Abstract

This study examines the applicability of the collaborative governance theory to the promotion of tourism development projects. By examining the applicability of the monitoring system to the collaborative governance model, it is to suggest the institutional implications necessary for the promotion of tourism development projects to meet local conditions and to restore transparency and trust in the administration process. Then, theoretical considerations and precedent studies were conducted on tourism development projects, collaborative governance, and monitoring systems through literature studies. From the implications of previous studies, the factors linked to tourism development projects were derived from the collaborative governance variables. In order to develop tourism projects in Jeju Special Self-Governing Province the project operator must obtain approval from the Governor of Jeju Special Self-Governing Province to implement the development project. For the factors related to the tourism development project, related matters such as whether the regional plan was reflected in the development project implementation approval process, the implementation of the environmental impact assessment, and the implementation of the tourism development project plan, and the Jeju Special Self-Governing Province's governance ordinance were referenced. Based on the factors related to the tourism development project derived from the previous study, a survey was conducted by the Delphi method to determine the measurement items of this study and to design the survey. Total 322 people were surveyed as a survey sample. For the empirical analysis, the PLS structural equation model was used and the Smart PLS 3.0 program was used. As a result of the second latent variable discriminant validity test in the verification of the measurement tool, the 'participation inclusiveness' and 'forum exclusion' variables were excluded among the four sub-variables of the institutional design variable. As a result of the evaluation of the structural model, all five hypotheses were made and analyzed to have a statistically significant effect. And the 'collaborative process', a parameter of the research model, is statistically significant in the dependent variable. Therefore, the collaborative governance model can be applied to the implementation of tourism development projects. And by applying a monitoring system to the implementation of tourism development projects, it is suitable for local conditions for private investment projects, and administrative transparency, local residents, project implementers. Based on this result, it is suggested that the tourism development project should be carried out with trust. Indeed, sensitive parts such as securing project costs of the tourism development project are needed to be improved in the future for successful completion of development projects in Jeju Special Self-Governing Province.
