제주지역 예술 보조금 관련 지대추구 행위에 대한 인식과 실태 분석 연구

Abstract

본 연구는 제주도 예술 보조금에 대한 지대추구 행위에 관한 인식과 실태를 분석한 연구이다. 예술 보조금의 재정적 지원이 확대됨에 따라 예술 보조금에 대한 공정성 확보에 대한 사회적 요구가 높아지고 있다. 제주지역의 예산제도나 이에 대한 개선방안에 관한 연구가 진행되고 있지만 예술 보조금에 초점을 두고 지대추구 행위의 인식과 실태를 분석하고 정책적 제언까지 진행한 연구는 없었다. 본 연구의 대상은 예술 보조금의 직접적 수혜자인 예술가와 예술 보조금 관리 운영의 수급자인 관료이며, 예술 보조금 제도와 운영방식 등을 포괄하고 있다. 본 연구의 주요 키워드인 예술 보조금 분배는 정치학의 지대추구 행위 이론에 경제학적 개념을 적용하여 보다 객관적인 정치·경제학적 접근을 위하여 관련 예술가를 대상으로 설문조사 방식으로 진행되었다. 이론적 배경에서는 보조금의 역할과 운영, 지방 보조금의 특성, 보조금 운영에 따른 효율성을 설명하였다. 보조금은 정책 집행 과정에서 정책 목표 달성을 위한 도구이며 효율적 운영은 지역의 자생적 발전에 영향을 미친다. 지대추구 행위에 관한 연구에서는 공공선택 모형에서의 지대추구와 이익집단 이론, 문지기 이론, 대리인 이론에 대한 선행연구를 진행하였고, 예술시장에서의 지대추구 현상에 대해 살펴보았다. 또한 민주적 의사결정 과정에서 지대추구와 규제 속 이익집단 행위, 게이트 키퍼와 지대추구에 대해 설명하였다. 아울러, 공정성에 대한 이론을 면밀히 살펴 보조금 운영과 예술이 문화정책에 어떻게 가치부여 되는지 설명하였다. 이를 위해 ‘절차공정성’, ‘분배공정성’, ‘제도개선’이 ‘지대추구 피해’와의 관계를 분석하고 정책 제언을 위한 분석을 실시하였고 이에 대한 결과를 도출하였다. 연구방법은 빈도분석과 구조방정식 등을 이용해 절차공정성, 분배공정성, 지대추구 피해, 제도개선과의 매개효과를 분석하였다. 분석결과 분배공정성과 절차공정성이 지대추구 피해에 영향을 주고 있지만 제도개선에는 절차공정성만 영향을 주었다. 제도개선과 지대추구 피해 간의 매개분석에서는 유의미하지 않은 영향을 준다고 나타났다. 분석된 자료를 바탕으로 제주지역 예술 보조금의 공정성 확보를 위해 전문가 인터뷰를 실시해 통해 제주지역 예술 보조금의 공정성 확보를 위한 정책 제언으로 보조금 집행과정의 절차적 방법 개선과 보조금 심사제도, 심사위원 검증제도, 보조사업 모니터링 강화, 보조금 환류 시스템, 정보 공개에 공정성 마련 등이 제시되었다. 본 연구의 한계로는 예술 보조금과 지대추구 피해요인을 보다 객관적으로 평가 할 수 있는 명확한 기준의 부재라고 할 수 있다. 후속 연구에서는 본 연구를 기초로 체계적인 학술적 분석모형의 개념을 정립하고 예술 보조금과 관련한 지대추구 행위의 개선을 위한 보다 객관적이고 실용적인 정책적 제언을 제시할 수 있는 연구가 필요하다고 하겠다. | The purpose of this paper is to analyze the perception and situation of rent-seeking activities related to art subsidies in Jeju-do. As financial supports for art subsidies are ever expanding, social requests for securing fairness as to art subsidies are also increasing. While many studies on the budget system and how to improve it in Jeju are being carried out, there hasn’t been any that looks into the perception and the reality of rent-seeking activities and comes up with policy suggestions regarding art subsidies. The subjects of this study include artists who directly receive art subsidies, government officials that are in charge of managing and handling such subsidies, culture & art subsidy systems, related operation methods and others. This study, of which main keyword is the distribution of art subsidies, has been conducted through a survey of related artists by applying economic concepts to the theory of rent-seeking activities mentioned in politics so as to make a more objective political and economic approach. In the theoretical background, roles and operation of subsidies, features of subsidies granted by local governments, and effects followed by the operation of subsidies are explained. Subsidies are tools used to achieve policy goals in the process of implementing policies, and their efficient operation would have effect on the self-development of regions. For this study on rent-seeking activities preceding researches on rent-seeking from the public choice theory, the interest group theory, the gatekeeper theory, and the agency theory have been carried out, and the rent-seeking phenomenon in the art market has been looked into. In addition, rent-seeking activities in the process of making democratic decisions, interest group behaviors in regulations, gatekeepers, and sent-seeking have been explained. At the same time, the theory of fairness has been closely examined, and how subsidy operation and art would add value to culture policies have been explained. To this end, how ‘procedural justice’, ‘distributive justice’, and ‘system improvement’ could affect ‘rent-seeking damages has been analyzed, analysis to make policy suggestions has been made, and relevant results have been derived. By using frequency analysis, structural equations, and others, this study has analyzed mediation effect among procedural justice, distributive justice, rent-seeking damages, and system improvement. According to the result, it is distributive justice and procedural justice that have effect on rent-seeking damages, while system improvement is affected only by procedural justice. And the mediation analysis shows there is no significant effect between system improvement and rent-seeking damages. Based on the analyzed materials, procedural method improvement in executing subsidies, subsidy regulatory systems, judging committee auditing systems, assistance project monitoring enhancement, subsidy return systems, information disclosure fairness, and others have been presented as policy suggestions to secure fairness as to art subsidies in Jeju by conducting interviews with experts. While carrying forward this study, the lack of a clear criteria used to objectively assess relations between art subsidies and rent-seeking damages has emerged as a restriction. It would be necessary to conduct follow-up researches to come up with more objective and practical policy suggestions so as to define the concept of a systemized academic analysis model and improve relations between art subsidies and related rent-seeking activities based on this study.
