1894~1904년 제주지방 재정의 구조와 변화

Abstract

본고는 1894년 ~ 1904년까지의 제주지방 재정의 구조와 변화를 성책 등의 실증적 자료를 근거로 규명하였다. 첫째 1894~1904년의 세입과 세출 항목을 구체적으로 분석하여, 조선후기에 독자적으로 운영되어 왔던 지방재정이 중앙정책의 변화에 따라 중앙재정에 예속화되는 과정을 살펴보았다. 즉, 법에 의해서 세입과 세출이 이루어졌다. 둘째, 1894~1904년의 세입 항목과 세출 항목을 분석하여 제주지방에서의 재정 특징을 확인하였다. 세입항목에서는 환경적 요인으로 인하여 지세보다는 호포세의 비중이 가장 컸다. 세출항목에서는 사회적인 요인으로 인하여 파견된 관리들의 여비 지출이 두드러졌다. 셋째, 제주지역의 재정 추이를 시계열로 분석하여, 각 연도별 주요 세입·세출 항목 외에 당시 제주지역 지방재정에 영향을 끼친 요인을 분석하였다. 이어서 1898년과 1901년에 발생한 민란과 지방재정과의 연관성을 살펴 그 요인을 재정적 측면에서 규명하였다. 즉, 성책을 통해서 1894~1904년의 제주지방 재정이 흑자로 운영되었다. 하지만 실상은 적자로 운영되어, 민란이 발생하게 된 요인이 되었다. 이 논문은 제주지역의 재정사 연구와 당시 지방행정의 일면을 파악하는 데에 도움이 될 것이다.| This paper identified the structure and changes in Jeju's finances from 1894 to 1904 based on empirical data such as the accounting data from the Joseon Dynasty. First, the revenue and expenditure items from 1894 to 1904 were analyzed in detail, and the process of subjugating local finances, which had been independently operated in the late Joseon Dynasty, to the central government finance in accordance with changes in policy of the central government. namely revenues and expenditures were made by law. Second, the financial characteristics of the Jeju were confirmed by analyzing the revenue and expenditure items from 1894 to 1904. In the revenue items, the proportion of the hopose(household cloth tax) was the largest rather than the land tax due to environmental factors. In the expenditure items, the travel expenses of dispatched officials were remarkable due to social factors. Third, by analyzing the fiscal trends in the Jeju in a time series, factors that affected local finances in Jeju at the time were analyzed in addition to major revenue and expenditure items for each year. the relationship between the uprising that occurred in 1898, 1901 and local finance was examined, and the factors were identified from a financial perspective. Therefore, through this accounting data, Jeju's finances from 1894 to 1904 were operated in surplus. However, in reality, it was operated in deficit, resulting in the uprising. This paper will help to study the financial history of Jeju and to understand aspects of local administration at that time.
