Abstract

The Corona pandemic is not over in worldwide, the trade war between the United States and China is still ongoing, the war between Russia and Ukraine is also causing international tensions, and Europe is facing a crisis of energy shortage. In this context, new trade protectionism resurfaces. In order to protect domestic industries, countries use various trade remedies and non-tariff trade barriers, and the scope of trade frictions will continue to expand. Developing countries offer various types of export bonuses and subsidies to boost exports, while advanced countries impose tariffs as a major import restriction measure to protect the domestic market. Since the subsidy policy of each country is very sensitive in the international economy, the number of countries and industries involved in the global subsidy dispute is expected to continue to expand. Therefore, this study studied the contents and provisions of the WTO general agreement on subsidies and compensatory tariffs, and analyzed the current situation of the investigation and measures of compensatory tariffs in major countries. In addition to a comparative study of the compensatory tariff systems of Korea and China, the two countries will learn about representative subsidy disputes under the WTO system, provide necessary information to the governments and companies of the two countries, propose problems in countervailing duties and investigations, and discuss strategies for future improvement. As one of the world's economic powerhouses and important trading partners, South Korea and China need to strengthen cooperation and jointly push forward the process of economic globalization in order to pursue a fair trade and trade environment. Anti-dumping measures should not only focus on higher frequency, more attention will be a greater impact on domestic industry and government policy measures, subsidies and countervailing duties of internal strategic adjustment of domestic subsidy policy, prevention, strengthen the role of the trade commission, foreign countries related to the new policy, new dynamic analysis international, a voice, It is of great significance to work hard to build new rules of anti-subsidy in the world.
