A Study on the improvement of the artist welfare policy system
Abstract
예술 활동과 관련하여 '가난에서 예술이 나온다' 라는 대중들의 오해가 있다. 가난을 예술로, 작품으로 승화시킨다는 의미로 예술인의 경제적 어려움을 정당화 하는 고정관념이라 할 수 있다. 2011년에는 젊은 예술가가 극심한 생활고를 겪 다가 홀로 사망하는 사건이 있었다. 또한 2018년 문화체육관광부에서 실시한 '2018 예술인 실태조사' 를 살펴보면 예술인이 예술 활동을 통해 벌어들인 수입 이 연간 평균 1,281만원으로, 이는 같은 해 최저임금제 기준 연간 수입액이 약 1,888만원인 것과 비교하면 그 수준이 낮은 것을 알 수 있다. 이렇듯 예술인은 경제적으로 어려움을 겪고 있다. 예술인들은 예술 활동을 통하여 경제적 소득을 얻으므로 예술 활동을 노동으 로 바라보고 이에 알맞은 경제적 비용지급과 지위보장이 수반되어야 한다. 이와 관련하여 예술인을 '노동자' 로 규정할 필요가 있다. 예술인이기 때문에 가난해야 하는 것이 아닌 예술인도 국가의 한 국민으로 보호를 받고 경제적 안정과 생활 의 만족감을 누릴 권리가 있기 때문이다. 예술인의 복지를 국가가 책임지는 것은 복지국가의 역할인 것이다. 이러한 배경으로 본 연구는 다음과 같은 목적을 갖는다. 우리나라의 예술인 복지실태를 분석하고, 주요 국가의 사례를 참고하여 시사점을 얻는다. 예술인과 전문가 대상으로 한 설문조사를 통해 의견을 수렴하여 예술인 복지 정책 체계를 제안하고 예술인 복지 향상을 위한 정책을 제언하는데 목적이 있다. 예술은 다른 재화와 다른 특성을 지니고 있기 때문에 시장실패가 나타난다. 즉 기술의 발전이 생산성을 향상시키지 못하며, 정보의 불균형, 높은 거래비용, 독과점, 공공재적인 성격을 가지고 있기 때문에 시장실패가 일어나는 것이다. 예 술인들은 이처럼 예술 노동시장의 비예측성과 불확실성에도 불구하고 내적가치 를 중요시 여기며, 프로젝트 형태의 제작방식은 예술인들을 과잉 공급하도록 하 고 있다. 이는 예술인들의 경제적 어려움으로 연결된다. 우리나라는 '예술인' 을 「문화예술진흥법」, 「저작권법」, 「예술인 복지 법」에서 정의내리고 있다. 직업적으로 단속적 비정규직이 많은 예술인들은 「근 로기준법」상의 '근로자' 의 신분으로 인정되지 않는다. 이에 각종 사회보장제도 의 가입요건을 충족하지 못해 복지의 사각지대에 놓여 있다. 공적지원이 필수적 요소인 예술인 복지 지원의 경우, 예술인에 대한 지원의 타당성과 정당성 확보가 필수적 요소라 할 수 있다. 예술의 공공성은 존재적 차 원과 규범적 차원에서 인정을 받는다. 또한 예술의 사회적 영향력과 다양한 사회 형식들과의 접목으로 예술을 공공재, 공익적 성격이 나온다고 할 수 있으며, 이 로 인한 외부효과와 경제적 가치가 있다. 이는 예술인 복지에 대한 정부 지원의 정당성을 가지고 있다고 할 수 있을 것이다. '예술인 복지' 에 대한 정책 체계 개선을 위한 제안을 위해 예술인 복지를 위 한 정책수단 '지원·육성·보호·조성·규제' 다섯 가지를 도출하였다. 이를 바탕으로 하여 추후 연구를 진행하였다. 본 연구는 2011년 이후 연구의 주제가 구체적이고 범위가 축소된 것과는 다 르게 전반적인 예술인 복지의 정책 체계에 대해 연구하였다. 이를 바탕으로 하여 예술인 복지 정책 체계를 국가의 일방적인 지원의 내용이 아닌 예술인간의 협업 과 수혜자인 예술인의 역할을 함께 제안하였다. 이는 예술인 복지를 위해서는 국 가의 역할뿐만 아니라 예술인의 역할도 중요함을 강조하기 위함이다. 주요 국가의 예술인 복지를 위해 시행하고 있는 제도 및 세부 정책들을 알아 보고 비교를 통해 시사점을 찾아보는 것은 우리나라의 예술인 복지 수준을 향상 시키는데 의미가 있는 일이다. 이에 프랑스, 독일, 미국, 네덜란드를 중심으로 분 석하고 비교하였다. 예술인에게 특별한 지위를 부여하는 '예술인을 위한 복지법' 은 4개 나라가 모두 존재하지는 않았다. 단지 프랑스, 독일, 네덜란드가 특별법의 형태로 제정되 어 예술인의 사회보장을 위한 근거를 마련하고 있다. 프랑스는 예술인을 위한 별도의 사회보장제도를 운영하며, 저작권료를 받는 예술인과 고용된 예술인을 대상으로 나누어 지원하고 있다. 또한 4개의 나라 중 유일하게 비정규직 공연예술인 계층을 위한 실업보험제도인 '앙떼르미땅' 을 운 영하고 있다. 예술인의 실업보험제도는 유연하고 관대하게 설계되어 있으나, 용 역 계약을 하는 경우는 자영업자로 규정해 실업보험에 적용되지 않는다. 높은 수준의 사회보장서비스를 제공하고 있는 독일은 예술인들에게 포괄적인 사회보장혜택을 제공하고 있다. 일반사회보장제도와 예술인사회보장제도에 의해 보장을 하고 있으며, 이외에 연금제도를 별도로 운영하여 생애주기별 정책의 일 환으로 실질적인 경제적 보장의 혜택을 주고 있다. 사회적 약자들을 위한 최저소득보장제도가 공공부조 형태로 잘 정비되어있는 것이 특징인 네덜란드는 예술분야에서도 이와 같은 형태인 '최저생활보장제도' 로 예술인들의 기본 생활을 보장하고 있다. 프랑스는 공적지원뿐 아니라 예술인 사회공동체인 노동조합과 협동조합의 활 동도 활발하다. 특히 프랑스의 예술인 노동조합은 조합원의 이해대변뿐만 아니라 정책 수립과정에도 적극적으로 개입하는 모습을 보인다. 미국은 예술인들의 산별 노동조합이 큰 역할을 하고 있다. 예술인들의 이해대변의 역할과 금고, 보험 운 영을 통한 예술인들의 사회보장의 역할까지 담당한다. 우리나라의 노동조합은 미 국의 사례를 참고할 만하다. 우리나라의 '사회보험제도' 는 직종별 구분이 없는 국민통합형 제도로 정규직 임금근로자를 중심으로 설계되어 있어 예술인이 이 제도에 편입되는데 어려움이 있다. 독일과 프랑스의 사례처럼 예술인 계층을 위한 별도의 사회보장제도의 도 입을 시행하거나, 예술인을 노동자로 재유형화 할 필요가 있다. 이와 더불어 예 술인을 위한 '사회보장제도' 는 예술인의 특성을 고려하여 예술인의 사회적 지위 의 마련과 예술 활동의 성과에 대한 경제적 보상체계를 마련해 주는 것에 초점 을 두어야 한다. 예술인들은 다른 직업에 비해 상대적으로 프리랜서의 비율이 높아 계약서를 작성하는 경우가 많다. 그에 반에 서면 계약서를 작성하지 않거나 주요 내용들이 빠져있어 분쟁 발생시 예술인들이 피해를 입는 경우가 많았다. 최근 이루어진 「예술인 복지법」 개정을 통하여 문화예술용역 서면계약서 작성의무 및 관리 감독에 대한 규정이 마련되어 공정한 문화예술 생태계 조성을 위한 규제가 마련 이 되었으며 직업적 권리가 체계화 되었다고 할 수 있다. 2019년 말에 발병한 신종 코로나바이러스 감염증(코로나 19)의 유행으로 인 하여 고용안전망 사각지대의 확대가 문제로 대두되었다. 이를 계기로 고용보험 확대에 대한 논의가 진행되었다. 첫 번째 결과로 2020년 5월 그동안 계류 중이 었던 '예술인 고용보험 제도' 가 국회를 통과하여 시행을 앞두고 있다. 제도의 안 정적인 정착을 위해 적극적인 홍보, 표준계약서의 활성화, 관련 규정 정비 등의 후속조치가 뒤따라야 하겠다. 우리나라 한국예술인복지재단은 예술인과 문화예술단체의 복지처우를 개선하 기 위한 사업들이 마련되었다. 그러나 이러한 사업에 대한 홍보가 미흡하고, 예 산의 확보가 충분치 않아 예산 소진 시 조기 마감되는 경우가 있다. 또한 '신청 주의' 의 원칙을 따르고 있으며, '예술활동증명' 이 필수적이다. 사업의 신청이 온라인을 통해서 이루어지고 있어 인터넷 접근이 어려운 예술인의 경우는 혜택 에서 제외 될 수 있는 한계점이 있다. 프랑스에서는 예술 활동에 대한 증명을 하 지 않고 계약만으로도 사회보험의 혜택을 받을 수 있는 점은 참고할 만하다. '예술인 복지' 를 위해서는 국가의 지원뿐만 아니라 예술인 사회공동체의 역 할도 중요한 요소라 할 수 있다. '노동조합' 은 예술인들의 복지 증진, 생활불안 해소 및 고용과 노동조건 개선을 위한 이해대변 조직으로 활용이 가능하다. 문화 예술분야에서는 산별노동조합의 형태로 활동을 하거나 최근에는 프리랜서, 단속 적 노동을 특징으로 하는 예술인을 중심으로 준노동조합이라 할 수 있는 유니온 조직이 결성되어 활동하고 있다. '사회적경제' 개념을 바탕으로 한 '협동조합' 과 '사회적기업' 의 특징들은 문화예술분야의 경제 활동 조직으로써 적합한 유형이 라 할 수 있다. 즉 일자리 창출, 지역사회의 활성화, 공동체 문화 형성, 사회적 공헌 등의 긍정적인 효과는 문화예술분야의 고용관련 문제와 이에 파생되는 문 제의 해결이 가능하다. 또한 문화예술로서 사회적 가치를 실현하며 공공재로서의 예술의 역할을 수행하는 계기를 마련할 수 있다. 예술인 복지 제도에 대한 인지도, 만족도, 선호도를 알아보기 위해 제주특별 자치도에 거주하고 있는 예술인 131명을 대상으로 설문조사를 실시하였다. 그 결과 최근 일 년간 가장 많은 불안요인은 일자리로 나타났으며, 다음으로 예술 활동의 어려움으로 나타났다. 프로젝트 형태의 작업환경으로 인한 불안정하고 단 속적인 고용과 불규칙적인 소득에 의한 것으로 해석할 수 있다. 예술인들의 예술인 복지 제도의 전반적인 인지도는 매우 낮은 것으로 분석되 었다. 복지법, 관련기관, 시행 사업 등에 대한 인지도가 모두 낮은 것으로 나타나 이에 대한 정부의 적극적인 홍보가 필요함을 알 수 있다. 예술인 복지 제도에 대한 만족도 역시 높지 않으며 이용에 불편함을 느끼는 예술인들이 대다수인 것으로 나타났다. 이는 한국예술인복지재단이 수도권에 위 치해 있어 지리적 접근성이 떨어지며, 온라인을 통한 홍보와 신청이 이루어지는 점이 작용한 것으로 해석할 수 있다. 12개의 복지 제도 항목의 선호도를 조사한 결과 '예술 활동 창작준비금' 이 가장 높았으며, 다음으로 '예술 활동 중단 시 실업급여 지원' 이 높았다. 이러한 결과는 예술 활동을 함에 있어 정부의 지원에 대한 요구가 높은 것을 알 수 있 다. 또한 예술 활동을 통해 일자리 창출뿐만 아니라 예술 활동의 기회를 얻고, 경제적 소득까지 얻을 수 있기 때문으로 해석된다. 이론연구에서 도출하였던 예술인 복지 정책수단의 중요도와 우선순위를 알아 기 위해 25명의 전문가 설문조사를 실시하여 AHP 분석을 실시하였다. 1단계 분 석으로 예술인 복지 정책수단의 중요도를 분석한 결과 '지원' 이 가장 높은 것으 로 나타났다. 이어 '보호, 육성, 조성, 규제' 순으로 분석되었다. 이는 예술가들의 요구와 마찬가지로 정부의 지원으로 예술 활동을 할 수 있는 환경을 마련하는 것을 가장 중요하게 여기는 것으로 해석된다. 예술인 복지 정책수단의 상위지표와 하위지표의 쌍대비교를 통해 추정한 상 대적 가중치를 종합화하여 하위지표 20개의 전반적 중요도를 산출하였다. '창작 준비금 지원' 이 가장 높은 중요도를 나타냈으며, 다음으로 '문화예술 의무 교육 화를 통한 일자리 창출', '사회간접자본 조성 후 장소대여 및 시설 운영', '예술인 을 위한 직업 재유형화', '예술경영인력 육성' 순으로 나타났다. 이는 예술인의 예술 활동을 활발히 할 수 있는 환경을 마련해 주어 문화예술 활동을 활발하게 할 수 있도록 보장해야 한다는 것으로 해석할 수 있다. 이론연구와 선행연구를 바탕으로 예술인 복지 정책 체계를 제안하였다. 국가 부문으로 첫 번째, 수도권에 집중되어 있는 예술인 복지 제도를 지방으로 이전시 켜 행정 서비스의 효율성을 높이는 방안이다. 두 번째, 예술인 복지 지원의 재원 을 확충하고 안정적 운용의 방안을 마련하는 것이다. 세 번째, 예술인과 소통할 수 있는 플랫폼의 마련으로 실질적인 예술인의 요구를 수렴하는 것이다. 예술인 협업차원으로는 예술인 노동조합, 유사조직인 유니온 조직의 결성 및 가입의 활 성화이다. 다음으로 문화예술단체 협동조합, 사회적기업의 설립 및 전환으로 예 술인들의 불안정한 고용과 경제적 어려움을 해소하고 지역사회의 문제를 해결하 는 활동으로 예술의 공공성을 확보하는 것이다. 수혜자로서 예술인은 정부에서 실시하는 정책의 적극적인 관심과 참여를 하며, 수준 높은 창작 활동으로 예술인 의 지위를 높여야 한다. 또한 문화예술이 공공성의 특징을 가지고 있는 점을 염 두에 두어 예술 창작 활동에 있어서 사회적 책임의식을 강화하여야 한다. 이와 함께 예술인 복지의 향상을 위해 정책을 인식 개선과 제도 개선의 측면 으로 나누어 제언하였다. 인식 개선으로는 예술에 대한 국가의 역할 인식의 전 환, 예술인 복지에 대한 사회적 합의를 위한 국가의 노력, 예술인 복지 관련 정 책에 대한 홍보의 강화이다. 제도 개선 측면으로는 '예술인' 을 특별 직업군으로 새롭게 규정하며, 예술인 고용보험의 안정적인 정착을 위한 노력, 창작지원금의 다양화이다. 또한 사회간접자본의 건립 및 운영, 전문 인력 양성, 예술인복지금고 설립 및 운영, 예술인공제사업 추진, 문화예술 특성에 맞는 공동체 육성을 위한 제도 구축, 예술인 우대 조세 정책 시행 등을 제언하였다. 「예술인 복지법」의 제정, 한국예술인복지재단의 설립에 이어 최근 통과된 예술인 고용보험의 시행으로 우리나라는 예술인에 대한 복지 수준이 향상되었다 고 평가할 수 있다. 이에 일반 국민들의 사회적 합의와 지지가 필요하다. 이제는 우리나라의 예술과 예술인을 보호하려는 국가와 국민의 지원과 인식이 필요한 시점이라고 할 수 있다.
There is a public misunderstanding that 'Art comes from poverty' in relation to artistic activities. This the fixed idea justifies the economic difficulties of artists, meaning that poverty is sublimated into art and artworks. In 2011, there was an incident in which a young artist died alone after suffering from extreme hardships. In addition, the "2018 Artists Status Survey" conducted by the Ministry of Culture, Sports and Tourism in 2018 shows that artists earned an average of 12.81 million won per year from their artistic activities, a lower figure than the annual minimum wage income of 18.88 million won in the same year. As such, artists are struggling economically. Artists earn economic income through artistic activities, so they should view artistic activity as labor to be accompanied by appropriate economic cost and guarantee of status. In this regard, it is necessary to define artists as "workers". Because they are workers, artists should not be poor. They are also protected as a nation and have the right to enjoy economic stability and satisfaction of life. Thus it is the role of the welfare state to take responsibility for the welfare of artists. Against this background, this study has the following objectives. We analyze the welfare status of artists in Korea and consult the cases of major countries in order to get suggestions. The purpose of this study is to propose a system of welfare policies for artists and to suggest a policy for improving the welfare of artists by collecting opinions through a survey of artists and experts. Market failure occurs because art has different characteristics than those of other goods. That is, market failure occurs because technological advances do not improve productivity, and workers face information imbalance, high transaction costs, monopolies, and public property characteristics. Despite the unpredictability and uncertainty of the arts labor market, artists value internal values, and the production method of the project type causes artists to oversupply the market. This leads to the economic difficulties of artists. In Korea, "Artist" is defined in the 「Art & Culture Promotion Act」, 「Copyright Act」, and 「Artist Welfare Act」. Artists with a large of number of professional intermittent and irregular jobs are not recognized as "Workers" under the「Labor Standards Act」. As a result, they cannot meet the requirements of various social security systems and are therefore placed in a blind spot for welfare. In the case of welfare support for artists in which public support is essential, securing the validity and justification of support for artists is an essential factor. The publicity of art is recognized at the existential and normative levels. In addition, it can be said that art is a public good and a public interest by combining art's social influence with various social forms, and it has external effects and economic value. It can further be said that it possesses the legitimacy of government support for the welfare of artists. For the proposal to improve the policy system for 'Artist Welfare', five policy measures were derived for the welfare of artists, 'Support, Cultivation, Protection, Composition, and Regulation.' Based on these criteria, further research was conducted. This study examined the policy system of the overall welfare of artists, different from the specific and narrow scope of the study since 2011. Based on this, the artist welfare policy system was proposed not only for the unilateral support of the state, but also for collaboration between artists and the role of the beneficiary artists. This emphasize the importance of the role of the artist and the role of the state in the welfare of the artists. It is meaningful to improve the welfare level of artists in Korea by finding out implications through comparison and examination the systems and detailed policies implemented for the welfare of artists in major countries. To this end, analysis and comparison was conducted with a focus on France, Germany, the United States, and the Netherlands. Not all four countries existed in the 'Welfare Act for Artists', which gives artists a special status. Only France, Germany, and the Netherlands enacted such special laws, laying a basis for the social security of artists. France operates a separate social security system for artists, and it supports artists who receive copyright fees and those who are hired. In addition, it is the only country that operates "Intermittent du spectacle," an unemployment insurance system for the non-regular performing arts class. The artist unemployment insurance system is designed to be flexible and generous, but it is not applied to unemployment insurance as a self-employed person in the case of a service contract. Also providing a high level of social security services, Germany offers artists comprehensive social security benefits. They are guaranteed both by the general social security system and the social security system for artists. In addition, the pension system is operated separately in order to provide practical economic security benefits as part of the life cycle policy. The Netherlands, characterized by a well-established minimum income security system for the socially disadvantaged in the form of public assistance, guarantees the basic life of artists in the form of "Wet Werk en Inkomen Kunstenaars, WWIK." In addition to public support, France is also active in the activities of trade unions and co-operatives, which are artist social communities. French artist unions appear to be actively involved in policy-making processes, as well as in member arguments for interests. In the United States, industrial unions of artists play a large role in artists' arguments for interests and in the role of artists' social security through the operation of insurance and credit cooperatives. Korea's trade unions deserve to refer to the U.S. case. Korea's "Social Insurance System" is a national integrated system without distinction by job type, and it is designed around regular wage workers, making it difficult for artists to join the system. As in the case of Germany and France, it is necessary for Korea to implement a separate social security system for the class of artists or to retype artists as workers. In addition, the "social security system" for artists should focus on preparing the social status of artists and providing an economic compensation system for the performance of artistic activities, taking into account the characteristics of artists. Artists often write contracts because art has a higher percentage of freelancers than do other professions. However, artists are often damaged in the event of a dispute because they have not completed a written contract or missed vital parts within it. Through the recent revision of the 「Artist Welfare Act」, regulations on the obligation to create and manage a written contract for cultural and artistic services were prepared, regulations for the creation of a fair culture and arts ecosystem were prepared, and professional rights were systematized. The epidemic of the new Coronavirus(Covid-19), which began at the end of 2019, has emerged as a problem. This has led to discussions on the expansion of employment insurance. As a first result, "The Artist Employment Insurance System," originally pending until May 2020, has passed the National Assembly and is about to take effect. For stable settlement of the system, follow-up measures such as active public relations, revitalization of standard contracts, and revision of related regulations should be followed. The Korean Artists Welfare Foundation has prepared projects to improve the welfare treatment of artists and cultural and arts organizations. However, there are cases in which publicity for these projects is insufficient and they are set to close early when the respective budgets are exhausted. It also follows the principle of "applicationism" and "certification of artistic activities" is essential. Moreover, There are limitations for artists who have difficulty accessing the Internet because the application for business is online. It is worth noting that in France, social insurance can be obtained solely by contract, without proof of artistic activity. The role of artist community, as well as of state support is an important factor for "artist welfare." A 'trade union' can be used as an interest representation organization to improve artist welfare, relieve living anxiety, and improve employment and working conditions. In the field of culture and art, artists join in the form of industrial unions and union organizations, which can be called 'quasi-unions,' have been formed and operated mainly by artists characterized by freelance and intermittent labor. The characteristics of 'co-operative' and 'social enterprise' based on the concept of 'social economy' can be said to be suitable forms of economic activity organizations in the field of culture and art. In other words, positive effects such as job creation, community revitalization, community culture formation, and social contribution can solve employment-related problems in the culture and art, as well as the problems that derive from them. In addition, opportunities can be realized for promotion of social values such as culture and art and the fulfillment of the role of art as a public good. A survey was conducted with 131 artists living in Jeju Special Self-Governing Province in order to find out the recognition, satisfaction, and preference for an artist welfare system. Its results show that the most unstable factor in recent years has been jobs, followed by difficulties in artistic activities. This phenomenon can be interpreted as being caused by unstable, intermittent employment and irregular income due to the project-type working environment. Moreover, the overall recognition of the artist welfare system was very low. The recognition of welfare law, related organizations, and implementation projects is also all very low, indicating that the government needs to actively promote it. In addition, the satisfaction with the artist welfare system is not high, and the majority of artists feel uncomfortable using it. This may point to the fact that the Korean Artists Welfare Foundation is located in the Seoul metropolitan area, so geographical accessibility is poor, and only online promotions and applications are processed. According to a survey on the preferences of 12 welfare system items, 'Preparation for the creation of artistic activities' was the highest, followed by 'Support for unemployment benefits when artistic activities were suspended.' These results show that there is a high demand for government support in performing artistic activities. They may also indicate that job creation, as well as opportunities for artistic activities and economic income, can be obtained through art activities. To discover the importance and priority of the artist's welfare policy measures derived from the theoretical study, a survey of 25 experts was conducted utilizing AHP analysis. The first-phase analysis examined the importance of the artist welfare policy measures and found that "Support" ranked the highest, followed by "Protection, Cultivation, Composition and Regulation." Like the demands of artists, these can be interpreted as the most important thing to create an environment for artistic activities with government support. The overall importance of the 20 sub-indices was calculated by aggregating the estimated relative weights through the double contrast bridge between the upper and lower indicators of the artist welfare policy measures. "Support for creation reserve" showed the highest importance, followed by 'Creating jobs through compulsory education of culture and arts,' 'Locating places and operating facilities after establishing social overhead capital,' 'Reforming jobs for artists,' and 'Creating art management personnel.' It can thus be interpreted that the government should provide an environment for artists to actively engage in artistic activities and ensure that artists can actively engage in cultural and artistic activities. Based on theoretical research and prior study, an artist welfare policy system was proposed. First of all, the government should increase the efficiency of administrative services by transferring the welfare system for artists, currently concentrated in the Seoul metropolitan area to provincial areas. Second, it should expand funds for the welfare support of artists and implement measures for stable operation. Third, it should collect the actual needs of artists by preparing a platform to communicate with them. As a dimension of artist collaboration, the government should encourage the formation and membership of artist trade unions and other similar union organizations. Next, the establishment and conversion of cultural and art organizations co-operatives and social enterprises would solve the unstable employment and economic difficulties of artists, as ewll as secure the publicity of the arts by solving problems in the community. As beneficiaries, artists should take an active interest and participate in government policies in order to raise the status of artists with high-quality creative activities. In addition, a sense of social responsibility should be strengthened in artistic creative activities by keeping in mind that culture and art have the characteristics of public character. At the same time, this study suggested that policy be divided into the aspects of improving awareness and system improvement in order to better artist welfare. Improvements in awareness include a shift in the recognition of the nation's role in art, the nation's efforts for social consensus on artist welfare, and the strengthening of publicity for artist welfare-related policies. System improvement should include 'artists' as a newly defined special occupational group, efforts for stable settlement of employment insurance for artists, and diversification of creative support funds. Also suggested are the establishment and operation of social overhead capital, the fostering of professional human resources, the establishment and operation of an artist welfare credit cooperatives, the promotion of artist deduction projects, the establishment of a system for fostering communities suitable for culture and art characteristics, and the implementation of preferential tax policies for artists. It can be concluded that Korea's welfare level for artists has improved through the enactment of the 「Artist Welfare Act」, the establishment of the Korea Artists Welfare Foundation and the recent implementation of the Employment Insurance for Artists. Therefore, social consensus and support from the general public are needed. Indeed, it can be said that now is the time to support and recognize the nation and the people who want to protect the arts and artists in Korea.
