한국과 중국의 엘리트 체육 정책 변화에 대한 비교 연구

Abstract

The purpose of this study is to compare elite sport policies by regime in Korea and China. The methods were compared and analyzed about policy contents, policy formation, policy change, and policy performance for elite sports in Korea and China. The basic data on the elite sport policy in Korea was used as a data, such as a the Ministry of Culture, Sports and Tourism, and the basic data on the elite sport policy in China is based on data from the General Administration of Sport. The results of this study are as follows: First, Korea has maintained the consistency and persistence of policies for the development of elite sports for the past 50 years. Second, China has consistency and persistence in building and maintaining an elite sports power along with Chinese economic reform policy. Third, the elite sport policy of Korea and China is contradictory to the policy direction and decision process according to the national system or state of the country. The characteristics of the national system are different from those of establishing and enforcing policies, and are different in that the direction of policy and the policy decision process can be set differently according to the goal of the state. Fourth, as a result of examining the change and outcomes of elite sports policy, the elite sport policy by the regime has been changed and developed for a long time, and confirmed the consistency and continuity that the elite sport policy for enhancing national prestige and the national brand value of the international sports arena was established and implemented in both countries. We hope that both countries will accept the benefits of an advanced system of elite sport policies, and can have a positive effect on the development of sport policy through cooperation and exchange.
