제주형 공유기반 행정서비스 주요 요소 도출과 모형 제안

Abstract

본 연구의 목적은 공유기반의 행정서비스 체계를 구축하기 위한 중요 요소를 제시하고, 그 요소를 반영하는 모형을 제안하는 것에 있다. 본 연구의 목적을 달성하기 위해 크게 두 영역에서 연구를 진행한다. 첫째, 델파이조사를 통해 설문지를 구성한다. 둘째, AHP 전문가 조사를 통해 공유기반 행정서비스의 주요 요소를 도출한다. 셋째, 제주지역에 적용할 수 있는 공유기반 행정서비스 체계의 모형을 구축한다. 이로써 최종적으로 조사 결과에 따른 모형 구축과 조례 제안, 그리고 공유기반 행정서비스체계를 구축하고 활성화하기 위한 정책제언을 제시하였다. 연구결과 공유기반 행정서비스의 중요 요소에 대한 인식은 제도, 인력, 조직, 예산 순으로 대분류된다. 중요 요소들의 전체 순위는 다음과 같다. (1위) 정부계획수립 (2위) 전문인력의 채용 (3위) 조례 신설 (4위) 행정조직 신설 (5위) 공유관련 DB 구축 (6위) 정보의 데이터센터구축 (7위) 공직자 사전교육 (8위) 소통전문가 양성 (9위) 국내외사례분석 (10위) 개인정보 보호 강화 (11위) 심사위원회 신설 (12위) 조례에 보조금 지원할 수 있는 단체 열거 (13위) 기관 간 홍보채널 구축 (14위) 사업라인 전담반 구축 (15위) 특별회계의 틀 설정 (16위) 직위분류제 확대 시행 (17위) 일반회계에서의 지원 가능성 확보 (18위) 지역 사회봉사와 거버넌스 구축 (19위) 공유기반 담당 제3 기구에 예산투입과 위탁 (20위) 공유자산 확보

이러한 결과를 참고하여 본 연구에서는 공유기반 행정서비스 모형을 세 가지로 나누어 제안하였다. 모형 1. 행정부문 내의 공유기반 행정서비스 모형 모형 2. 행정과 민간부문이 거버넌스 형태로 구성된 공유기반 행정서비스 모형 모형 3. 민간부문 간 협력 통한 서비스 제공의 공유기반 행정서비스 모형 본 연구에서는 제주지역에 적용할 수 있는 공유기반 행정서비스 체계화를 위한 조례를 제안하였다. 조례구성 내용은 다음과 같다. 1) 목적 2) 정의 : 공유, 공유기반 행정서비스 3) 제주특별자치도지사의 책무 4) 민간부문의 역할과 참여 5) 공유기반 행정서비스 체계화 내용 6) 공유기반 행정서비스를 위한 지원 7) 민간부문과의 협력과 지원 8) 보조금 등 지원 9) 공유기반 행정서비스 촉진위원회의 설치 10) 공유촉진위원회의 운영 11) 공유기반 행정서비스 지원센터 설치 12) 공유기반 행정서비스 지원센터 운영 13) 공유기반 행정서비스 플랫폼 설치 14) 공유기반 행정서비스 플랫폼 운영 정책제언으로는 제도, 조직, 인력, 예산 측면에서 제안했다. 계획수립을 위한 정책제언도 추가하였다. 현시점에서 제주지역의 공유기반 행정서비스가 체계화되려면 먼저 공직에서의 이해가 우선시되어야 한다는 제안을 하고 싶다. 거버넌스적 접근, 협동 생산적 접근, 민간기법의 도입과 수익배분에 대한 인식, 사회적 형평성 제고를 위해서 공유기반 행정서비스의 도입과 체계화가 필요하다. 이러한 공유기반행정의 가치에 대해 공직 담당자들의 이해가 선행되어야 할 것이다. 덧붙여, 제주특별자치도는 관계국가모형의 맥락에서 거버넌스 이해관계자들의 협력을 유도하고 공유할 수 있는 기반을 마련하는 중재자 역할을 할 필요가 있다고 본다. | The purpose of this study is to present important elements for establishing a sharing-based administrative service system. In addition, this study proposed a model that reflects the sharing-based administrative bussis elements. This study was conducted in two main areas. First, this study created a questionnaire for AHP through the Delphi survey. Second, this study inferred the important elements of sharing-based administrative services with the results of an expert survey called AHP. Third, this study created a model of a sharing-based administrative service system that can be applied to the Jeju region. At the end of this study, we propose a model and a local code. And we proposed policies to make the sharing-based administrative service system a success. As a result of the study, the priority of important elements of sharing-based administrative service is as follows. (No. 1) Establishing government plans (No. 2) Recruitment of professional personnel (No. 3) Establishment of self-governing laws (No. 4) Establishment of an administrative organization in charge of shared administration (No. 5) DB construction related to shared administration (No. 6) Creation of government data centers (No. 7) Education for public officials (No. 8) Cultivating communication experts (No. 9) Analyzing domestic and international cases (No. 10) Protecting personal information (No. 11) Establishment of the judging committee (No. 12) List organizations that can apply for subsidies in accordance with local laws and regulations (No. 13) Creating a PR channel that can connect organizations (No. 14) Creating a dedicated business department (No. 15) Setting the framework for special accounting (No. 16) Expansion of the position classification system (No. 17) Securing the possibility of application from general accounting (No. 18) Creating governance that connects with community service (No. 19) Injecting and entrusting the budget to the organization in charge of shared administration (No. 20) Securing Shareable Assets This study proposed three sharing-based administrative service models by referring to the results of AHP analysis. Model 1. Shared-based administrative service model within the administrative sector Model 2. Sharing-based administrative service model in which the public administration and the private sector form a form of governance Model 3. Sharing-based administrative service model that provides administrative services by supporting cooperation between the private sector This study proposed autonomous laws and regulations for the systematization of sharing-based administrative services that can be applied to the Jeju region. The contents of the autonomous laws are as follows. 1) purpose 2) Definition: 'sharing', 'sharing-based administrative service' 3) Responsibilities of the Governor of Jeju Special Self-Governing Province 4) Role and participation of the private sector 5) Contents for systematization of sharing-based administrative services 6) Support for sharing-based administrative services 7) Cooperation and support with the private sector 8) Subsidies, etc. 9) Establishment of Sharing-Based Administrative Service Promotion Committee 10) Operation of Sharing Promotion Committee 11) Establishment of a sharing-based administrative service support center 12) Operation of a sharing-based administrative service support center 13) Installation of a sharing-based administrative service platform 14) Operation of a sharing-based administrative service platform This study proposed policies in terms of system, organization, manpower, and budget. Additionally, this study also suggested policies necessary for planning.
