'고용없는 성장'시대 대학생 진로교육의 방향 탐색

Abstract

고용 없는 성장(Jobless Growth)은 국가 경제가 성장하는 데도 고용은 늘어나지 않는 현상을 말한다. 공장자동화와 정보기술산업의 확대와 노동집약형 산업체들의 해외 투자 확대 등을 고용 없는 성장의 원인으로 지적한다. 진로교육은 국가 및 지방자치단체 등이 학생에게 자신의 소질과 적성을 바탕으로 직업 세계를 이해하고 자신의 진로를 탐색・설계할 수 있도록 학교와 지역사회의 협력을 통하여 진로수업, 진로심리검사, 진로상담, 진로정보 제공, 진로체험, 취업지원 등을 제공하는 활동을 뜻한다. 고용 없는 성장 시대에 진로교육은 개인의 적성, 소질, 신체적 조건, 가정환경, 가치관 등 개인의 잠재능력을 고려하여 진로를 합리적이고 객관적으로 선택하는 것이다. 더 나아가 이런 방향을 통해 만족스러운 직업을 가지고 살 수 있도록 이끄는 실천적 교육이다. 여기에 추가로 만족스러운 생애를 설계 및 수정하도록 하는 실천적 교육으로 본다. 이 연구의 목적은 현재 고용 없는 성장 시대의 시대적 흐름에 비추어 국가와 대학이 진로교육을 잘하고 있는지 진단 하고 개인 진로교육 활동을 탐색하여 고용 없는 성장 시대 진로교육의 방향을 제시하는데 있다. 이를 위해서 연구자는 먼저 대학생을 대상으로 한 대학(고등교육기관)의 진로교육은 어떻게 변화해왔고, 대학생 시기의 진로교육은 어떻게 이루어져야 하는지 살펴보고, 이에 따라 정부의 진로교육 정책과 대학은 어떤 프로그램을 바탕으로 진로교육을 실시하고 있는지 알아보고자 한다. 그리고 이를 토대로 고용 없는 성장 시대에 시행되어야 할 진로교육의 방향성을 제시한다. 끝으로 연구자는 고용 없는 성장 시대를 고려한 진로교육 프로그램의 효과적인 적용을 위해 고려해야 할 추가 사항을 논의한다.

"Jobless Growth" refers to a phenomenon of which the employment stagnates in spite of the growth of the national economy. The main sources of jobless growth can be found in the expansion of factory automation and information technology industry as well as the extension of overseas investment made by labor-intensive companies. Career education means activities of the State or local governments providing career classes, career psychology test, career counseling, career information, career experience and employment support through school-community cooperation allowing students to understand the professional world as well as explore and design their career, based on their talent and aptitude. Career education in the time of jobless growth contributes to choosing career in the rational and objective manner, in view of one's potential capacities such as one's aptitude, talent, physical condition, family background or environment and values. Furthermore, it refers to a practical education leading each one into the direction of life with a satisfactory profession or work. In addition to this, it is considered a practical education facilitating design and modification of a satisfactory life for each student. This study aims to propose a directionality of career education in th era of jobless growth, by making a diagnosis of the current career education provided by the State and colleges and exploring individual career education activities, in accordance with the current trends of the era of jobless growth. For the purpose of this, this study intends to inquire into how the career education of colleges (higher education institutions) oriented to college students has been changed and how the career education should be conducted during the college days. Moreover, this study plans to inquire about the program content of career education policies carried out by the government and colleges. Based on this, this study also proposes the directionality of career education which is supposed to be conducted in the era of jobless growth. Lastly, this study discusses additional points of considerations to effectively apply this career education program in the light of the era of jobless growth.
