Abstract
외국 거주 경험이 있는 국제 이동 학생들에게 비판적 사고와 다양한 관점을 접하게 하는 목적으로 개발 및 발전 해온 IBO(International Baccalaureate Organization)는 연령 및 프로그램 특성으로 세분화 되어 나누어진 4가지 프로그램을 가지고 있으며, 16세에서 19세의 대학을 준비하는 2년간 진행되는 고등학교 교육과정인 IB Diploma Programme(DP)를 제주도 이석문 교육감이 제주도 도입을 선언했다. 더불어 기존에 IBO에서 영어, 스페인어, 프랑스어로만 진행 제공되어 오던 프로그램에 한국어 도입도 추진 예정이다. 이와 같이 제주도내 적극적인 IBDP 교육프로그램 도입에 따라, 본 연구의 목적은 제주도에서 도입하고자 하는 IBDP 프로그램의 적용 방안 모색이며, 필요한 제반사항에 대해 살펴 타당성을 살펴보고자 함이다. 연구의 목적을 달성하기 위하여 구체적으로 설정한 연구문제는 다음과 같다.

1. IBDP도입에 필요한 제반사항은 어떠한 것이 있는가?
2. IBDP도입에 따른 일반 고등학교 교육과정 적용하는 방안은 어떠한가?
3. IBDP도입에 따른 제주형 자율고등학교 교육과정 적용하는 방안은 어떠한가?

본 연구 질문에 대해 먼저 선행연구인 IBO이념 뿐 아니라 IBO 교육프로그램 구성 특히나 IBDP에 대해 자세히 분석하였고, 경기외고 사례를 바탕으로 제주도 도입시 진행 되는 절차3개년을 살펴보았다. 또한, 2015년 개정 고등학교 교육과정과 제주형 자율학교(고등학교)의 교육과정 특례 등을 살펴봄으로 조금 더 현실 적용 가능한 방안을 모색하고자 하였다. 2015년 국가 교육과정의 일반 고등학교에 IBDP의 2년 이수교육과정을 적용 하였을 때 살펴 볼 수 있는 편성 이수 단위를 살펴보았으며, 제주특별자치도 설치 및 국제자유도시 조성을 위한 특별법 시행령에 따라, 제주형 자율 학교가 존재 하며 ,이는 학교 교육과정 편성 운영 시 9개 교과군 중 국어,한국사, 사회(역사/도덕 포함) 3가지 필수 이수 단위를 제외한 6개 교과군에 1/2범위로 제한하여 자율 편성 가능한 점을 바탕으로 IBDP의 2년 이수교육과정을 적용해보았다.
연구 결과 2015년 개정 교육과정 가정을 해 보았을 경우와 제주 특별법을 따를 경우 교육과정 편성의 큰 차이를 만들어 볼 수 있었지만, IBDP의 필수 이수 항목들도 충족시키며 국가 교육과정 이수 항목들도 이수해야 하는 것을 볼 수 있었다. 특히나, 단순히 2015년 개정 교육과정을 따르는 일반 고등학교와 제주형 특별법을 따르는 제주형 자율학교를 비교 하였을 경우 두드러지던, 필수 이수 단위의 절감 및 자율적 편성의 의미가 IBDP 이수항목을 동일하게 적용 하였을 경우 큰 차이가 없음을 볼 수 있었다. 일반고 혹은 특별법 적용 제주형 자율고 둘 다 IBDP의 이수과목들을 충족시켜 수료를 하고자 할 경우 1학년때의 필수 과목 이수와 더불어 2,3학년때 IBDP의 필수 수료 항목까지 충족해야하는 이중부담이 발생함을 살펴 볼 수 있었다.
해당 연구는 국가 교육과정과 IBO의 규정에 따라 제주도내의 일반고와 제주형 자율고등학교의 교육과정 편성을 살펴보고 있다는 점에서 분명한 한계가 존재하지만, IBO와의 협의를 통해 국내 교육과정에서 개설하는 과목을 IBDP의 과목으로 인정할 경우 본 연구에서 제시하는 교육과정 편제표 보다 단위학교에서 좀 더 많은 교육과정 편성의 재량권을 확보 할 수 있을 것으로 예상한다. 또한, 교육과정 측면으로 한정하여 살펴보았으며 교수 학습 방법 및 평가에 관련된 부분도 후속연구로 진행 될 필요가 있다. 마지막으로 현재의 대입 정책으로는 IBDP의 졸업장을 받은 일반고 학생들이 대학 진학하기가 쉽지 않은 상황이며, 필요에 따라는 수능최저등급도 맞춰야 하는 이중부담이 발생함으로 이러한 부담을 최소화하기 위한 대입정책의 수정 역시 필요할 것을 예상된다.
The International Baccalaureate Organization(IBO) has developed and improved for the purpose of bringing critical thinking and diverse perspectives to international migrant students with foreign residence experiences. The IBO has four programs divided by age and program characteristics. The IB Diploma Program(DP) is a two-year high school curriculum designed to prepare students for higher education programs such as universities. This IBDP is the program that Lee Seok Moon, who is head of Jeju Education Authority, is trying to implement on Jeju Island. Moreover, the curriculum of this program, which had been previously offered only in English, Spanish, and French will now be implemented in Korean as well. The purpose of this study is to explore the application of the IBDP program that will be introduced on Jeju Island and to examine the feasibility of the IBDP program in this context. Therefore the following questions served as a guide for this study: 1. What are the requirements for the introduction of IBDP? 2. How to implement IBDP to the general Korean high school curriculum? 3. Given that IBDP curriculum is primarily driven by student autonomy, what challenges may arise? For the purpose of this research, it is necessary to have a strong background and understanding of the IBO philosophy as well as different IBO education programs. The primary focus of this research concerns the IBDP. More specifically the IBDP was analyzed in the context of Jeju Island using data and evidence from the three-year process of implementation of the program in Gyeong-Gi international school. This research compares the differences between the revised 2015 high school curriculum with the special curriculum of the Jeju type autonomous school(High school), seeking more practical ways of applying the IBDP curriculum. Moreover, this research examines an important consideration concerning how the two-year IBDP curriculum aligns with the 2015 National education reforms that brought changes to all general high schools. In particular, it examines how students can obtain the necessary units for the IBDP Curriculum as well as meet the requirements from the 2015 National Education reforms that apply to all of the country's general high schools. In accordance with the Enforcement Decree of the Jeju Special Self-Governing Province and the Special Act for the Establishment of Global International Cities, Jeju has created Jeju-Type autonomous schools. These schools are able to operate with a limited number of subjects, six, in their curriculum in addition to ½ units out of 9 required subjects. Based on this special law, Jeju-Type autonomous schools can operate with more flexibility. This study found that there were significant differences between the revised 2015 curriculum and the autonomous type schools permitted in Jeju based on the aforementioned special laws. However, it is important to take into account that even with the application of the IBDP to the Korean High school curriculum, both programs essential requirements must be met. In particular, when comparing the general high school curriculum, which follows the 2015 National Education reforms, to the Jeju-type Autonomous school, which follows the special laws of Jeju, by reducing of the essential number of units in half the autonomous school's flexibility is significantly diminished. For example, a student who is completing the IBDP curriculum will be required to complete the required national curriculum for the first school year and after that complete the IBDP diploma curriculum in the second and third years. A limitation of note in this study concerns the curricular arrangement of general high schools and Jeju-type autonomous high schools in Jeju Island according to National curriculum and IBO curriculum. However, it is expected that each school will have more discretion to organize the curriculum than the curriculum program guide presented in this study. Additionally, this study examined the differences in curriculum and the process of merging the two programs but did not account for the pedagogy or the method of teaching and learning or the evaluation and assessment of learning. These components will require additional research. Lastly, this study addresses the implications for students that recieves the IBDP diploma and the weight it holds with Korean Colleges or Universities. It also considers required conditions in regards to official entrance scores necessary for entering Korean University. Given this, it is expected that a revision of the University admission policy will be required rather than the burden of navigating different education systems falling solely and directly on the students
