제주특별자치도 영어교육 및 외국어 정책에 대한 공무원 인식 연구

Abstract

영어가 국제어(international language) 또는 세계어(global language)로서 국제사 회에서 의사소통의 기준으로 특별한 역할을 하고 있음에 따라 영어 능력이 곧 국 제경쟁력을 갖추는 중요한 요소의 하나로 인식되고 있다. 제주특별자치도는 국제 경쟁력을 강화하기 위해 다양한 외국어 정책을 추진하고 있다. 또한 이러한 정책을 수립하고 추진하는 공무원들의 경쟁력을 강화하기 위해 제주특별자치도 차원에서 영어 등 외국어 교육을 강화하고 있다. 본 연구는 제주특별자치도 공무원 영어교육 및 외국어 정책에 대한 공무원들의 인식을 알아보고, 공무원 영어교육 프로그램의 개선방안, 제주특별자치도 영어 및 외국어 정책의 나아가야 할 방향을 제시해 보고자 한다. 이를 위해 제주특별자치도 공무원 260명을 대상으로 설문조사를 실시하였다. 설 문은 영어 및 외국어에 대한 태도와 인식 8문항, 공무원 영어교육 프로그램 실태 12문항, 제주특별자치도 영어 및 외국어 정책 16문항 등 총 36문항으로 구성되었다. 연구 결과를 요약하면 다음과 같다. 첫째, 영어 및 외국어에 대한 태도, 인식과 관련하여서는 제주특별자치도 공무 원들은 국제어(international language) 또는 세계어(global language)로서 특별한 역할을 하고 있는 영어의 중요성을 인식하고 있다. 그러나 실제 업무 추진과정에서는 영어의 필요성을 많이 느끼지 못하고 있다. 둘째, 공무원 영어교육 프로그램 실태와 관련하여서는 전반적인 영어교육 프로 그램에 대해서는 만족하는 편이며, 특히 장기영어과정에 대해서 만족도가 높았 다. 그러나 교육내용에 있어서 ESP 반영, 직장 내 영어교육 확대 등 개선해야 할 부분이 있다. 셋째, 제주특별자치도 영어 및 외국어 정책과 관련하여서는 국제자유도시 종합 계획 등 주요계획에 외국어를 포함한 제주특별자치도의 전반적인 언어정책이 구 체적으로 제시될 필요가 있다. 또한 제주특별자치도의 영어 경쟁력은 강화될 필 요가 있으며, 경쟁력 강화가 시급한 분야는 관광산업분야와 공무원을 비롯한 공 공분야이다. 영어 경쟁력 강화를 위하여 제주 전역에서 영어가 널리 사용되는 영 어 상용화 정책 추진이 필요하다. 본 연구의 결과를 토대로 하여 공무원 영어교육과 관련하여 다음과 같이 제언 하고자 한다. 첫째, 제도적 측면으로 외국어 우수 공무원에 대한 인센티브 확대이다. 구체적 인 예로 승진 시 가점 확대, 외국어 수당 등의 지급을 검토할 필요가 있다. 이외 에도 외국어 교육담당자의 전문성을 기르기 위해 교육실무 등의 교육 이수, 일정 기간 전보 제한 등이 필요하다. 또한 공무원 영어 전문가 양성 관련, 6급 장기영 어과정 수료자 등 영어 실력이 우수한 직원을 대상으로 하여 영어 관련 업무를 수행할 수 있는 부서 발령 등 관리가 필요하다. 둘째, 프로그램 측면과 관련하여, 프로그램 내용 구성과 교재 제작 시 제주특별 자치도의 지역적 특수성, 공무원이라는 직업적 특수성을 고려한 ESP의 반영이 필 요하다. 또한 현재 6급 공무원으로 한정하고 있는 장기영어과정의 교육 대상자를 확대해야 한다. 이외에도 직장 내 영어교육의 확대, 수요조사 체계 강화, 사이버 교육 관련 개선이 필요하다. 제주특별자치도 영어 및 외국어 정책과 관련하여 다음과 같이 제언하고자 한다. 첫째, 외국어 상용화 정책의 중단 없는 추진이다. 영어교육도시와 연계하여 연 간 계획 수립 및 점검 등이 지속적으로 이루어져야 한다. 둘째, 제주 지역 언론 및 방송 영어 서비스 환경이 점점 확대되고 있으나 아직 충분하다고는 볼 수 없다. 도내 방송사 등 언론사와의 협력을 통한 영어 서비스환경의 지속적인 확대가 필요하다. 셋째, 외국어는 언어경관(linguistic landscape)으로서 관광지 안내 표지판, 도로 표지판 등에 중요하게 사용되고 있다. 이를 위해 주변경관과 어울리고 안내 표기 등에 일관성을 유지하도록 하여야 한다. 넷째, 도민 대상 영어교육 시 ESP를 반영한 수준별, 직종별 영어교육의 확대 가 필요하며, 또한 기관별 상호 연계된 교육이 이루어질 수 있는 시스템을 강화 할 필요가 있다.

English is considered a very important factor to improve national power since it plays a special role in the world as an international language or a global language. Jeju local government pursues various foreign language policies to improve its competitiveness and educates its officials with foreign language teaching programs. Enhancing officials' English abilities is crucial in terms of local competitiveness. The purpose of this study is to investigate public officials' perceptions of English teaching programs and foreign language policies and suggest improvement plans of English teaching programs and foreign language policies in Jeju. In order to achieve the goal of the study, a total of 260 public officials of the local government were selected for questionnaire-based survey. Thirty-six questionnaire items were used to examine the perceptions of the officials. The results of this study can be summarized as follows.First, public officials of Jeju local government agreed with the importance of English as an international language or a global language but they did not feel the importance in their workplace. Second, the study showed that the officials were satisfied with English teaching programs of the local government but the government had to take into consideration the problems of the programs including English for Specific Purposes. The officials were interested in a long-term English program that lasts a year. Third, it indicated that general language policies of Jeju should be included into major plans like Jeju Free International City Plan. Jeju local government should build up its English competitiveness such as tourism industry and public sector. To reinforce English competitiveness, the government should execute policy of common use of English in everyday life in Jeju. In accordance with the study results, the following improvements in English teaching programs for public servants and language policies are suggested. First, it is necessary to offer officials practical incentives for their English learning. Practical incentives such as promotion advantages and salary increases can be offered to official who are very proficient at English communication skills. The local government should prepare programs for officials who are in charge of foreign language education for their expertise. The government should also give opportunities to officials who are good at English to work for departments which need English. Second, teaching programs should include ESP which meets the needs and interests of public officials. A long-term program for the 6th officials should be open to lower graders. Third, the use of English on tourism signs and streets signs as linguistic landscapes should be unified. Fourth, ESP should be considered into English teaching programs tailed to meet the needs and request of citizens.
