제주 해녀공동체의 특성과 지속가능한 마을어장 관리

Abstract

제주도는 한반도의 남쪽 바다 한가운데 자리잡고 있는 화산분출로 형성된 섬이다. 제주도의 연안바다는 쿠로시오 난류가 거칠지만 완만한 지형의 현무암 지대와 만나 각종 수산자원이 풍부한 천혜의 어장환경을 갖고 있다. 이러한 조건속에서 제주에는 거의 맨몸으로 바다에 뛰어들어 해조류와 어패류를 채집하는 것을 직업으로 삼아 살아가는 '해녀'라는 여성들이 존재한다. 전세계적으로 유사한 사례를 찾아보기 힘든 '해녀'의 존재는 역사적으로 최소 수백년을 거슬러 올라가기도 하는데, 고무옷과 물안경 같은 신기술의 도입을 최소화하면서 초기의 장비들을 이용하여 '물질'이라는 이름으로 생산활동을 이어나가고 있다. 물질의 독특함과 더불어 해녀공동체의 존재, 환경친화적이면서 생태적 지속가능성을 이어가고자 하는 해녀의 노력을 전세계적으로 인정받아 2016년에는 유네스코 세계무형문화유산에 등재된 바 있다. 본 논문은 제주 해녀들과 그들의 공동체가 제주바다 생태계의 건강함과 지속가능성에 어떠한 방식으로 영향을 미쳐왔는지 살펴보고자 한다. 우선적으로 해녀가 근대화와 더불어 자본주의 도입이라는 외적 조건의 변화에도 불구하고 무엇을 기반으로, 어떠한 방식을 통해 적응과 생존을 이어올 수 있었는지 살펴보고자 한다. 먼저 주목할 점은 물질을 통해 거둬들이는 해녀의 생산물이 자본주의가 도입된 근대 이후에도 지속적으로 충분한 상품성을 인정받으면서 해녀 노동의 가치가 유지되어져 왔다는 것이다. 이러한 상황은 가족과 같은 친족집단은 물론이고 제주사회 전반에서 해녀의 경제적 독립성을 촉진시켰고 자부심의 원천이 되기에 충분했다. 한편으로 제주의 해녀에게 '바다'라는 장소는 단지 수산자원을 채취하는 노동의 공간으로 머물지 않는다는 것 역시 중요한 지점이다. 해녀는 자신의 활동공간인 연안의 바다, 즉 마을어장 일대를 '바당밭'이라고 부르면서 소중히 가꿔왔다. 이는 육지에서 농산물을 경작하는 보통의 밭을 대하는 것과 동일한 관점을 갖고 성실하게 가꾸어 왔음을 의미한다. 또한 제주의 해녀는 개별적 직업인으로 존재하는 것이 아닌 공동체를 통해 자신의 정체성을 지켜왔다는 점이 특히 중요하다. 강한 결속력을 갖고 있지만 위계와 서열에 의해 작동되는 것이 아닌 상호간의 존중과 협력을 통해 유지되어온 것이 해녀공동체이기 때문이다. 이러한 조건들이 서로 조화롭게 어우러지면서 제주의 해녀들은 물질을 통해 거둬들이는 생산물의 수익성 확보와 자신들 마을어장의 생태적인 지속가능성을 동시에 충족시키는 절묘한 균형점을 찾아낼 수 있었다. 차가운 물속에서 장시간의 물질을 견딜 수 있게 해주는 '고무옷'과 같은 신기술의 도입과 관련해서 해녀들은 생산성의 증가의 측면만을 바라보지는 않았다. 보다 중요하게 바라본 것은 마을어장의 자원고갈과 생태계 훼손의 측면이었다. 따라서 신기술 도입이 불가피하게 여겨지는 상황에서는 해녀들 스스로 생산을 통제하거나 바다 생태계의 지속가능성을 배려하는 방향으로 대안을 마련하기도 했다. 이른바 '금채'라고 하여 시기별, 어종별, 크기별로 수산자원의 채집과 포획을 제한하는 제도를 마련하기도 했고, '갯닦기'라고 하는 자율적인 어장청소를 통해서 해조류와 어패류의 원활한 생장을 도모하기도 했다. 이러한 해녀들의 노력에 적잖이 힘입은 결과로 인해 제주의 연안바다는 개발열풍에도 불구하고 아름다운 경관 속에서 풍요로운 생태계를 유지해올 수 있었다. 본고는 그러한 해녀들의 고유한 생태적 지속가능성 추구의 기반은 다름 아닌 해녀공동체의 존재라는 점에 특히 주목하고자 한다. 자본주의적 근대화의 물결속에서 전 근대사회의 구성원들이 공동으로 활용하던 공유자원들이 명맥을 잃고 사라져가는 상황에서도 제주의 해녀들은 '공유지의 비극'이라고 하는 상황의 도래를 강력하게 억제해 나갈 수 있었다. 그것이 가능했던 것은 공동작업이 절대적으로 필요한 해녀물질의 특성으로 인해 형성된 초기의 공동체의식을 발전시켜 나가면서도 호혜성과 민주성을 잃지 않았던 제주해녀 공동체가 존재했기 때문이다. '불턱민주주의'라는 말에서 볼 수 있듯이 해녀공동체는 자신들이 속한 마을의 대소사에서부터 마을어장의 특성에 따른 물질의 수량과 방법까지도 수평적인 의견교환을 통해 결정해온 특성을 갖고 있음을 알 수 있다. 이렇게 공동체를 기반으로 생태적 지속가능성을 추구하면서도 적정 수준의 생산성까지 확보해온 제주 해녀들의 지혜야말로 지구온난화와 같은 기후위기의 상황을 맞은 인류 모두에게 시사점을 준다. 제주 해녀와 그들의 공동체가 보여주는 모습에서 위기와 격변의 시대를 살아가는 우리 모두가 의미를 되새겨 보아야할 "오래된 미래"로 여기기에 충분하다.

Jeju Island is a volcanic island located in the south of the Korean Peninsula. There are women with occupations named 'Haenyeo' in Jeju Island. Haenyeo are women divers collecting seashells or seaweeds as their occupation in Jeju island's coastal water. Haenyeo is a unique profession that has been existed around for hundreds of years in Koean history. Using a very simple tool, they make a living and earn money through the underwater harvesting sea foods. Haenyeo are well known for their uniqueness of underwater work called Muljil, community with strong solidarity, and their efforts to maintain the ecosystem of coastal water. Haenyeo's value were certified as Intangible Cultural Heritage of Humanity by UNESCO in 2016. This thesis explores how the activities of Jeju Island's women divers have helped maintaining the health of the Jeju island's coastal ecosystem. This thesis examines how the Haenyeo were able to survive in the modern capitalist society. First of all, the Haenyeo's products has exchangeable value even in a capitalist society. It serves as the basis for their economic independence and a source of pride. Also, for Haenyeo, the sea is not just a working place. They call the coastal water as "Badangbat(maritime garden)" and they care for their Village fishing ground(maeul-eojang). Like Terrestrial ploughland, Haenyeo cultivate and care for the coastal water and its seashells and seaweeds. Above all, the most important condition to Haenyeo's existence is the long-standing Haenyeo community itself. The strong but caring community connected by sisterhood became the basis for their joint activities. Due to these conditions, Jeju Island's Haenyeo are able to create a amazing balance between their occupational products and ecological sustainability. When a new technology were introduced, Haenyeo first considered whether it would lead to excessive harvesting and resource exhaustion or not. No matter how high the efficiency is, they clearly expressed opposition to technologies that lead to resource exhaustion. At the same time, they did the best they could to ensure that the ecological abundance of the sea continues. Harvesting was banned at certain times of the year according to the degree of sea creatures's growth. Haenyeo cleaned their Badangbat(maritime garden) regularly so that the sea resources they wanted could grow in a best conditions. As a result of such efforts, Jeju Island has a world famous clean sea. This thesis also focuses on the existence of the Haenyeo's community. The common resources in the sea around Jeju Island remain capable of continuous production beyond the "the tragedy of the commons" thanks to the efforts of Haenyeo's community. They voluntarily controlled the total amount of sea products through democratic decisions. It can be said that Haenyeo's community has very futuristic aspects. We are living in a time of climate change. And it is a time when human survival itself becomes an urgent problem. I believe that this thesis on Jeju Haenyeo's maritime work and their community can give a little inspiration in such an era of upheaval.
