베트남의 통관제도 분석에따른한국기업의 대응방안에 관한 연구

Abstract

In recent years, Vietnam is emerging as an alternative to China for manufacturing due to the US-China trade dispute. Investment in Vietnam is rapidly increasing, and Vietnam's economic growth is expected. Vietnam is an important trading partner for Korea and has high growth potential. The Vietnamese government is actively promoting changes in the investment environment and modernization of customs administration by improving the system. However, Vietnam still has unsolved problems, and there are still difficulties in import and export activities of companies due to excessive requirements and complicated customs procedures for import and export of Vietnam. The purpose of this study is to prepare Korean companies exporting to Vietnam for difficulties in customs clearance in Vietnam, expand Korea's trade with Vietnam, and enhance trade cooperation between the two countries. Therefore, based on the local point of view, major factors judged to be important in Vietnam's customs-related system were derived and the priorities of each factor were analyzed. In this study, in order to understand the importance and priority of system improvement measures related to customs in Vietnam, implementation factors were established and related experts were investigated. In order to achieve the purpose of the study, a literature study was conducted to identify factors for improvement measures related to customs in Vietnam. Based on the derived results, the first and second expert surveys were analyzed with the Delphi method through SPSS 26.0. After the third pairwise comparison study was performed, AHP analysis was performed using Expert Choice 2000. The results of analyzing the importance and priority of each measurement area are as follows. First, the relative importance and priority in the first-tier measurement area appeared in the order of efficiency of customs procedures, system connectivity, professionalism of public officials, and clarity of customs system, and thus the efficiency of customs procedures was evaluated as the most important factor. Second, the relative importance and priority in the two-tier measurement factors are as follows. In the factors of efficiency of the customs procedure, the reduction of the period of customs clearance, improvement of the import/export inspection procedure, and the consistency of customs processing were found in the order. In the factors of system connectivity, completeness of electronic customs clearance system and cooperation system with other ministries were found in the order. In terms of the professionalism of public officials, the order of task processing speed, job professionalism, integrity, and kindness was found. In terms of the clarity of the customs system, the unification and clarification of the interpretation of the customs law, the unification of the customs law system, and the abolition of non-tariff barriers appeared in the order. Third, by studying the overall importance and priority analysis results, it can be inferred that companies feel that the current customs clearance process with Vietnam is slow and the electronic customs clearance system is insufficient.
