제주지역 수출활성화를 위한 원산지관리제도 운영 개선방안에 관한 연구

Abstract

Since its narrow domestic market, Korea inevitably have to choose the conclusion of FTA to activate economic growth based on increasing trade volume from tariff removal or reduction and other countries are also struggling to extend the economic territory via FTA. To get practical advantages from FTA in the extended economic zone, it is essential to let the business receive benefits of tariff from the buyers in contracted country by publishing Certificate of Origin (COO). However, it has reported that most of the export industry seldom use those benefits of FTA. Although Korea has planned to extend the economic territory and strengthen the competitiveness of domestic industry and business through tariff preferences of FTA, there is a concern that 'Spaghetti Ball Effect' could be emerged since Certificate of Origin in FTA is diversified due to each country and its complexity. According to the surveys on the difficulties and further needs in using FTA by the business in Korea, the result suggested that lack of information (20.3%), burden of post-investigation (15%), difficulty of manaing the origin (14.4%), lack of professional human resources (14%), and lack of motivation (11.4%) were responded as main difficulties Considering the above analysis, it could be find out that Jeju would have similar difficulties if its local industry engaged in exportation since the industrial structure in Jeju usually feature small size, agro-livestock and service industries. Especially for small-size workplace, it is necessary to analyze what kind of difficulties could be existed in export and how much they aware the benefits of FTA. The purpose of this study, therefore, is to check the responses condition of the export companies in Jeju about how they manage Certificate of Origin system and to examine the improvement for export promotion in Jeju. In this research, survey and interview of local business with export records in Jeju were conducted to figure out what kind of difficulties exist for the benefits from FTA and improvements need for export promotion. Furthermore, this research analyzes the problems caused by Country-of-Origin labeling system and investigates specific improvements. Origin system, which is needed to get the benefits from FTA, can be a non-tariff barrier rather than a method for export promotion to local export industry in Jeju. Therefore expanding export-relevant department which is capable of one-to-one correspondence by integrating distributed education system on FTA and increasing human resources in chamber of commerce to strengthen the capacity of immediate response can be the main alternative for local government. In addition, Providing incentives to the business with responsiveness to FTA, urging corporation to undertake professional training, and holding one-to-one educational session based on successful cases for the first export industries also could be considered. Furthermore, legal support and logistics system improvement are top priorities for Jeju to promote export condition. This study researched the improvement of Origin System for export promotion by conducting survey of local export-industries in Jeju. However this study has limitations due to its few populations, so that further in-depth analysis and improvement are expected to be followed.
