제주지역 청소년 수련시설 프로그램의 문제점과 개선방안 연구

Abstract

본 연구는 제주지역 청소년 수련시설 현황과 이용실태를 분석하고 청소년 수련 시설의 프로그램 만족도를 분석함으로써 제주지역 청소년 수련시설 합리적이고 효 율적인 운영을 위한 활성화 방안을 제시하는 것을 목적으로 한다. 이를 위하여 본 연구에서는 제주지역 청소년 수련시설 중 청소년수련관 및 청소년문화의집 24 개소의 현황 및 프로그램을 조사 분석하였고, 연구 결과는 다음과 같다. 우선 프로그램 참여자가 초등학생 계층에게 편중되어 있으며, 프로그램 또한 단 순한 체험활동 쪽으로만 편성되어 있다. 청소년지도자의 지도자적 역량강화를 위해 전문화 교육 및 전문지도자 연수가 부족한 것으로 나타났고, 청소년 수련시설에서 활동하고 있는 홍보가 제대로 이루어지지 않아서 만족도 조사에서 보듯 참여자가 특정 계층에 편중되어 있다. 그리고 청소년 수련시설 운영을 위한 재정이 열악하여 어려움을 겪고 있는 것으로 파악되었고, 이와 같은 결과를 토대로 본 연구에선 제 주지역 청소년 수련시설의 활성화 방안을 다음과 같이 제안하였다. 첫째, 제주지역 청소년 수련시설 프로그램 만족도 및 선호도를 분석한 결과 청 소년들 개인의 개성과 특기를 계발할 수 있는 프로그램 개발 및 전문 인력이 부 족하므로 전문교육을 통하여 청소년지도자들의 전문성을 기르기 위한 전문 인력 양성체계 확립을 제안하였다. 둘째, 청소년 수련시설 중 청소년수련관과 청소년문화의집은 공공기관에서 직접 운영하여 독점적 지위체계에서 비효율성이 고착화 되어 있어서 민간위탁을 통한 효율성을 극대화하고 경쟁력 강화를 통해 질 높은 서비스 제공을 제안하였다. 셋째, 청소년 수련시설 이용 계층이 뚜렷이 편중되어 있는 가장 큰 이유는 홍보 가 제대로 되지 않고 있다는 것으로 판단하였다. 현재 홍보 방법이 단순히 인터넷 홈페이지 게시에만 국한되어 있기 때문에 이를 기본으로 하고, 추가적으로 SNS나 TV광고 등을 통해 적극적인 홍보를 제안하였다. 넷째, 현재 청소년 수련시설은 재정적으로 매우 빈약한 상태이며, 특히 다양한 프로그램 개발을 위해서 정부는 청소년들의 다양한 욕구를 충족시킬 수 있도록 다 양한 프로그램을 개발 할 수 있는 적극적인 재정 지원을 제안하였다.

This study aimed at providing a way to vitalize youth facilities in Jeju for the reasonable and efficient operation of the facilities by analyzing the present conditions and use of the facilities and the degree of satisfaction with the programs delivered by them. To this end, the study examined and analyzed the present conditions and programs of 24 youth training centers and youth cultural centers among youth facilities in Jeju. The results are as follows: First of all, a higher proportion of the participants in the programs were elementary school students, and the programs included too many simple experience activities. In addition, there were not sufficient education and training for specialized instructors who could help youth instructors to improve their instruction capabilities. Furthermore, youth facilities did not make enough effort to publicize their programs. As a result, participants included too many elementary school students as seen in an examination into the degree of satisfaction among participants. Youth facilities were also found to be in poor financial conditions. Based on these results, the study made the following suggestions to vitalize the youth facilities in Jeju. First, an analysis of the degree of satisfaction and preference for programs from youth facilities found that there was not enough professional manpower to develop programs that help adolescents to develop their personalities and specialties. Therefore, this study suggests that a professional manpower cultivation system should be established to help youth instructors to improve their skills through specialized education. Second, as youth training centers and youth cultural centers among youth facilities were directly operated by public institutions, the centers enjoyed exclusive rights; and thus, inefficiency become general in the centers. This study, therefore, suggests that the centers be contracted out to maximize their efficiencies and provide high quality services through enhanced competitiveness. Third, it was thought that a passive publicizing effort of youth families resulted in a higher proportion of elementary school students in the users of the facilities. Currently, youth facilities publicized their programs only through their Internet website. This study suggests that facilities should make aggressive publicizing efforts using SNS and TV advertisements. Fourth, currently, youth facilities are not receiving enough financial support. Especially for the development of various programs, the government needs to willingly provide financial support that enables the development of a variety of programs that satisfy adolescents' various desires.
