

This study was aimed at analyzing the empirical analysis of the satisfaction determinants of pig farm subsidy policy. In this regard, one of the project selection process more ways to increase the satisfaction of supporting policies in the process of subsidy policies, such as the operating system were focused on recognition of the decision reflects the parties. In order to achieve this objective, targeted subsidies for pig farmers who are in the government or the local authorities conducted a survey and empirical analysis and its results summarized as follows. First, the subsidy grants for the independent variable in relation to a policy supporting information, business grants selection process, were broken down into operating subsidies, etc., these independent variables were found to be on the positive (+) influence on the satisfaction of a pig farmer incomes or subsidies for business. Second, the satisfaction of pig farmers on subsidized projects appeared to have an impact is positive (+) to increase the income. In addition, the business of property (business size, business type, ownership type) was found does not have a significant impact on satisfaction with incomes of subsidy policy. Third, with regard to subsidy policy that is characteristic of the business, size of business, depending on the type of business subsidies content and selection process, and the system in operation and transparency of the subjects chosen and the project's comments reflect pig farmers hope selection, and projects that reflect opinions of pig farmers have showed a positive impact in increasing income. In other words, it recognizes that increasing the satisfaction of the pig farm subsidies for future business growth have a positive impact on incomes. Subsidy policy is very important to reflect opinions of pig farms in subsidy policy as a way to be connected to substantially increase the income of pig farmers, also in order to increase the effect of the subsidized business is opinion and satisfaction of each pig farmers strongly suggests that this should be reflected in the active personalized support enforcement policy. Therefore, in determining the subsidy business conducted by the government or local governments will be followed out of the government-initiated reflects the dominant form of the opinion of the beneficiaries.
