제주지역 대용량 태양광발전소의 발전특성 분석

Analysis of Generation Characteristics for Large-scale Photovoltaic Power Plants in the Jeju Island
Abstract
세계 여러 나라들은 지구온난화와 기후변화 문제를 해결하기 위하여 1992년 유엔기후변화협약을 체결하고, 1997년 교토의정서를 채택하였으며, 이 의정서에 2008년부터 2012년까지 선진국의 온실가스 배출량을 1990년도 대비 평균 5.2% 감축하도록 규정하였고, 2011년 교토의정서 공약기간을 연장하였으며 2015년 신기후체제의 기반이 되는 파리협정을 채택하였다. 파리협정에서는 감축 의무국가가 주로 선진국에서 모든 당사국으로 대상 국가 범위가 확대되었고, 주로 온실가스 감축에 초점을 두었던 교토의정서와는 다르게 온실가스 감축만이 아니라 적응, 재원, 기술이전, 역량배양, 투명성 등을 포함시켰다. 그리고 효력 종료 시점을 규정하지 않아 지속 가능한 대응을 가능하게 했다. 우리나라는 "2030 온실가스감축 로드맵"을 만들어 2030년까지 온실가스 배출을 전망치(BAU: Business As Usual) 대비 37% 감축하겠다는 목표를 세워 UN에 제출하였다[1]. 이러한 상황에서 우리나라는 2012년에 신재생에너지 공급의무화(RPS:Renewable portfolio system)제도를 시행하였는데, 신재생에너지 공급의무화 제도란 50만kW 이상의 발전설비를 가지고 있는 발전사업자에게 총발전량의 일정 비율 이상을 신재생에너지원으로 공급토록 의무화하는 제도로서 기존 보급제도인 발전차액지원제도(FIT: Feed in Tariff)의 한계와 재정부담 완화를 위해 시행되었다. 공급의무화제도를 시행함에 따라 2012년 이후 2014년 9월말까지 전국에 건설된 발전설비(3,166MW, 6,873개소)의 건설이 이루어 졌으며, 기존 발전차액지원제도에 의해 10년간 건설된 발전설비 용량의 약 3배 수준이다[2, 3]. 2015년 제주지역 계통운영 실적 보고서에 따르면 2012년부터 시작된 신재생 공급의무화제도에 따라서 공급인증서(REC) 거래시장에 가입한 제주지역 태양광 사업자가 급증하는 추세로 전년 대비하여 설비용량이 약 50.2%(24.3MW), 발전 단지의 수는 약 59.7%(108단지)로 증가하였다[4]. 제주특별자치도 지방정부가"Carbon-free island, Jeju by 2030" 정책을 달성하기 위하여 2016년도 정책 사업으로 폐감귤원에 태양광발전소 건설을 지원하는 등 태양광발전소 보급에 박차를 가하고 있다. 제주지역 내 새롭게 건설되는 태양광발전소의 안정적인 설계를 위해서는 이미 건설되어 운영 중인 태양광발전소에 대한 지역과 연관된 월간, 연간 이용률 등의 실제의 참고정보가 필요한 실정이다. 제주도는 우리나라에서 가장 큰 섬이며, 국토 최남단에 위치하고, 섬 가운데에 1950m의 한라산이 있으며 주변에는 오름이라는 특수한 형태의 산악지형이 형성되어 있다. 이 섬은 면적은 좁지만 대륙과 해양으로부터 영향을 동시에 받으면서 다양한 기후특징과 기상현상을 나타낸다. 제주지방기상청은 관할 유인 관측소 4개소와 자동기상관측시스템 20개소, 총 24개의 관측지점에서 기상관측데이터를 수집하고 있으며, 기후변화 유사성에 따라 제주지역을 제주북부, 제주동부, 제주남부, 제주서부 지역으로 구분하여 기상데이터를 제공하고 있다[5]. 이 기상 데이터와 연관하여 태양광발전소의 발전량을 분석하기 위하여 운영 중인 MW급 태양광발전소들의 위치에 따라 제주지방기상청에서 구분하는 4개 지역 그룹으로 분류한다. 또, 운영 중인 전체 MW급 태양광발전소 중에서 2년 이상 가동된 발전데이터를 갖는 22개의 태양광발전소만을 분석 대상으로 선정한다. 이 논문에서는 지역 별 일조시간, 기온, 풍속과 해당 지역 태양광발전소의 발전량과의 연관성을 조사하고자 한다. 또한, 2년간 지역별 태양광발전소들의 평균 이용률을 조사하여 제시하고 이 값이 어느 정도 변동 할지를 예상하기 위하여 각 지역의 월별 20년간 년 평균 일조시간과 최근 2년간 년 평균 일조시간을 비교·분석하였다.

e Jeju. PV plants have been increasing due to the RPS. However, since there is no actual reference information about solar power plants in the Jeju Island, in this paper the utilization rates of the PV plants being operated and weather informations related to their generation were investigated. The Jeju Island is located in the southernmost part of Korea, and surrounded by the sea. The Jeju Island has various climatic characteristics
and meteorological phenomena because it has Mt.Halla(1950m), which is in the middle of the island, and mountainous terrain called 'Orum'. Because of these characteristics, The Jeju regional meteorological office provides weather data about the 4 regions that the Jeju Island are divides into. Therefore, the MW PV plants in the Jeju Island are classified into four regions, northern region, eastern region, southern region and western region focusing on Halla Mountain. In this paper a total of 22 large-scale PV plants was surveyed. Using the actual power generation data of each PV plant and
the meteorological condition data from the four meteorological offices in the 4 regions, this paper analyzed the utilization rates and the generation
characteristics of the PV plants according to weather conditions in the 4 regions. The results of the analysis are as follows.1) The average annual utilization rate of solar power plants in the Jeju Island appears in order of 21% in the western area, 18% in the southern area, 17% in the northern area and 14% in the eastern area, and in the
western area, except for winter, it showed high utilization rate of 20% or more. As a result of analyzing the utilization rate of PV plants in the Jeju and the duration of sunshine, it was found that utilization rates of all power plants follow the duration of sunshine in proportion. 2) The duration of sunshine were the longest in the south, followed by the eastern, western and northern regions. The utilization rate of PV plants
in the southern region and the eastern region with relatively good sunshine hours was low. For this reason, another additional study is necessary. 3) the duration of sunshine, a kind of weather condition, will be similar to
the long-term average, it is highly possible that the utilization rate of PV plants in the last two years also decreases in the summer and increases in the fall. 4) Summer duration of sunshine in the southern region and the western region were about 200 hours, the average temperature was about 25 °C. the average wind speed was 4.7 m/s in the western region, about 1.8 m/s southern region. The utilization rate in the western region was about 23%, the southern region showed the utilization ratio of 19%, showing a difference of 4%.
