대한적십자사 제주지사의 희망풍차 결연사업 효과성 연구

Abstract

본 연구는 정부와 국내 사회복지기관 및 단체의 취약계층 대상 결연활동 프로그램을 살펴보고, 이와 유사한 취약계층 대상 현장 밀착형 봉사 프로그램인 '대한적십자사 희망풍차 결연활동'에 대한 수혜자와 봉사자의 만족도 및 프로그램의 긍정적인 부분, 결연활동의 문제점 등을 파악하여 복지사각지대에 놓인 취약계층의 안정적인 생계유지와 안전한 보호체계를 확립하고자 하는데 그 목적이 있다. 본 논문의 연구방법은 구조화된 설문지와 비 구조화된 탐색적 연구방법인 질적 연구 방법 즉, 심층면접 조사방법으로 진행하였다. 구조화된 설문조사 결과 결연 수혜자는 독거노인 중 경제력이 없는 여성이 가장 많은 비중을 차지하였고, 지원받는 물품은 대체로 "생계용 쌀"이 가장 많았다. 또한 안부 및 일상적인 대화를 통해 마음의 위안을 많이 받고 있다는 답변으로 정서적 서비스 지원이 높게 나타났다. 결연봉사자 대상 설문조사에서는 50대 여성 자원봉사자가 활동에 가장 많이 참여하고 있으며, 매월 4회 이상 수혜자 가정 방문과 수혜자들을 대상으로 정서적 서비스인 말벗봉사를 지원하고 있으나 매우 곤란한 문제 등에 대해서는 상담을 기피하고 있다는 답변이 많았다. 또한 수혜자와 결연봉사자 모두 결연활동에 대한 만족도는 높게 평가하였다. 심층면접방법으로는 희망풍차 결연봉사자 4명 대상으로 인터뷰를 진행하였다. 심층면접방법은 조사 대상자의 경험 본질을 이해하고 사회복지 서비스의 질을 향상시키는데 초점을 둔 Giorgi의 현상학적 질적 연구방법을 활용하였다. 그 결과로 수혜대상자들은 외부 도움의 손길만으로도 매우 감사해 하는 등 심리적 안정감을 주어 긍정적으로 평가하였다. 그러나 지원의 한계나 지원대상자 수와 지원가구 특성 등에 맞게 전문상담사 지원, 외부자원 연계 프로그램 등 수혜자 가정환경에 맞는 프로그램 지원이 절실하다는 답변이 높게 나타났다. 본 연구의 결과를 토대로 국내 복지사각지대에 놓인 취약계층을 위한 현장 밀착형 봉사활동이 체계적으로 정립되어 수혜자 맞춤형 봉사 프로그램으로 자리 매김할 수 있기를 기대한다.

This study examined affiliation activity programs towards the minority in Korean social welfare organizations and group and the government, and performed research in order to establish a safe protection system and stable livelihood maintenance in the minority belonging to the welfare dead zone by apprehending the satisfaction of beneficiaries and volunteers of the "Red Cross Hope Windmill Affiliation Activity', which is a service program closely related to the site targeting the minority, the positive and negative aspects of the program, and problems of affiliation activities. The method of research in this thesis included a qualitative research method, i.e., intensive interview research, which is an explorative research method with structured survey and non-structured data. As a result of the structured survey, females with no economic means among the elderly who live alone accounted for the largest proportion of beneficiaries of the affiliation, and "rice as a means of livelihood" was the most common form of supported item. Furthermore, emotional service support was high with a response that the heart is comforted through standard conversations and visitations, excluding those of complicated problems. In the survey on the volunteers of the affiliation activities, the most common volunteers in the activities were female volunteers in their 50's, and provided companionship as an emotional service for the beneficiaries by visiting their homes more than 4 times each month. However, there was a lot of responses that the beneficiaries avoid consultations on complex problems. Furthermore, satisfaction on the affiliation activities was high in both the beneficiaries and the volunteers. As a method of intensive interview, 4 volunteers of the Hope Windmill Affiliation Activity were interviewed. The method of intensive interview was used as a phenomenological method of qualitative research of Giorgi focused on enhancing the quality of social welfare services and understanding the nature of the experiences of the responders. As a result, the beneficiaries positively evaluated the program for providing psychological stability, such as being grateful for a hand in external help. However, there was also a high response in that a program that suits the family environment of the beneficiaries is desperate, such as a program connecting external resources, and support of professional consultants to suit the properties of the families and number of applicants or the restrictions of support. Based on the results of this study, it is expected that programs closely related to the site for the minority in Korean welfare dead zones will be systematically established to be positioned as a customized service program.
