제주지역 NIE 활동 지속가능성 요인 연구

Abstract

NIE(Newspaper In Education)는 신문을 교재로 활용하는 교육 활동이다. 제주에서의 NIE 활동은 학교와 신문사를 크게 두축으로 진행되고 있다. 학교에서 이뤄지는 NIE 수업과 신문사에서 추진하고 있는 NIE 활동에 적극적으로 참여하면서 이를 연결시키는 역할을 하는 이들은 NIE강사이다. 제주에는 대표적인 NIE 강사들로 구성된 제주NIE학회가 활동하고 있다. 제주NIE학회는 제주지역에서 자발적으로 구성된 NIE관련 단체로 2006년 NIE연구회로 출발해 현재까지 이르고 있다. 이 연구에서는 NIE학회의 지속가능한 요인을 가지고 제주지역 NIE 활동의 긍정적 요인과 저해 요인을 살펴보고자 하였다. 연구방법은 제주지역 NIE 강사에 대한 심층면접으로 진행되었다. 면접대상은 10명이었다. 연구결과는 면접 자료를 기초로 이루어졌다. 이번 연구에서 면접을 통해 강사들은 '지속가능성에 대한 인식'을 기준으로 3개 그룹으로 구분할 수 있었다. 첫 번째 그룹은 NIE만으로도 지속가능성을 가질 수 있다고 인식하는 그룹, 두 번째 그룹은 복합적 NIE 활동이 지속가능성을 담보할 수 있다고 인식하는 그룹, 세 번째 그룹은 NIE학회 회원 활동은 지속하고 있지만 NIE강사로서 활동을 지속적으로 하지 못하는 그룹이다. 이 연구에서는 면접결과를 바탕으로 제주NIE학회의 지속가능성 뿐 아니라 향후 제주의 NIE 활동의 지속가능성으로 확장할 수 있었다. 면접결과를 통해 분석된 제주지역 NIE 지속가능 요인은 다음과 같다. (1)강사 자신의 자아 성장을 통한 성취감 (2)지속적 신문 읽기의 필요성 (3)사회에 대한 관심과 지향 (4)신문사의 NIE 지원과 사업의 지속성 (5) NIE활동을 통한 경제적 성취 (6) NIE 지도자 활동을 통한 교육자로서의 보람 (7) 창의성 (8) NIE를 활용한 자녀교육 성과 (9) 강사들의 인간적인 네트워크 및 신뢰 (10) 다양한 교육과의 결합 용이성 등으로 정리할 수 있다. 저해요인은 (1) NIE 목적에 대한 지향점이 명확하지 않음 (2) NIE활동 강사들의 인간적 갈등 (3) 신문사의 NIE 지원 사업 약화 (4) 신문저널리즘의 신뢰도 하락에 따른 교육적 자료 활용도 떨어짐 (5) NIE를 통한 자신의 성장(자아실현)기회가 부족 (6) NIE 활동과 경제적 소득의 상관관계 (7) 신문 단일 매체활용 교육의 인기도 하락 (8) 시민교육 및 공동체 교육활동에 참여한다는 사명감 부족 (9)학교 현장의 NIE 효과에 대한 인식 미흡 등이다. 제주지역 NIE 활동이 지속가능하기 위해서는 지속가능성을 담보하고 있는 긍정적 요인을 지속적으로 유지하고 지속가능성을 저해하는 요인들을 개선하기 위한 노력과 방안 마련이 필요하다고 할 것이다. 이 연구가 제주를 넘어 NIE의 지속가능성을 연구하는데 도움이 되길 기대한다. 추후 NIE의 지속가능성을 담보하기 위해서는 NIE 강사와 지도자 뿐 아니라 학교, 신문사, 교육현실, 제도적 변화 등이 필요하다는 것에 대한 심층적 연구가 병행되어야 할 것이다.

NIE (Newspaper In Education) is an educational program that utilizes a newspaper as a textbook. A newspapers is a medium of long standing history. The refined knowledge and information in a newspaper has played an important role in the democratic system by developing healthy public opinion in the middle of the new media age, in which a countless amount of information is abound. Although the NIE activities in Jeju are mainly run either in schools or newspapers, it is the NIE instructors and leaders who actively participate in the NIE programs promoted by schools and newspaper companies, link the two entities together. Jeju NIE Society is a voluntary research group that was established in 2006 in Jeju, composed of exemplary instructors of the field. In this study examined are both positive and negative factors of the sustainability of NIE Society. The research method was conducted based on in-depth interviews of NIE instructors in Jeju, which were 10 in total. The result of the research was produced based on interview data. After the interview, the instructors were divided into three groups based on their "awareness of sustainability". The first group fully appreciated and took an optimistic view on its sustainability of NIE alone, whereas the second group considered NIE be sustainable by maintaining complex programs, and the third group continued as NIE Society members but not actively engaged as lectors. In this study, several factors of its sustainability, based on the interviews of members in NIE, are suggested as follows. There are several positive factors of sustainability of NIE activities: (1) the sense of accomplishment by the lector's personal development; (2) continuous reading of newspapers; (3) social interests and directions; (4) sustainability of the NIE support and business power; (5) financial achievement through NIE activities; (6) the sense of fulfillment as a NIE instructor; (7) creativity; (8) children's education using NIE methods; (9) human network and trust among the instructors; and (10) the ease of combination with various fields of education. Impeding factors include (1) uncertain directions of NIE; (2) relationship conflicts among the NIE instructors; (3) the weakening support of NIE projects in newspaper companies; (4) the decreased use of newspaper due to the lowered public trust of newspaper journalism; (5) lack of opportunities in personal development through NIE; (6) few financial benefit through NIE; (7) dropped popularity of newspaper-based media education; (8) lowered sense of mission in partaking civic education and community education; (9) low public awareness at schools. In order for NIE activities in Jeju to be sustainable, it is necessary to maintain efforts to maintain sustainable positive factors and to improve efforts to improve sustainability. I hope that this research will help to study the sustainability of NIE beyond Jeju. This study was limited that it was short of the in-depth research of the need not only for the changes in NIE instructors and leaders but also in schools, newspaper companies, fields of education, and the overall system in order to ensure sustainability of NIE . It is believed that continuous researches and efforts are needed for the future.
