제주지역 초·중학교 학교급식 위생관리 수행수준 평가

Abstract

본 연구는 제주지역 초·중학교 학교급식 위생·안전점검 결과 일부 지적사항을 분 석하여 연도, 점검영역, 점검항목, 학교일반사항에 따른 위생관리 수행수준 변화 추 이를 비교함으로써 학교급식 위생관리 수행수준 향상을 위한 기초자료를 제공하고 자 한다. 제주지역 교육지원청에서 2017년부터 2019년까지 학교급식 위생·안전점검을 실시 한 초·중학교 152교를 대상으로 하였으며 조사대상 학교 일반사항에 따른 유의성 검증을 위해 t-test 및 ANOVA분석을 실시하였고, ANOVA분석 후 유의성이 나타 난 경우 Duncan's multiple range test를 이용하여 사후 검증하였다. 본 연구의 결 과를 요약하면 다음과 같다. 조사대상 학교 일반사항에서 설립별에서 공립이 94.7%, 지역별에서 제주시가 61.8%, 유형별에서 농어촌형이 54.6%(도서벽지 2.6% 포함)로 가장 많았다. 급식인 원수는 101-400명이 38.2%, 급식종사자수는 3명 이하가 35.5%, 조리실 면적은 101-150m2가 34.2%로 가장 많았으며, 급식운영은 직영이 100%, 배식형태는 식당배 식이 100%를 차지하였다. 학교급식 위생·안전점검 결과 2017년에서 2019년까지 A등급이 98.9%로 대부분을 차지했고, B등급은 1.1%로 나타났다. C등급 이하는 나타나지 않아 제주지역 초·중 학교 학교급식 위생관리 수행수준은 전반적으로 우수하였다. 식재료관리 영역과 작업위생 영역 등이 다른 영역에 비해 상대적으로 위생관리 수행수준이 낮게 나타났고, 8번 항목(조리기구 및 용기를 용도별 및 조리 전·후로 구분하여 사용하고, 수시로 세척·소독하는지 여부)과 6번 항목(시간, 온도관리가 필 요한 식품에 대한 공정관리) 등이 다른 항목에 비해 상대적으로 위생관리 수행수준 이 낮게 나타났다. 따라서 위 영역 및 항목에 대한 맞춤형 지도 및 지속적인 교육 과 예산 지원이 함께 이루어져야 한다. 2017년에서 2019년까지 상반기에 비해 하반기의 위생관리 수행수준이 유의적으로 향상되었으며, 해를 거듭할수록 각 상반기, 하반기의 위생관리 수행수준도 유의적으 로 향상되었다. 따라서 정기적인 학교급식 위생·점검 실시는 학교급식 위생관리 수 행수준에 긍정적인 영향을 미치며 반드시 필요하다. 초등학교에 비해 중학교의 위생관리 수행수준이 유의적으로 높게 나타났으며, 제 주시와 서귀포시의 위생관리 수행수준간의 유의한 차이를 보였다. 농어촌형에 비해 도시형의 위생관리 수행수준이 유의적으로 높게 나타났고, 학교급식의 위생관리 수 행수준은 학교급식의 규모와 역의 상관관계를 보였다. 따라서 농촌형 학교와 학교 급식의 규모가 큰 학교에 위생 관련 컨설팅 및 인적, 물적 자원 지원 검토가 필요 하다. 본 연구는 제주지역 초·중학교를 대상으로 학교급식 위생관리 수행수준을 평가하 였고, 추후 사립유치원, 고등학교, 특수학교를 포함한 전 학교를 대상으로 학교급식 위생·안전 수행수준을 평가하는 연구가 이루어져야 할 것이다. 그리고 학교급식 위생·안전점검 결과의 일부 공개된 자료에 기초하여 분석했기 때문에 전체 제주지역 학교급식의 위생관리 수행수준을 의미하지는 않는다. 다만 일부 지적된 학교급식 위생·안전점검 항목 분석을 통하여 상대적으로 위생관리 수 행수준이 낮은 항목을 규명함으로써 위생관리 수행수준 향상을 위한 개선방안을 마 련하는데 필요한 기초자료를 제공하는데 의의가 있다.

The purpose of this study was to evaluate the safety of school food service by analyzing part of sanitary inspection results on school food service system of elementary and middle schools in Jeju and comparing trends in sanitation management practices by year, inspection category, school's characteristics(i.e: feeding number, school location, school type, etc.) to provide basic data for improving the level of sanitation management in school food service. In this study, inspection results from between 2017 and 2019 by Jeju metropolitan office of Education, 152 elementary and middle schools in Jeju have been checked the sanitary inspection. Statistical data analysis was completed using the SPSS Win program (version 24.0) for descriptive analysis, t-test, ANOVA, Duncan's multiple test. The results of this study are summarized as follows. 1. Characteristics of schools included in this study are: (1) 94.7% of public schools, (2) 68.1% of located in Jeju city, (3) 54.6% of rural schools, (4) 38.2% of 101-400 feeding number, (5) 35.5% of under 3 food service employees, (6) 34.2% of 101-150m2 in cooking area (7) 100% of self operated food services, (8) 100% of food served in a school cafeteria. 2. Almost 99% of school received A grade sanitary and safety inspection between 2017 and 2019, and the rest of 1.1% received B grade. No C grade was shown. 3. Food ingredient controls and 'whether cooking utensils and containers are used separately before and after cooking and cleaning and sterilization are frequently performed' is not well managed. Customized guidance, continuous education and budget support for this inspection category should also be provided. 4. The performance level of sanitary management in the second half year has significantly improved compared to the first half year. In all the first half year, the performance level of sanitary management has significantly improved year by year. All the second half of the year is the same. Therefore, it is crucial to implement the inspection for sanitary of school food service regularly. 5. The performance level of sanitary management of middle school was significantly higher than that of elementary school and there was a significant difference between schools in Jeju city and schools in Seogwipo city regarding the performance level of sanitary management. The performance level of sanitary management of urban school was significantly higher than that of rural school. In addition, size of school food service had an inverse correlation with the performance level of sanitary management. Therefore, it is necessary for rural schools and schools with large scale of school food service to consult on sanitation and human and material resource support. This study examined the performance level of sanitary management of school food service in elementary and middle schools in Jeju, To draw detailed information modifying factors not been controlled satisfactorily, data should be collected from the performance level of sanitary management of school food service in all schools, including private kindergartens, high schools and special schools. It should be noted that our findings were based on a part of results of the sanitary and safety inspection of school food service available for public. Therefore, it cannot represent the entire situation of performance level of sanitary management in school food service. Despite the limitation of this study, it provides basic data helpful to improve the performance level of sanitary management by identifying inspection categories with the relatively low performance level of sanitary management for school food service system in Jeju.
