중국의 대규모 지진에 대한 재해관리와 대책에 관한 연구

Abstract

Historically, the development and progress of human society have always involved various disasters. China is a country where frequent natural disasters occur due to its vast territory and complex geological topography. Not only did it have a profound impact on the daily life of the people's crowd, but it also brought enormous losses and destruction to the development of the national economy and society. Management of public crises caused by natural disasters is one of the main concerns of government ministries and academia. The government's important responsibility is to deal with the public crisis caused by natural disasters. Government ministries minimize damage by responding quickly after natural disasters occur. China lacks experience in crisis management practice in preparation for natural disasters, so there is a need and urgency for research on public crisis management. The text is based on the department theory related to public crisis management as the subject of research on the unexpected natural disaster public crisis. This study has important theories and practical significance that start from the actual position of Chinese society and combine it with typical cases to sum up the experience of crisis handling and study the government's countermeasures against public crises. It systematically analyzes the public crisis management system and process centered on Wenchuan and Tangshan to show the characteristics and problems of the government's behavior in public crisis management in China and to present problem solutions in combination with the basic principles and methods of public crisis management logic. By synthesizing China's reality, it compared and analyzed measures to deal with sudden natural disasters, systems, mechanisms, and laws through public crisis management research, suggesting directions for the next step of improvement to reflect China's shortage.

역사적으로 인류사회의 발전과 진보는 늘 다양한 재앙을 수반했다. 중국은 광활한 영토와 복잡한 지질학적 지형으로 빈번한 자연재해가 발생하는 국가이다. 인민 군중의 일상생활에 지대한 영향을 주었을 뿐만 아니라, 국민 경제 발전과 사회에도 막대한 손실과 파괴를 가져왔다. 자연재해로 인한 공공위기에 대한 관리는 정부 부처 및 학계의 주요 관심사 중 하나다. 자연재해로 인한 공공위기의 처리는 정부의 중요한 책무이다. 정부 부처는 자연재해 발생 후 신속한 대응으로 피해를 최소화한다. 중국은 자연재해에 대비한 위기관리 실천 경험이 부족해 공공위기 관리 연구의 필요성과 시급성이 있다. 본문은 돌발 자연재해 공공위기를 연구 대상으로 공공위기 관리 관련 학과 이론을 기초로 한다. 이번 연구는 현재 중국 사회의 실제 입장에서 출발하여 전형적인 사례와 결합하여 위기 처리의 실천 경험을 총결산하고 정부의 공공위기 대응책을 연구하는 중요한 이론과 현실적 의의를 가지고 있다. Wenchuan과 Tangshan을 중심으로 공공위기 관리시스템 및 프로세스를 체계적으로 분석해 중국 공공위기 관리에서의 정부의 행동 특성과 문제점을 보여주고 공공위기 관리 논리의 기본원리 및 방법과 결합하여 문제해결책을 제시하는 것이다. 중국의 실상을 종합해 돌발 자연재해 공공위기 관리 연구를 통해 돌발 자연재해 처리 방안과 체제, 메커니즘, 법치 등을 비교 분석해 중국의 부족함을 반영해 다음 단계의 개선 방향을 제시했다.
