재해형 공공위기 관리에 관한 연구

Abstract

With the frequent occurrence of major natural disasters in the world, the people's lives and property have suffered heavy losses, and countries around the world pay more and more attention to the research on crisis management. How to deal with major natural disaster crisis is also an urgent issue in China. In order to promote the rapid economic growth, China has sacrificed a lot of environmental resources, destroyed many complete biological chains, the destruction of vegetation, soil erosion have intensified the occurrence of natural disasters. How to deal with the increasingly serious natural disaster-type public crisis has become a difficult challenge for the Chinese government. In all kinds of disasters, especially forest fires are tricky. Not only in China, but also due to global warming and human activities, forest fires occur frequently around the world. The scale of wildfires shows a tendency of large-scale and a longer duration, and the loss of wildfires is also increasing sharply. Therefore, how the government effectively responds to the public crisis caused by the disaster is an important topic. Especially in Sichuan Province, China, due to geographical and climatic reasons, more natural disasters. Frequent forest fires in Liangshan Prefecture, Sichuan Province, make it difficult to fire fighting and rescue, which causes serious losses to forest resources and always threatens the life safety of firefighters. In order to effectively prevent and extinguish the mountain fires in Liangshan Prefecture, this paper sorts out and analyzes the data of forest fires in Liangshan Prefecture from 2004 to 2020. Taking the forest fires in Liangshan Prefecture, Sichuan Province as the research object, and based on the relevant theories of disaster-based public crisis management, the public crisis management system and process are systematically analyzed. In the forest fire in Liangshan Prefecture, Sichuan province, the government pointed out the effect and existing problems of the forest fire public crisis management through the examination and analysis of the current situation of crisis management, and put forward the specific measures to improve the public forest fire crisis management in China.|세계적으로 중대한 자연재해가 빈번하게 발생함에 따라 인민의 생명과 재산은 매우 큰 손실을 입었고, 세계 여러 나라는 점점 위기관리 연구를 중시하게 되었다. 중대한 자연 재해형 위기에 어떻게 대처하느냐도 중국으로서는 절실한 과제다. 경제의 고속 성장을 촉진하기 위해 중국은 많은 환경 자원을 희생하고 많은 완전한 생물체인을 파괴했으며 식생의 파괴, 수토의 유실은 모두 자연재해 발생을 격화시켰다. 날로 심각해지는 중대한 자연 재해형 공공위기에 어떻게 대처하느냐가 중국 정부를 시험하는 하나의 곤란한 문제가 됐다. 각종 재해 중에서 특히 산불은 매우 까다롭다. 중국뿐만 아니라 지구온난화 및 인간 활동 등에 의해 전(全)지구적으로 산불발생이 빈번해지고 있으며, 산불의 규모가 대형화되고 지속기간이 길어지는 경향을 보이면서, 산불 피해 또한 급증하고 있다. 그래서 정부가 재해형으로 인한 공공위기를 어떻게 효율적으로 대처하느냐가 중요한 과제라고 말했다. 특히 중국 쓰촨성(四川省)은 지리적, 기후적 이유로 자연재해가 많다. 쓰촨성(四川省) 량산주(凉山州)에서는 산불이 빈번하게 발생하여 화재 진압 및 구조가 어렵고 산림 자원에 심각한 손실을 입히고 항상 소방관의 생명과 안전을 위협하고 있다. 량산주(凉山州）산불의 효과적인 예방과 진화를 위해 본 논문에서는 2004~2020년까지 량산주（凉山州）에서 발생한 산불 데이터를 정리 및 분석하여 쓰촨성 량산주 산불에 대한 연구대상으로 재해형 공공위기 관리 관련 이론을 바탕으로 공공위기관리 시스템 및 프로세스를 체계적으로 분석하였다. 쓰촨성 량산주 산불에서는 정부의 위기관리 현황에 대한 검토 및 분석을 통해 산불 공공위기관리의 효과와 문제점을 지적하고, 이를 바탕으로 중국의 산불 공공위기관리 개선을 위한 구체적인 방법을 제시하였다.
