제주지역화폐 정책의 효과 분석

Abstract

우리나라의 지역화폐는 1997년 IMF 이후부터 운영되기 시작하였고, 2018년 지방선거과정에서 정책화 되어 2020년 이후부터는 코로나19로 타격을 입은 소상공인을 돕기 위한 정책으로 적극 추진되고 있다. 제주특별자치도 역시 코로나19로 인한 지역경기 침체를 극복하기 위해 2020년 11월 30일 제주지역화폐 탐나는전을 시행하였다. 지역화폐 정책은 현재 큰 효과성이 기대되어 대부분의 지자체에서 시행하고 있으나 급격히 확장되는 지역화폐 정책의 부작용을 지적하는 목소리도 많다. 본 연구의 목적은 지난 약 2년 동안 시행된 탐나는전의 지역 거시경제에 끼친 파급력을 살펴보고, 지역화폐의 활성화 방안과 정책적 효용성에 대해 알아보는 것이다. 이를 위해 먼저 정책 관계자와 탐나는전 가맹점주를 대상으로 반구조화된 질문(semi-structured questions)을 바탕으로 심층면접조사를 실시하여 운영 현황, 활성화 체감도, 개선사항을 조사하였다. 그리고 탐나는전의 효과의 실증분석을 위해 제주지역의 거시경제지표를 활용한 시계열 분석, 가맹주를 대상으로 실시한 300부의 설문조사표를 활용한 매출효과 분석을 하였다. 분석 결과, 지역화폐 탐나는전은 지역경제 활성화에는 큰 영향을 미치는 요인은 아니었으나, 업종별 매출액 범주 및 매출효과에 따른 상관성이 발견되고, 업종마다 탐나는전의 영향이 다르게 나타났다는 것을 확인할 수 있었다. 본 연구는 탐나는전을 사용하는 업체의 직접적인 매출액 데이터를 수집하여 분석하지 못해 탐나는전의 경제 활성화 효과를 간접적으로 탐색했다는 한계점을 지닌다. 그러나 행정․정책학적 관점에서 볼 때, 본 연구는 탐나는전의 효과를 다각도로 살펴보려고 노력한 초기 연구가 될 것이다. 앞으로 추가적인 연구가 지속적으로 나와 제주도 지역화폐 정책의 효과성이 제고되기를 기대해본다.| Many local governments in South Korea have been actively issuing local currencies to help boost the local economy by increasing sales of small business owners. Jeju Special Self-Governing Province also launched own local currency, named “Tamnaneunjeon” on November 30th, 2020 to overcome a regional economic downturn caused by COVID-19. The purpose of this study is to examine the impact of the “Tamnaneunjeon” on the local macroeconomy and to find out the effectiveness of local currency on sales of local business owners. To achieve the purpose, first, I interviewed public officials who in charge of the policy and franchise owners who are members of “Tamnaneunjeon” to investigate problems and improvements in its policy implementation. In addition to the interviews, a time series analysis with the variables of local economic and business indicators was conducted, and a ordered logistic regression analysis was used to analyze survey data, collected from 300 local business owners in order to empirically measure the effectiveness of the “Tamnaneunjeon”. The results of the aforementioned analyses show that Jeju’s local currency, “Tamnaneunjeon”, is ineffective to boost local economy. However, the benefits of the policy of using local currency vary by business types as founded that a correlation between the increase of sales and the type of business is statistically significant. For example, retail business and private education business have statistically significant increases of their sales when they affiliate the “Tamnaneunjeon” members. This study has a limitation to indirectly explore the policy effects of “Tamnaneunjeon” due to the difficulty of obtaining raw data about sales amounts of local business stores before and after the issuance of the local currency. Meanwhile, the contribution of this study is that it provides empirical evidence regarding what type of local business had benefits from the policy of promoting local currency in the Jeju province. I hope that additional research will continue to be conducted in the future so that the Jeju government can improve the “Tamnaneunjeon” policy as every type of small business can increase their sales as its policy is designed.
