말산업 진흥을 위한 승마 면허 제도 도입 방안

Abstract

본 논문의 목적은 말산업 진흥을 위한 방법을 모색하는 것이다. 제주의 말산업은 경마 산업과 승마 산업을 주축으로 발전되어 왔다. 제주특별자치도는 말산업육성법에 의해 국내 최초의 말산업특구로 지정되면서, 한라산 둘레길을 따라 에코힐링 관광마로를 조성하고 있다. 말산업 발전을 위한 하드웨어의 구축과 대조적으로 소비자의 욕구를 충족할 수 있는 소프트웨어의 개발은 미흡한 실정이라는 것이 본 논문의 문제의식이다. 연구방법으로는 문헌연구를 택하였다. 선행연구들과 말산업육성법 그리고 국민여가활성화기본법을 주된 자료로 사용하였다. 또한 승마 면허 제도와 관련된 해외의 사례들도 일정 부분 검토하였다. 국내에서 여가활동의 트렌드는 자아실현이 가능한 활동으로 변화하고 있다. 차별화를 통해 개인의 성취감을 증진시킬 수 있는 고급 레저 스포츠를 선호하는 경향을 띠고 있는 것이다. 승마인구의 증가는 그러한 여가활동 트렌드 변화에 따른 것이다. 그럼에도 불구하고, 승마인구의 수요를 창출할 수 있는 새로운 방법은 아직 개발되지 못하고 있다. 승마 면허 제도의 도입이 새로운 수요 창출은 물론 제주특별자치도가 조성한 관광 마로의 활용도를 높일 수 있을 것으로 기대된다.

Purpose: The purpose is to look for a way for the horse industry development. the Horse Industry in jeju has been deveoled by the horse-racing and the horse-riding. Jeju province is appointed as the first Horse Industry Special Area in Korea and making the eco-healing horse-riding course around Halla mountain. This sudy focus on the method to use that eco-healing horse-riding course. Method: The subject of this thesis has been investigated through the review on the current studies and the Korean Law such as the law to develop the horse industry and the law to activate the lesure sports of the people and also abroad cases. Conclusion: In Jeju, the horse industry has been deveoped especially in the groud of the hardware such as the setting of the eco-healing horse-riding course around Halla mountain. But the software to satisfy the need of horse rider for the self-actualisation through lesure has not been prepared yet. So the introduction of the horse-riding license program must be designed as a software to develop the horse industry.
